The provision at 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (FEB 2026), applies to this acquisition.

Addenda to the following paragraphs of 52.212-1 are:

(a) Written quotes are due at or before 3:00 PM, (Eastern Time) 20 March 2026. Submit via email to: Tabitha.Haggart@us.af.mil and Jenna.Tarbania@us.af.mil.

Offerors shall use the Quote Template (Attachment No. 3) to submit their pricing.

Offerors shall submit Past Performance Questionnaires (PPQs) for no more than five (5) of the most relevant contracts performed for Government agencies and commercial customers within the last three (3) years, which demonstrate the ability of the Offeror to perform the proposed effort. The PPQ is provided as Attachment No. 4.

Offerors will complete Section A of the PPQ (pages 2 & 3) for each reference and include one (1) copy with their quote. The offeror will complete Block 2 of Section B then request that the references return the PPQ directly to the Government by the solicitation closing date.

Offerors shall include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offerors that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

Contract award. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

The provision at FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services (FEB 2026) applies. In addition to the information within Paragraph (a), the following factors shall be used to evaluate offers:

mailto:Tabitha.Haggart@us.af.mil mailto:Jenna.Tarbania@us.af.mil

The Government intends to award using trade-off procedures, the following factors shall be used to evaluate quotes: (i) past performance and (ii) price.

Past performance is significantly more important than cost or price. The Government reserves the right to pay a higher price for an offer with Substantial Confidence past performance rating. A Substantial Confidence or Satisfactory Confidence rating is worth more than a Neutral Confidence past performance rating. However, price will contribute to the award decision. The balance of CLIN pricing will also be assessed. Severely unbalanced pricing could lead to exclusion of an offeror’s quote.

A contract may be awarded to the Offeror who is deemed responsible in accordance with the FAR, whose quote conforms to the solicitation's requirements (to include all stated terms, conditions, representations, certifications, and all other information required of this solicitation) and is judged, based on the evaluation factors, to represent the best value to the Government. The Government will compare differences in performance confidence with differences in price. In making this comparison the Government values superior performance confidence more than price. The Government may make an award at a higher overall price to achieve superior performance confidence. This may result in an award to other than the lowest priced Offeror. The tradeoff will only occur between prices and performance records as stated in the below evaluation process:

(1) All quotes will be evaluated to determine if the price is reasonable and balanced.

All quotes whose price is found to be reasonable and balanced will then be ranked by total evaluated price. The total evaluated price is the sum of prices for the base year and all option years. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(2) Past Performance will be evaluated on the lowest priced offeror whose price is found to be reasonable and balanced. If past performance is not found to be of “Substantial Confidence,” the next lowest priced offeror’s past performance will be evaluated and the process will continue (in order by price) until an offeror is rated “Substantial Confidence,” or until all offerors are evaluated. An integrated assessment best value award decision shall be made.

(3) Offerors are required to submit documentation addressing each of the evaluation factors. If no documentation is supplied to evaluate any of one of the factors, the Government reserves the right to find the quote unacceptable without further review. The Government also reserves the right to reject a quote if it is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions, or unbalanced high or low in price when compared to government estimates, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend requirements and/or the complexity and risks thereof. At the discretion of the Contracting Officer, award may be made without discussions; therefore each initial quote should contain the Offeror's best terms from a price stand point.

The Government will evaluate the quality and extent of offeror's performance deemed recent and relevant to the requirements of this solicitation. The Government reserves the right to use both information submitted by the offeror and information independently obtained from other sources available to the Government, such as other Federal Government offices, Contractor Performance Assessment Reports System (CPARS) and other Government and commercial sources, to assess performance. The Government will evaluate the offeror's demonstrated record of contract compliance in providing services that meet user's needs, including cost and schedule. Each relevant order/contract shall have been performed during the past three (3) years from the date of issuance of this solicitation. Past Performance submissions shall be limited to no more than 5 relevant order/contracts. If the offeror intends to fulfill the requirements of this solicitation in a teaming agreement or joint venture no more than 3 relevant order/contracts from the prime and no more than 3 relevant order/contracts from each proposed subcontractor.

A relevancy determination of the offeror's present and past performance, including joint ventures, subcontractors and/or teaming partners, will be made. Higher relevancy will be assessed for contracts that are most similar to the effort, or portion of the effort, for which that contractor is being proposed. In determining an Offeror’s relevancy of past performance, the Government will consider aspects such as similarity of product/service/support, complexity, dollar value, duration, contract type, and degree of subcontract/teaming.

The Government is not bound by the offeror's opinion of relevancy.

The Government will use the below relevancy definitions when assessing recent, relevant contracts:

Rating Description

Very Relevant - Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant- Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant- Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant- Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

The assessment process will result in an overall performance confidence assessment rating of Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Neutral Confidence.

PERFORMANCE CONFIDENCE ASSESSMENTS

Rating Description

Substantial Confidence- Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence- Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence- No recent/relevant performance record is available or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may or may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence- Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence- Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will successfully perform the required effort.

Offerors without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance and, as a result, will receive a rating of "Neutral Confidence" for the Past Performance factor, meaning the rating is treated neither favorably nor unfavorably.

Offerors are required to complete representations and certifications found in the provision at DFARS 252.204-7998, Alternate A, Annual Representations and Certifications (DEVIATION 2026-O0043) (FEB 2026), as well as the following:
