About this file
This is a Questions and Answers document for Video Management System Solicitation FA875126Q0900, issued by the U.S. Air Force on 18 August 2026 with updates posted 1 September 2026.
The solicitation requires installation of a comprehensive Video Management System (VMS) across approximately 125,000 square feet of facility space spanning multiple buildings constructed between 1998 and 2015. The project includes installation of eight-megapixel 4K IP cameras operating at up to 60 frames per second, twelve SmartPro UPS 1950VA/1920W line-interactive systems for protecting head-end equipment and Power-over-Ethernet (PoE) switches, and integration with the existing Honeywell Pro-Watch Access Control System. Exterior cameras shall be mounted at 12-15 feet height and are accessible via 24-foot ladder. The facility features mixed ceiling types (60% suspended acoustic tile in administrative areas; 40% hard lid, drywall, or open-joist in industrial/exterior areas) and existing cable trays with 40% available capacity in main communication pathways. Installation requires Cat 6 or Cat 6A cabling, core drilling through interior CMU and exterior concrete walls with fire-stopping per base regulations, and conduit use (Rigid Galvanized Steel for exterior, Electrical Metallic Tubing for interior, PVC for underground runs). Plenum-rated (CMP) low-voltage cabling is required in environmental air spaces above dropped ceilings per NFPA 90A/NEC standards. The solicitation is a "Brand Name" requirement with no substitutions permitted. The offeror must determine the total footage of new wiring required based on device locations and facility drawings provided. Parts ordered, delivered on-site, and attributable to this project can be billed upon delivery. Funds are available for the project, though the specific dollar amount cannot be disclosed.

Video Management System – Solicitation FA875126Q0900
Questions and Answers
Updates - 1 September 2026 (in red)
18 August 2026
1 How old is the facility?
Building construction dates vary, Buildings 1 & 2 were completed in 1998, Building 3 in 2005, and Buildings 101/106/1477/1609 are part of the West Campus expansion completed in 2015.
2 How much square footage is in the facility?
Total project area covers approximately 125,000 sq. ft. across multiple buildings. Offerors are still encouraged to verify specific dimensions during the site survey.
3 How stable is the power?
The facility is supplied by redundant utility power feeds. The requirement for UPS units, as specified in the LOM, is to ensure graceful shutdown during the automatic transfer switch (ATS) failover period, not due to general instability.
4 Is there a dropped ceiling in all areas of installation?
No, administrative areas (approx. 60%) have suspended acoustic tile ceilings. Industrial and exterior areas (approx. 40%) consist of hard lid, drywall, or open-joist ceilings.
5 What type of walls are in the perimeter areas?
Exterior walls are reinforced concrete and Concrete Masonry Units (CMU). Interior walls are a mix of CMU and steel-stud drywall.
6 Is drilling required between the walls?
Yes. Core drilling through interior CMU walls and exterior concrete walls for conduit and cable penetrations will be required. All penetrations must be fire-stopped in accordance with base regulations.
7 Does conduit need to be used?
No – conduit is only required for new construction within a wall, which does not apply to this project.
Yes. Conduit is required for all cabling. Use Rigid Galvanized Steel (RGS) for exterior, Electrical Metallic Tubing (EMT) for interior, and PVC for underground runs.
8 Are the door frames metal and concrete filled?
Yes. All exterior door frames and frames leading to secure areas are hollow metal, concrete-grouted per base security standards.
9 Can you provide a list of IDS items?
This project is for a VMS installation. There are no IDS items (motion sensors, etc.) required by this List of Materials.
10 Are there existing IDS Sensors in doors?
This information is not relevant to the current VMS scope of work.
11 Who is the manufacturer of the existing IDS system?
The integration licenses listed in the LOM are for the existing Honeywell Pro-Watch Access Control System, not an IDS.
12 Can the existing cable be reused?
Replace cabling only on an as needed basis. Use Cat 6 for any new installations meeting distance limitations of twisted pair, but existing 5E is more than enough for the cameras. (8 mega pixel cameras use only 100Mbs max)
No. The LOM specifies highly modern 8MP (4K) IP cameras operating at up to 60 fps. These require high-bandwidth, structural Cat6/Cat6A or fiber backbones. Existing legacy coaxial or low-grade twisted pair cannot be reused.
13 Are Ceilings Suspended? Or Hard Lid?
Both are present. See response to question #4.
14 Are there existing Cable Trays?
Yes, cable trays with 40% available capacity exist in the main communication pathways.
However, the contractor is responsible for installing all necessary J-hooks or local supports from the main trunk to the device locations.
15 Can Existing Wiring be utilized?
No. As needed - see response to question #12.
16 Is a “UPS” required?
The LOM explicitly requires twelve (12) SmartPro UPS 1950VA / 1920W line-interactive systems to protect head-end gear and PoE switches. Runtime is typically engineered for 10–15 minutes of backup under full load to allow graceful system shutdown or generator cut-over.
17 Are “Or Equal” substitutions allowed?
Yes, substitutions are allowed if they meet the specifications shown on the List of Materials (LoM)
This is a "Brand Name" solicitation. To maintain system standardization and compatibility with existing base infrastructure, substitutions are not permitted.
18 Is “Plenum Wire” acceptable?
Yes, and highly recommended. Standard military building codes (NFPA 90A / NEC) require plenum-rated (CMP) low-voltage cabling in all environmental air spaces above dropped ceilings.
19 Is “After Hours Access” available?
Typically, standard military installations allow coordinated after-hours or weekend access for escorts and contractors to prevent disruption to active-duty mission operations, but this must be evaluated on a case-by-case basis and cannot be guaranteed.
20 What is the height of exterior cameras?
Exterior cameras shall be mounted at a height of 12-15 feet, unless otherwise directed by the Contracting Officer's Representative (COR) during installation to achieve a specific field of view. All exterior cameras can be reached with a 24’ ladder.
21 Please provide a list of equipment and parts # that are to be installed.
The detailed " Attch 1 - VMS Installation_Integration_LOM.pdf" was provided as a core component of the original solicitation package. Offerors are directed to reference that document for all required equipment and part numbers.
22 Are there pipe chases between floors?
The facility drawings indicate the presence of vertical pathways and utility risers between floors in the main buildings.
23. What is the range of the budget for this project, and is it already appropriated?
While the dollar amount cannot be disclosed, funds are available for this project.
24 Because of the high cost of the parts can we bill when parts arrive on site, or in the alternative are progress payments allowed?
Parts ordered, delivered on site, and attributable to this project can be billed for.
25 How many feet of new wire will have to be run?
The total footage of new wiring must be determined by the offeror. This calculation should be based on the device locations specified in the solicitation
26 What kind of cipher lock and quantities are required e.g. X-10
This solicitation does not include a requirement for cipher locks (such as the S&G X-10).
The scope is limited to the VMS and associated access control integration as defined in the List of Materials.
27 Please post the sign in sheet and Q&A's from the site visit.
Site visit sign in and Q&As will be posted.
28 Please post the drawings and the key for the drawings.
The drawings are posted as Attachment 3 to this solicitation.
29 Approved Equipment List does not appear to identify camera models that clearly correspond to each of the camera requirements in the LOM. Additionally, the Q&A indicates that this is a Brand Name requirement and that substitutions are not permitted.
This document has been updated above to answer this (Q/A #17 above), and the Approved Equipment List is no longer an attachment/requirement.
30 Please clarify which specific camera manufacturer/model numbers from the Approved Equipment List are intended to satisfy each camera requirement identified in the LOM.
Approved Equipment List is no longer applicable.
31 If the required camera models are not currently included on the Approved Equipment List, please confirm which exact models the Government intends offerors to quote.
