About this file
This is a Performance Work Statement for solid waste management services at four Air Force Research Laboratory (AFRL) locations in New York: Rome Research Site/DFAS in Rome, Newport Tanner Hill Site in Newport, Newport Irish Hill Site in Newport, and Stockbridge Research Site in Oneida. The contract number is ULDF 25-0518, dated March 25, 2026.
The contractor shall provide integrated solid waste management including supply, collection, and disposal of refuse, recyclables, and construction and demolition (C&D) debris at all four locations. Services include weekly and bi-weekly collections at varying frequencies depending on location and waste type. The Rome Research Site requires twice-weekly refuse collections (Wednesday/Friday) at four stations with 8-cubic-yard containers, and weekly recyclable collections (Friday) at the same stations. Newport and Stockbridge sites require bi-weekly collections (Wednesday) with smaller container capacities (4-8 cubic yards for refuse, 3 cubic yards for recyclables). C&D roll-off containers are collected on a "call when full" basis with capacities of 20-30 cubic yards. Annual estimated workload includes 200 tons of refuse, 100 tons of recyclable commodities (paper/cardboard), 100 tons of C&D, and 60 tons of mixed C&D. Contract line item numbers (CLINs) XX02 through XX20 establish separate pricing for solid waste and recyclable collection at each location, with tipping fees invoiced separately based on actual tonnage weight tickets. The contractor must maintain contractor-provided containers free of odors and pests, manage spill response, comply with OSHA safety standards, and submit monthly reports detailing tonnage, weight tickets, and tipping fees. Performance objectives include maintaining no more than one customer complaint per month for collection and equipment maintenance, zero valid defects for disposal and unscheduled collections, and zero defects for monthly reporting. All contractor personnel must comply with Air Force security requirements, obtain REAL ID-compliant identification, complete facility access visit requests through DBIDS, and are prohibited from possessing weapons or photographing facilities. Normal hours of operation are 0800-1600 Monday-Friday, excluding federal holidays.
