About this file
This document provides a sample base prompt for a Base Infrastructure Modernization project at a fictional Air Force base located in Western Europe. The project involves operating and maintaining existing NIPRnet and SIPRnet network operations, modernizing the base network, and operating and maintaining the newly modernized network.
The sample base is approximately 20 square miles with 200 connected buildings, including 25 critical facilities. It has 9,000 assigned personnel as well as responsibilities for three geographically separated units located 200-300 miles away with 300 personnel each. Technical details include requirements for flightline connectivity at two runways according to the Flightline of the Future standards. The modernized network must provide SIPRnet access to 500 personnel across 35 buildings.
Attachments include maps, heat maps, an equipment list, and cybersecurity documentation. Service level agreements require 99.999% availability for command and control facilities, 99.99% for others. Restoration targets are 4 hours for routine outages and 2 hours for critical. Data must be protected according to DOD and industry standards, with incidents reported within 24 hours for routine and 6 hours for critical. This sample base prompt is intended to support proposals under solicitation number FA8726-EITAAS-BIM-ID04 for an industry day event related to Base Infrastructure Modernization.

DISTRIBUTION STATEMENT D: Distribution authorized to DOD and US DOD contractors only; Administrative or Operational Use; 12 JAN 2023. Other requests for this document shall be referred to AFLCMC/HNI (DOD Controlling Office) 15 Eglin Street, Building 1607, Hanscom AFB, MA 01731-1700.
HANDLING AND DESTRUCTION NOTICE: Comply with distribution statements and destroy by any method that will prevent disclosure of contents or reconstruction of the document
1. Scope Introduction Given the Section L instructions, below parameters, and additional attachments, the offeror should propose an approach to operate and maintain (O&M) existing NIPRnet and SIPRnet network operations, modernize the base network, and O&M the newly modernized network of this DAF Air Force Sample Base. All networks will be BAN related, WAN is not a requirement.
For the purposes of this sample base submission, no additional information will be provided. If there is missing information, the offeror should include an approach or methodology to identify and/or collect the missing information required to provide their solution. Additionally, this sample base is fictional and not awardable.
REMINDER: The Offeror’s proposal shall not contain any classified material.
2. Sample Base Geographic & Demographic Details The sample base is in Western Europe. The approximate size of the base is 20 square miles. The Base Building Count is approximately 200 connected buildings, 25 are deemed critical. Critical is defined as buildings that require additional redundancy measures and meet at least one of the following: C2 orientated, Mission Critical and/or designated as important by the base itself.
The sample base has approximately 9,000 total personnel assignment to the primary location.
The breakout of the demographic is below:
8,500 Air Force Personnel 500 Army Personnel – Army Tenant Unit
In addition, the sample base is responsible for 3 Geographically Separated Units (GSUs) that will require connectivity. The GSUs are 200, 250, and 300 miles from the sample base. Each GSU has 300 people. The GSU personnel are additional personnel not included in the 9,000 person head count. Base housing locations are not required to be included in the solution set for this prompt.
3. Sample Base Technical Details The technical details that are specific to this sample base locations are included in this section.
This technical information is to be used in conjunction with the BIM IDIQ PWS and the additional attachments to this document to form a solution.
In addition to the requirements specified within BIM IDIQ PWS, the sample base will require flight line connectivity IAW Flight Line of the Future requirements (Attachment 3 – Flightline of the Future). The details of the flight line are as follows:
There are 2 flight line ramps separated by 2 parallel Precision Instrument Runways
Each Precision Instrument Runway is 200ft wide with appropriate separation Each flight line ramp is approximately 1.5mile long and 600ft wide, with 400ft separation between the ramp edge and the closest runway Each Runway is FAA Compliant and Certified Instrument Landing System Category 3b
The sample base will require SIPRnet access for approximately 500 personnel at 35 buildings.
GSUs only require NIPRnet connectivity and operate behind the main operating base boundary;
The GSUs on this sample base do not require Wide-Area Network work.
Attachments will include sample heat maps, a base diagram, a sample equipment list, appropriate Cyber Memorandums as well as other contract documents. This information is purposefully limited. The SLAs utilized for this Sample Base Prompt are included in Attachment 2.
4. Additional Attachments – Reference Documents As part of the Sample Base Prompt other documentation must be referenced. The BIM IDIQ PWS and other available program documentation, all attachments of this Sample Base prompt and the following Cyber Documentation Memorandums: Release of Data to Small Business, and Cyber Security and Resiliency Information for Small Businesses.

Attachment 1 – Base Building Map
Attachment 2 – Base Wi-Fi Heat Map
Attachment 3 – Flightline of the Future
Flight Line of the Future Wireless Location requirements:
Flight line ramps, permanent parking locations, to include sun sheds, and end of runway areas
Aircraft maintenance hangars, maintenance back shops, and all associated work centers Supply warehouses, including receiving docks and shipping docks Munition Storage Areas (MSA), munitions control facilities, munitions build areas, and live ordnance loading areas Air Transportation facilities Ground Vehicle maintenance facilities Primary mobility processing areas
Requirements:
Minimum received signal strength from mobile device as measured at Wi-Fi access point:
-65 dBm for Wi-Fi WLAN and -75 dBM for LTE10.4.2.
Minimum download speed: 25 Mbps for Wi-Fi WLAN and 10 Mbps for LTE Minimum upload speed: 3 Mbps for Wi-Fi WLAN and 3 Mbps for LTE AF LAN gateway response time as measured through ICMP ping test from mobile device through wireless network to nearest layer 3 device: 50ms for Wi-Fi WLAN
The wireless network must support these single-user performance requirements regardless of how many concurrent wireless users there are; this requires engineering the wireless network and the network core to support the expected peak number of concurrent users in a given wireless cell, e.g. in a specific aircraft parking spot.
