About this file

This document is a template for Offeror Representations and Certifications for Commercial Products and Commercial Services that must be completed and returned with an offer or proposal to the federal government.

The template requires offerors to complete annual representations and certifications electronically via the System for Award Management (SAM) website at https://www.sam.gov. The applicable representations and certifications for this solicitation include: DFARS 252.225-7000 (Buy American—Balance of Payments Program Certificate), with other optional certifications available such as those addressing foreign government ownership, trade agreements, Arab boycott of Israel, and performance-based payments. Offerors must verify that their SAM database representations and certifications have been entered or updated within the last 12 months and are current, accurate, and complete as of the offer date. The template includes provisions for disclosing any changes to representations and certifications specific to the solicitation, which do not update the SAM database records. Additional representations address prohibited covered defense telecommunications equipment or services, requiring disclosure of equipment descriptions, proposed use explanations, and entity information if such equipment or services will be provided. For the Buy American certification, offerors must identify all end products by line item number and classify them as domestic end products, qualifying country end products, or other foreign end products, while specifying domestic content percentages and critical components as applicable.
