Answers are included below for public benefit.

As referenced from posting:

General Capability Questions:

1. Describe how you would provide transparency to USG and FMS customer using current and evolving technology throughout the contract period of performance. The areas to be addressed should include, at a minimum, business processes, asset visibility from requisition to shipment/delivery, and vendor management.

a. Would the FMS customer have access to the same information as the USG?

b. How would you protect FMS customer data?

c. What metrics would you recommend to support data-driven decision making?

Questions related to the above 1(a) and 1(b):

Question: Will the Government provide system access vetting for FMS users or pass that responsibility to the PROS Prime Contractor?

Answer: The Government will continue to perform system access vetting for FMS users for all Government systems and applications.

Question: There is no mention in this Sources Sought about cybersecurity restrictions and compliance, which will significantly impact FMS user access to US contractor information systems. Assuming the Government intends to identify CMMC and cybersecurity requirements as acquisition planning develops.
