QUESTIONS & ANSWERS (Q&As)
Solicitation No. FA8773-08-R-0082
SHAW AFB SC
SOLICITATION
QUESTIONS
ANSWERS
1. Reference, Supplies/Services, CLIN’s and SLIN’s at X011 and X011AA, the CLIN references at the description does not include CLIN X003.
1. See Amendment A001 for correction to CLINX011 and SLIN X011AA for the base year and associated out years.
2. Delivery Information, Request For Proposal (RFP) pages 56 through 61. The Periods of Performance (POP) for the Option periods are the same as the Base period. Is this correct?
2. No, See Amendment A001 for correction: POP was corrected, reference page 56-61 of the Solicitation.
3. Reference paragraph (ii) Volume Two of 52.212-1--Instructions to Offerors, paragraph (A) Section 3, “Submit two printed copies of the contracting information as part of Volume Three." “Submit a consent letter executed by the subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the Offeror, so the Offeror can respond to such information. Additionally, submit a letter authorizing release of requested information to the Government for performance on each customer contract/effort identified.”
My question is in regards to the second letter which appears to be a letter from our teaming partner to the 38th as well which you would present to their customers identified in our past performance volume authorizing them (the customer) to release additional past performance information to the 38th upon request.
I would like clarification that the first consent letter is correct and to whom we are addressing the second consent letter.
3. The first consent letter is correct, subcontractors Past Performance Information (PPI) can not be disclosed to a private party without the subcontractor’s consent. Because a prime contractor is a private party, the Government must obtain the subcontractor’s consent before disclosing its PPI to the prime during negotiations.
The teaming partner/subcontractor etc. . shall submit a letter to the Government authorizing release of adverse Past Performance Information to the prime for each commercial customer contract/effort provided in their Past Performance volume.
4. Reference paragraph (iii) Volume Three – Price/Contracting, paragraph (A) (g) of the Addendum to 52.212-1 -- Instructions to Offerors, shouldn’t CLINX003 be included with the referenced CLIN items?
4. Yes, See Amendment A001 for correction to referenced paragraph.
5. Instructions to Offerors, Volume Three, "(B) CONTRACTING INFORMATION. Submit two printed copies of the contracting information as part of Volume Three.", (1) "Complete fill-ins for clauses 52.223-13 and 252.223-7001.”RFP page 76. Please clarify the RFP source for the fill-in clauses.
5. FAR Clause 52.223-13 is not required for commercial acquisitions, see Amendment A001 for correction to referenced paragraph on page 76 of the solicitation. The source for DFARS Clause 252.223-7001, is DFARS Subpart 223.302-223-303 and paragraph 4.3.2 of the PWS. Any clause/provision contained in the RFP that requires fill-in by the offeror – BUT is not included in ORCA – shall be completed by the offeror at the time of proposal submission.
PRICING TABLE
6. How do CLIN's, PID's get added to the contract when there are required items not listed, but are commonly used?
6. Items are added to the Pricing Table only if they will be utilized on a recurring basis. Items used once or twice will be ordered using the Material CLIN, X010. Both the Contractor and the Government can propose a change to the contract through the Contracting Officer (CO). Once mutual agreement between both parties is reached, the change will be captured using the appropriate mechanism, Contract modification. Only the CO has the authority to make changes to the contract.
7. Site Survey’s are identified on the Pricing Table as Other Services at CLIN X003, not included with the Monthly Maintenance price. Site Survey’s are also identified at paragraph 1.3.11.2 of the PWS as a Monthly Maintenance service. Please clarify.
7. Reference Amendment A001. Site Surveys will be provided as a Monthly Maintenance Service. SLIN X003AB deleted at Worksheet 1 of the Pricing Table and Supplies/Services (page 3-53), subsequent SLIN’s were renumbered.
PERFORMANCE WORK
8. To what degree will the contractor be responsible for dormitories, base housing, billeting?
8. As stated at paragraph 1.2.1 of the PWS, the Contractor will be required for installing telecommunications wiring in dormitories, military family housing, visiting airmen’s and officer’s quarters, temporary lodging facilities, other communications systems and devices, etc., as directed by the CO or QAP and ordered by Work Order using the prepriced/T&M PIDS/CLINs/SLINs, if and when installation services are required.
9. PWS states the contract supports the 20th, Is the 9th AF independent or a part of the 20th?
9. Services may be funded by other agencies but the 20th Communications Squadron (CS) is the host for all base communications. Support agreements are in place for rendering services for all agencies on Shaw AFB as well as some remote sites. This is an internal agreement & process. Servcies will be ordered via Work Order using the prepriced/T&M PIDs/CLINs/SLIN, if and when services are required.
Appendix 5.1
10. The Government has provided in Appendix 5.1 the estimated number of Work Orders to be processed on the new contract based on historical data. However, there is no basis for Offerors to analyze the amount of effort required to support the number of work orders shown. For example, the estimated number of annual Routine Work orders is given as 600, but there is now way for the Offerors to know the normal size and/or complexity of the work orders for this site as a work order could be a simple single line install or a complex building renovation requiring new cabling installation. To enable some analysis of this data (work load) will the Government release information on the monthly average costs associated with CLINs 4-8 for the past 12 months?
10. Appendix 5.1 is based on historical and present requirements. As stated at Volume Three of the Addendum to 52.212-1, paragraph (iii)(A)(g) The EIPS provides detailed descriptions of the material and labor effort required by the attached Pricing Table, identified by PIDs, and those items that are pre-priced for material and labor for installation, removal, and/or relocation. This (etc…). It is each Offeror’s responsibility to evaluate work effort and propose the appropriate labor mix for the level of effort required to perform the services described in the PWS and associated appendixes for the Recurring Support Services (CLINs X003, X005-X007)(See Amendment 0001 for correction). In order for offerors to establish a sound pricing position, the current Pricing Table/Schedule B was posted on the Federal Business Opportunities website along with the solicitation and attachments for the instant acquisition and all technical documentation. No additional documentation/information will be provided.
Appendix 5.2
11. In reviewing the requirements in Paragraph 5.2.2 of the PWS for Contractor Supported Replacement and/or Repair activity it appears the Government is placing the responsibility for this activity on the O&M Contractor and not as in the past on the VSS Support Contractor. Is it the Government’s intention to have the O&M Contractor price as part of their Monthly Maintenance costs an extended warranty package for the equipment listed in PWS Paragraph 5.2.2 and be responsible for the costs of any replacement/repair costs for the life of the contract based on this firm fixed price Monthly Maintenance price?
11. See Amendment A001 for Revised Appendix 5.2, Items to Be Maintained by the Contractor. Items listed in PWS Appendix 5.2 (subparagraph 5.2.2) have no sustainment offered by the Voice Switching System (VSS) Sustainment plan, the O&M contractor is responsible for the costs of any replacement/repair costs for the Base year and all out years. Items listed under subparagraph 5.2.3 should have sustainment from the Government. The O&M contractor is responsible for tier 1 maintenance for the items falling under 5.2.3 only, as tiers 2 and 3 would be provided via another source using Appendix 5.4, VSS Sustainment contract.
12. Will the Government provide a Failure/Replacement/Repair history of the items identified in PWS Paragraph 5.2.2 to enable analysis and development of pricing projections by the Offerors?
12. No additional documentation will be provided. In order for offerors to establish a sound pricing position, the solicitation and attachments for the instant acquisition and all technical documentation identifying the technical requirements was posted on the Federal Business Opportunities website.
13. Will the government provide a breakdown of the equipment listed in Paragraph 5.2.2 identifying the quantities of these that are active cards in the system and the quantities that are on-site spares at each site location by platform?
13. Reference response 11 above.
14. Will the Government provide a DMSMON report from the switch?
14. Reference response 11 above.
15. Will voicemail training be provided?
15. No, IAW paragraph 1.2.5 of the PWS, the Contractor is solely responsible for ensuring that sufficient personnel are assigned to this contract and that all personnel are experienced and qualified to perform the services listed in the PWS.
16. Are the existing Key Systems JITC and IA approved? If not, will they be replaced under this contract?
16. The Key Systems are not JITC certified nor IA approved. The Key Systems are not connected to the Network. Replacement under this contract is not a known requirement at this time.
