Instructions
| General Instructions for Completing Attachment 3 – RDIF Price Matrix |
| The Offeror must complete the RDIF Price Matrix. The total evaluated price (TEP) is derived from three cost groups including IDIQ labor costs based on forecasted labor hours, IDIQ materials costs based on forecasted dollars spent on materials, and the live task order. The TEP will be considered when selecting an Offeror for contract award. In order for the Offeror's price to be evaluated, the RDIF Price Matrix must be completely filled out. Failure to populate all required fields will result in an Offeror's price proposal being rated "incomplete" and therefore unawardable. All fields in Red require Offeror input, and once a value is entered into a red field, it will change to white. Fields not initially colored Red are locked, and the Offeror cannot provide input. If any red fields appear in the RDIF Price Matrix, the RDIF Price Matrix is NOT properly completed. This form and its formulas and format, shall not be altered in any way. |

| Begin by opening the worksheet with the tab name “RDIF Price Matrix.” In row 5, Column H, the Offeror shall provide the fully burdened (includes, overhead, G&A, Profit…etc) not-to-exceed (NTE) labor rate in Fiscal Year 2015 for the Electrician II labor category (see RDIF Labor Category Qualifications referenced in RFP section C for a description of the minimum qualifications for each labor category). This process shall be completed for all labor categories (rows 5-24) for each fiscal year in which the ordering period is effective (Columns H-M). These rates are binding as Not-To Exceeds (NTEs) on all task orders, meaning the contractor cannot charge more than the rate provided in this document. This worksheet automatically multiplies the government estimated labor hours for each fiscal year, by the fully burdened NTE labor rate established by the Offeror. The results for each fiscal year are summed by labor category into the TEP Contribution column (Column N). The TEP Contribution column (Column N) is summed to obtain the Total Labor Cost (Cell N25). |
| Next, the Offeror shall provide in cell H29 its material markup rate (Overhead, G&A, Profit ...etch on Materials) in FY15. Again, these rates are binding on task orders, meaning the Offeror may not mark-up material more than the rates provided in this worksheet. This process shall be completed for each fiscal year (rows 29-34). To establish the TEP contribution for material (Column N, rows 29-34) this worksheet automatically adds the material markup to the estimated materials purchased, based on the respective rates provided by the Offeror. The total material cost for each year in column N is summed together to obtain the Total IDIQ Material Cost (Cell N35). |
| Then in the Live Task Order portion (Beginning on row 37), the Offeror shall provide the hours necessary to complete the live task order (RFP Section J Attachment – 7). This response must be consistent with the technical response in RFP section L paragraph 6.1.2. If the Offeror doesn’t intend to use a specific labor category, a value of “0” must be placed in the worksheet for that respective labor category. This process must be completed for fields B39 – B49, and I39 – I47. In Cell I49 the Offeror must provide its total cost of materials for the live task order only. This worksheet will automatically populate the live task order rate based on the respective FY15 labor rates, This worksheet will also automatically populate the material markup rate based on the FY15 material markup rate established in cell H29. The total live task order price is Cell N50. |
| The Total Evaluated Price in Row 52 is the sum total IDIQ Labor N25, total IDIQ Material N35 and the Live Task Order Price N50. It is the Offeror's responsibility to ensure that all fields are popluated and that the TEP is accurate. If a number doesn’t appear in field N52, then the worksheet isn’t completed properly. |
