About this file

This is a Statement of Work (SOW) for the procurement, installation, and integration of a Video Management System (VMS) at the Air Force Research Laboratory (AFRL) in Rome, New York, dated 6 August 2026.

The primary objective is to upgrade AFRL's aging surveillance system with a new VMS compatible with Honeywell ProWatch, including procurement and installation of cameras, hardware, and software. The system must integrate with the anticipated Vindicator Intrusion Detection System (IDS). Work includes installing new Category 6 data cabling to replace existing Altronix IP/PoE+ over Coax transceiver units, installing PoE+ switches, installing battery backup UPS systems, replacing existing IP cameras with upgraded models, re-using existing camera mounts with adaptors as needed, integrating cameras into VMS software, integrating Honeywell ProWatch with the updated video management system, testing and verifying proper operation, and removing and disposing of old equipment. Servers must be installed at five locations: B3W BDOC, B105 ALTBDOC (redundant), Stockbridge, Irish Hill (for Tanner Hill cameras), and B1-Colosseum. The contractor is responsible for material acquisition, shipment, staging, and installation in accordance with engineering and installation industry standards and all applicable EIA/TIA standards.

Contractor work shall be performed Monday through Friday, 0700–1600 hours, except US Federal holidays or Government facility closures, with potential requirements for after-hours or weekend work at no additional cost to the Government. All contractor personnel working in restricted or controlled areas must comply with security procedures and obtain appropriate badges; all installers must be US citizens. The contractor must conduct verification testing to ensure cameras and servers are operational and integrated with the Vindicator IDS, and provide end-user training to Security Forces personnel on operating the Honeywell ProWatch-VMS in no more than two four-hour sessions for fewer than 10 personnel. All work must comply with OSHA requirements (29 CFR 1910 and 1926), with advance approval required for welding, cutting, brazing, or torch operations via AF Form 592 submitted 24 hours in advance. Environmental compliance requires proper disposal of universal waste, and the contractor must maintain clean work areas and restore any disturbed facility components to their original state.
