Summary: Ground Control Performance Work Statement (PWS)
This is a Performance Work Statement for the Research, Development, Test, and Evaluation Support Complex Common User Equipment and Communications (RSC CUE & COMM) hybrid-cloud ground control system, issued by Space Systems Command (SSC) Innovation and Prototyping Division at Kirtland Air Force Base, New Mexico. The PWS supplements the originating Hybrid Architecture and Development for Experimental Systems (HADES) Indefinite Delivery/Indefinite Quantity (IDIQ) contract and outlines comprehensive IT and operational support requirements for maintaining a secure, reliable, and scalable hybrid on-premises and cloud-based ground control environment supporting multi-mission, multi-classification space operations.
The contractor shall provide day-to-day operational support, ongoing maintenance, continuous improvement, and emergency response to sustain the RSC CUE & COMM system and its integration with the Satellite Control Network (SCN) and commercial antenna networks. Key requirements include: 24/7/365 monitoring and support for on-premises and GovCloud infrastructures; on-site hardware support during business hours (M–F, 8–5) with 2-hour problem resolution and on-call support during non-business hours with 3-hour threshold; management of hybrid cloud environments including resource provisioning and cost management; comprehensive cybersecurity program implementation; configuration management of Mission-Unique Software (MUS) scripts; and software development to enhance system capabilities. Personnel requirements mandate that the Program Manager and Lead Systems Architect hold Professional or Expert-level cloud certifications (AWS, Azure), at least 50% of technical staff possess relevant associate-level certifications, and personnel with Kubernetes administrator certifications must be provided. Additional obligations include work with Configuration Management teams, security escort services for uncleared individuals, compliance with DODD 8140 cyber work role certification requirements, and system rollback capabilities within 2 hours during business hours and 3 hours during non-business hours. Engineering, development, integration, and sustainment services shall be performed primarily at Kirtland AFB with possible occasional travel to contractor facilities.

1. PURPOSE
This Performance Work Statement (PWS) supplements the originating Hybrid Architecture and Development for Experimental Systems (HADES) Indefinite Delivery/Indefinite Quantity (IDIQ) PWS, encompassing the development, management and sustainment of all technical operational requirements necessary to ensure continuous mission execution on the Research, Development, Test, and Evaluation Support Complex Common User Equipment and Communications (RSC CUE & COMM) hybrid-cloud system. The contractor shall provide day-to-day operational support, ongoing maintenance, continuous improvement, and emergency response to ensure the RSC CUE & COMM system remains capable of supporting multi-mission, multi-classification space operations. The scope includes sustaining existing on-premises hardware, software, and communications connections. It also includes sustainment of a GovCloud environment for tools, applications, and workload hosting to include a Defense Information System Agency (DISA) Hosting and Compute Center (HaCC) Infrastructure as Code (IaC) baseline. Finally, the contractor shall coordinate with the government organizations responsible for sustainment and upgrades to the Satellite Control Network (SCN) and maintain a functional environment between the RSC CUE & COMM, the SCN, and mission partners utilizing both. The contractor shall provide the same services for other commercial and government antenna networks connected to the RSC CUE & COMM system. As supplemental, the contractor shall perform engineering, development, integration, and sustainment, and associated support services primarily at the RSC located at Kirtland Air Force Base (KAFB), New Mexico and may include occasional travel to contractor facilities for collaboration and integration testing.
2. BACKGROUND
The RSC CUE& COMM system supports simultaneous multi-level missions by providing access to various government and commercial antenna networks and hosting black-side tools, applications, and workloads. To continue to meet mission partners’ emerging requirements, SDG sustains and develops hybrid on-premises and cloud-based ground systems. The organization’s goal is to accelerate mission design and ground integration, launch and on-orbit operations, ground system tests, and rapid fielding to provide reliable, low-cost access to space in support of the warfighter. The Ground Control section maintains both on-premises and cloud information technology (IT) systems, and performs cybersecurity compliance and integration activities that are critical to day-to-day mission execution.
3. SCOPE
The scope of this acquisition is to provide comprehensive IT and operational support for the hybrid-cloud ground control environment. This includes, but is not limited to, the management of on-premises hardware and software, private cloud resources, and the integration and orchestration of all components. The objective is to ensure a secure, reliable, and scalable ground control system that can adapt to evolving mission requirements.
