Lebanon Airfield Ops - FA8730-22-R-0001 (CRM Round 1)
RFP SectionNarrativeQuestionUSG Response
Model Contract Part I - The Schedule Section F - Deliveries or PerformanceTransportation and delivery to Lebanon is the responsibility of the Contractor; it is

important to note that the contractor will be in charge of transporting the systems as

Freight Forwarders are not allowed to be used on Sec. 333 BPC cases. There are different rules for an FMS program versus a BPC program, but your letter references and FMS, and the RFP references an BPC. This really cannot follow both rules as the Contractor must approach the requirements differently. Can you please provide confirmation on which requirements we should be following when putting our response together? I am confused about the comments under CLIN notes regarding the transportation (specifically), as the note says the USG cannot be a freight forwarder, but under the DSCA 20-15 (attached), it provides logistics and TAC instructions for BPC procurements.Lebanon Airfield Ops DW-D-QAM is a Section 333 BPC program. The term FMS is used throughout for title uniformity - portfolio identification purposes only. The transportation & delivery of the items is the responsibility of the winning vendor, unfortunately typical third-party freight forwarders we normally use are not allowed when using Sec.333 funding. Due to the nature of the systems being procured (COTS) it was decided during requirements definition that this responsibility will be levied on the vendor as opposed to on the USG DTS system. The winning vendor is still responsible with following all Sec.333 transportation and delivery rules/regulations/guidelines when preparing to package and deliver the materials to the Partner Nation (PN).

SOW Part 3 - ScopeThe LAF will provide electrical power to DVOR/DME and ILS/DME sites, which will be terminated at a site disconnect switch. The Contractor shall provide the aforementioned site disconnect switch.
The LAF will provide single-mode fiber optic (FO) communication cable, terminated at an LAF-provided FO termination panel inside the DVOR/DME and ILS/DME shelters and the air traffic control tower (ATCT). The LAF will provide FO patch cable to connect from the DVOR/DME and ILS/DME site equipment to the ATCT in order to integrate the necessary remote equipment. Can we cut the concrete runway for cable/duct passing? The LAF will provide power and communication infrastructure to the NAVAID systems. It is not expected the Contractor will have to pass any other cables/ducts under or through the runway to install the systems. If a requirement develops for the Contractor to run cables from one side of the runway to the other cutting the runway should be avoided.
