About this file

The file "PROS Historical Actuals.xlsx" is a comprehensive historical data report for the Parts and Repair Ordering System (PROS), documenting procurement and maintenance activities from May 2017 to April 2025. Over the past eight years, PROS has processed over 200,000 part and maintenance requisitions, averaging 2,093 monthly, across 33 task orders supporting multiple weapons platforms including C-130, F-16, KC-135, and various aircraft engines, equipment, and supplies for nearly 100 strategic ally partner nations. The historical data covers three service levels (Routine, Urgent, and Highest Level of Service), with PROS 7 planning to remove the Urgent category and focus on Routine and HLS service levels.

The data provides detailed breakdowns of supply and maintenance fills, cancellations, and order quantities across different dollar thresholds (0-3K, 3K-100K, 100K-650K, 650K-5M, and 5M+), with most orders concentrated in the lower dollar ranges. Cancellation reasons are primarily country-initiated (68%) versus contractor-initiated (32%), and the system has supported a wide range of equipment including aircraft, dental equipment, night vision gear, power supplies, construction equipment, and medical supplies. The Air Force Security and Assistance Cooperation (AFSAC) Directorate emphasizes that while this historical data provides insight, future quantities are not guaranteed and will depend on Foreign Military Sales (FMS) customer requirements.

Platforms, Parts, & Countries

Historical Ordering Information
FMS Customer Base: The Air Force Security and Assistance Cooperation (AFSAC) Directorate interacts with nearly 100 partner nations daily, and whether currently used or not, ANY strategic ally with a Foreign Military Sales (FMS) case with the Department of Defense could use PROS. Additionally, the number of strategic allies may increase or decrease during this contract. Offerors should plan to this level of country coverage when proposing for this effort.
Historical Data Introduction: The Parts and Repair Ordering System (PROS) has processed over 200,000 part and maintenance requisitions during the last eight years, averaging 2,093 per month. In that time, 33 task orders have been awarded or started. Quantity and cancellation details are captured in the 2nd sheet of this Excel book, titled "Historical Data". The sourced parts, requested repairs, and task orders have covered a range from simple nuts and bolts to engine repairs to training and hush house installs. Below is a small, but not all inclusive, list of platforms and items which PROS has supported.

Historical Data

Disclaimer: This data is provided for insight of contractors interested in supporting PROS 7. Future quantities and/or cancellations may be greater, lesser, or similar to historical data captured here.
PARTS AND REPAIR ORDERING SYSTEM (PROS) HISTORICAL DATA

Explanation of Service Levels: Prior PROS contract(s) used 3 levels of service, as captured here. For most accurate data, the historic quantities are presented in their original level of service and dollar thresholds. PROS 7 is removing the Urgent category, so only Routine and HLS (Highest Level of Service) will remain (see PWS for description of levels of service). The category by dollar of requisition tracking may also be revised; the PROS 7 categories by dollar will be captured in Section J, Attachment 5 - Pricing Matrix. PROS 7's split between the Routine and HLS categories will depend upon the FMS customers' preference to prioritize schedule or cost.

Contingency Fees: Dependent on unforseen events or crises, this fill fee has only been utilized in a limited capacity and should be considered highly variable.

Months of PROS Service: 96 Data captures 1-MAY-2017 to 30-APR-2025
