| RDIF Attachment 6(a) RDIF Sample Task Order PWS Paragraph 17.1 References that the Hose Reel Limit Switch Drawing Package has 5 drawings. RDIF Attachment 6(b) RDIF Sample Task Order Drawings contains 6 drawings. Should we in fact receive 6 drawings. | Yes, RDIF Attachment 6(a) RDIF Sample Task Order PWS Paragraph 17.1 should read that the Hose Reel Limit Switch contains 6 drawings. RDIF Attachment 6(a) will be corrected in Amendment 0001. | 18-Aug-14 |
| The RDIF Sample Task PWS (Attachment 6(a)) Nomenclature for the parts to be quoted is HC/MC-130 Hose Reel Limit Switch, but the drawings provided in RFP Attachment 6(b) RDIF Sample Task Order Drawings has a different name on them. Can you confirm that we are suppose to be quoting Part Number 201324626-10 and Part Number 201324631-10 | Drawings are part of a bigger program, which is why the name differs. Yes, the expectation is for a price and technical submission on both parts. | 18-Aug-14 |
| The RDIF Sample Task PWS in Attachment 6(a) requests a quantity of 30 each, Hose Reel Limit Switches. Do we need to provide 30 each of both Part Numbers 201324626-10 and 201324631-10? | Yes, that is correct. You must provide a technial submission for 30 each of both parts 201324626-10 and 201324631-10. A price is not needed. The sample task is unpriced. | 26-Aug-14 |
| Block 13e of Attachment 9 - DD254 requires the contractor to provide adequate and approved storage for classified hardware or materials to the level of SECRET which because of size or quantity cannot be safeguarded in an approved storage container. At what point is the contractor required to possess this storage container: before submission of the proposal, at award of the IDIQ contract, or at award of a Task Order that will require such safeguarding? | The offeror is required to possess the storage container when the requirement arises under the requisite Task Orders. | 26-Aug-14 |
| In Paragraph 4.1 of Attachment 11 - Evaluation Criteria Section M, the Government states that we may "Consider the relevancy of past performance in the aggregate in addition to on an individual basis when determining performance confidence." While the Government may use the aggregate to determine the performance confidence, there is no area in the Past Performance volume designated for this discussion. Will the Government allow additional pages to the past performance volume in addition to those generated by the PPI tool for offerors to address this evaluation factor? | Additional pages will not be permitted for the offeror to address aggregate past performance. | 26-Aug-14 |
| In the SF 33 Document on page 2 of 20, CLIN 0002 states Firm Fixed Price as the contract type. Follow on text states "The Contractor may only bill the actual cost of materials plus material markup. Should this CLIN be a Time and Material CLIN? | CLIN 0002 will be a fixed price CLIN. | 26-Aug-14 |
| In the SF 33 Document on page 3 of 20, CLIN 0003 states Firm Fixed Price as contract type. However, follow on text states "Contractors will be paid JTR Rates for Airfare, Ground Transportation, and Per Diem for the specific location. No overhead, G&A, profit, fee or markup is allowed on travel." Additionally Section 8 of the PWS states this CLIN is Cost Reimbrusable. Should this CLIN be a Time and Material or Cost Reimbursable CLIN as ooposed to fixed price. | CLIN 0003 is a cost reimburseable CLIN. This change will be made through amendment to the RFP. | 26-Aug-14 |
| RFP Attachment 3 RDIF Price Matrix only allows for a flat material markup (one percentage) to be inclusive of any burden (i.e. G&A) and fee. This will not allow the markup to calculate correctly (Plug Cost x (1+G&A%) x (1 + Fee%) = TEP Contribution. Can the file be modified to allow for segregation of G&A and fee. | Because a firm may have differing ways of arriving at the material markup rate, the spreadsheet will remain "as is" with a single material markup percentage. The TEP contribution can be properly calculated with this single percentage. If for example your G&A is 15% and your Profit is 10% and you apply profit to your G&A, your markup percentage can be obtained by simply multipling the two rates together (1.15 * 1.10 = 1.265) the Markup rate you put into the spreadsheet would be 26.5%. | 26-Aug-14 |
| The PPI Tool is in an access database format. Are we supposed to purchase Microsoft Access in order to use the tool? | Microsoft Access is required in order to comply with the Submitting PPI Tool instructions found in Attachment 4- RDIF Past Performance Information Tool. | 26-Aug-14 |
| What are we required to submit for past performance by the 3 Sep 2014 deadline? | At a minimum, we would like the CD/DVD with the past performance tool saved to it following the "submit" instructions within the tool itself. The paper copy may also be submitted at this time. | 26-Aug-14 |
| Please explain the meaning of "single concern" and "privity of contract" language in the definition of "Offeror" in RFP Attachment 10 - Instructions to Offerors Section L paragraph 2.8. | Paragraph 2.8 means that the Government will award a contract to only one named entity, which has made offer via this RFP. | 26-Aug-14 |
| Can the past performance of a sister company be cited? | Any past performance information provided as it relates to a "sister" company should be addressed in accordance with Section L, paragraph 7.6. | 26-Aug-14 |
| For the cap referenced in pargaprah 3.1 of RFP Attachment 7a - Live Task PWS, what is the minimum indentation depth necessary to ensure clearance of the firing pin? | Depth is 0.13 +/- 0.030. See RFP Attachment 7d - Live Task Drawing 52001902014-15. | 26-Aug-14 |
