What’s New???
This file will provide a running log of what is placed on FedBizOpps concerning the F-15 Training Device Acquisition and Support (TDAS) Re-Compete Acquisition. We’ll not only identify the item(s) posted but also what has changed as applicable. Please note that all documents are to be considered draft until RFP release. We do encourage your review and comment back. This open dialog between you, our Industry partners, and the Government will make for a more streamlined and comprehensive acquisition. All questions/thoughts/concerns should be addressed to the Contract Negotiator, Mr. Brett Wray, 937-255-0472, brett.wray@wpafb.af.mil.
28 March 2012: Amendment 0002 to the FA8621-12-R-6259 Solicitation has been posted. As with the previous amendment, the change is administrative.
· Several CDRLs did not have the first submission in the correct time period. The following CDRLs have been adjusted to reflect a submission date "after completion of the transition period" rather than "after contract award." These CDRLs are A008, A010, A011, A012, A017, A018, A019, A020, and A021. The CDRLs package will be updated with Amendment 0002.
· Att 01 – PWS – The first sentence of para. 6.2.5 has been amended to state “The contractor shall implement the following hardware and software architecture changes into the IAT, TFE-21, and TFE-24 devices to ensure the devices match the ADCP-II aircraft configuration and operation.”
The latest Q&As and clarifications to the RFP have been posted as well.
22 March 2012: Amendment 0001 to the FA8621-12-R-6259 has been posted. Changes are primarily small, administrative, and are listed below.
· There is no requirement for Earned Value Management System (EVMS) – this was removed from the 3rd paragraph on Att 18G - IMP Instructions.
· References to Work Breakdown Structure (WBS) have been removed from Section L, page 4, bullet F, and Att 18G – IMP Instructions
· Att 01 - PWS – Reference to CDRLs A016 and A020 were added to the PWS under para. 3.1 Program Management
· Att 01 - PWS – Para. 3.1.4.2 has been amended to state; “The contractor shall submit monthly activity reports not later than (NLT) seven business days after the first of the month, or as stated in the CDRL, that shall address…”
· Att 01 - PWS – Para. 6.3 has been amended to state; “The contractor shall provide the response in the form of an ECP and include the information from the following list, within 45 calendar days of the government request or within the time specified by the CO.”
· Att 18G – IMS Instructions/Formatting portion removed from this attachment. NOTE: as addressed in question #14 on the latest Q&A, an Integrated Master Schedule (IMS) is not being requested as part of Section L for Evaluation Purposes. However, an IMS is required under the performance of this contract (PWS para.3.1.2). CDRL A014 provides further detail on the IMS, including the first submission which is sixty (60) days after contract award.
· Att 18G – Para. 3 amended to state; “The IMP must correlate to the F-15 TDAS IMS (in accordance with PWS para. 3.1.2), Contractual Document, offeror’s organizational structure, and specification hierarchy.”
· Section F (pg. 35), CLINs 2006, 3006, and 4006 delivery information previously listed “MARO.” Because of Government Contract Writing System, this is now being changed to “ASREQ.” However, the Descriptive Data will remain “Each device will be delivered no later than ___ months after receipt of order (MARO).” Contractors shall propose the number of months of lead time with their proposal submission.
Additional Q&A has been posted as well.
20 March 2012: Answers to the Questions that have been submitted since the release of the RFP have been posted today.
We are working on an administrative amendment that will reflect small changes addressed in today’s Q&A posting. This will be posted later this week, but again, is only administrative in nature.
14 March 2012: Updated Q&A is being posted today. Questions 54-56 have been answered.
13 March 2012: The official Request for Proposal is being posted today. The contract along all pertinent attachments has been posted on FedBizOpps. The only documents that have changed since the last posting are the contract document, PWS, Section L, and Section M. Please review all documents closely for changes.
Due to the slip in the schedule from the original RFP release date, the Government requests that Past Performance Volumes be submitted NLT 1500 on 29 March 2012 and the remaining volumes be submitted on NLT 1500 on 12 April 2012.
Significant changes made to documents since last posting are as follows:
· Section M – additional language added to Para 2.b.(4)(A)(i)
· Section M – Pages 2-3, Paras 2.b.(2) and 2.b.(3) – revised the subject paragraphs to state that a proposal meets the subfactor’s measure of merit
· Section L – Page 7 – revised to include additional personnel information in Para 4.b.(3)(ii)(b)
· Section L – Page 8 – prime contractor, whether large or small, must submit a Small Business Participation Plan
· Section H – H109 – Please review entire clause as several changes have been made
· PWS – Para 3.1.8 has been revised to state, “The offeror shall implement a Small Business Participation Plan and report actual achievement of meeting the requirements set forth in the plan after completion of each calendar year.”
Additional documents being posted to FBO today are the following:

An additional Supplemental Bidder’s Library disk was sent out yesterday which included six more TFE-21 drawings to complete the set of drawings. The entire drawing set is now complete with up to date drawings.

8 March 2012: The RFP release is being delayed from its’ scheduled release today. We are working aggressively to release the RFP in the next couple days.
Supplemental Bidder’s Library disks were mailed on 7 March 2012 to those who requested the initial Bidder’s Library disk.
Additionally, further Q&As have been posted. Questions 45-51 are the latest to be answered.
2 March 2012: There have been a few updates to some of the documents which have been posted today. Some of the notable changes include:
· more description in PWS on the pre-priced modifications
· Pre-Priced Proposal Prep Price Matrix and H-Clause reference have been removed. Proposal Prep will not be required to be priced up front.
· H109 Small Business Utilization Requirements amended to state “In the event the contractor fails to meet the minimum small business requirement for any calendar year, and the contracting officer did not previously waive the requirement, the contractor may receive a Red Contractor Performance Assessment Rating (CPAR) on the Small Business Utilization factor for that period of performance.” This previously said “shall.”
· Attachments 04 and 05 updated to reflect TFE-6 located at RAF Lakenheath rather than Sheppard AFB.
Any document that is not posted today has not been changed since the last update. We do not anticipate significant changes prior to the official posting of the RFP which is expected to be 8 March 2012.
1 March 2012: The attendee list to the Seymour Johnson AFB site visit has been posted. Additionally, an overview of the TSSC site visit along with questions/answers from that visit has been posted. Question and Answers that we have received over the past couple weeks have also been posted. Many of the questions are related to data and documents that will be included the supplemental bidder’s library disk that will be sent out automatically to each offeror that initially requested the disk. I will post an updated “What’s New” notifying when this disk is sent out. It is anticipated this will occur early next week.
21 February 2012: Updated Draft RFP documents have been posted to FedBizOpps.
We are presently working on getting answers to questions that were asked at the Site Visit as well as additional information that was asked for. We hope to have this information posted by 28 February 2012.
We are also working to add items to the Bidder’s Library and have that sent out by 28 February 2012. Additional items that will be included on the Supplemental Bidder’s Library disk MTD Maintenance Logs, UPS Tech Manual, complete set of drawings, Software Data Description (SDD), Software Version Description (SVD), Acceptance Test Procedures (ATP), and Training Task List.
FINAL reminder about the TSSC Site Visit to the Boeing facility. This visit will take place on 27 February 2012, from 1300-1430 at the Boeing facility in St. Louis, MO. We are only able to allow 1-2 visitors per team to attend. If you’d like to attend, names must be submitted to brett.wray@wpafb.af.mil NLT 1200 on 22 February 2012.
17 February 2012: Information regarding a site visit to the TSSC facility has been posted. This visit will take place on 27 February 2012, from 1300-1430 at the Boeing facility in St. Louis, MO. We are only able to allow 1-2 visitors per team to attend. If you’d like to attend, names must be submitted to brett.wray@wpafb.af.mil NLT 1200 on 22 February 2012.
16 February 2012: The briefing from the Pre-Solicitation Conference has been posted.
The Government team is currently working questions asked during the Site Visit, but please remember to officially submit questions to me NLT than COB 17 February 2012 to ensure we are tracking down all information industry is looking for.
Several questions came up regarding Illustrated Part Breakdowns (IPBs) for TFE-2, TFE-6, TFE-7, and TFE-20. These can be found in the previously provided bidder’s library technical manuals under Chapter 7 – Illustrated Parts Breakdown. Additionally, the TFE-25 Technical Manual (which was included in the bidder’s library) contains descriptions, drawings, and maintenance information that provide the same data as an IPB. A complete drawing set for the TFE-24 and partial drawing sets for the IAT and TFE-21 were provided in the bidder’s library. We will be including the complete drawing sets for the IAT and TFE-21 in the near future. These documents provide the same data as the IPB for these devices.
Special Note** All inquiries and questions regarding software, aircraft OFP, and simulator-specific code must be submitted to the F-15 TDAS Program Office. Additionally, RPS is now being referred to as ESIL because the F-15E Electronic Systems Integration Lab (ESIL) is the development aspect of the aircraft software baseline. This change is reflected in the Site Visit Briefing.
9 February 2012: I am reposting the Site Visit Agenda because a few of the times were inaccurate. The two separate group IAT demos will take place at 1000 and 1100, instead of 0900 and 1000 as previously stated.
7 February 2012: Today’s posting includes the information for next week’s Site Visit and Conference at Seymour Johnson AFB. Please arrive at the Visitor’s Center promptly at 0800 to gain access to the base. The Government will not be providing hard copies of Draft RFP documents, so please supply your own. Please remember to submit a visit request in JPAS using SMO Code “SM1CFPL36” in order to gain access to SJAFB and to be able to view the devices. Anybody without a security clearance will be unable to view the training devices.
6 February 2012: A number of documents are being posted today:

· Data Rights Breakdown
· Updated Industry Questions/Answers. The Data Rights Breakdown addresses questions on data rights
I anticipate posting a schedule and agenda for the SJAFB Site Visit at some point tomorrow. I have received a few inquiries regarding schedule so travel can be planned. The goal is to have one-on-one meetings Monday afternoon and Tuesday morning so traveling on Tuesday afternoon can be accomplished. This will be firmed up tomorrow.
1 February 2012: This is just a reminder to please email brett.wray@wpafb.af.mil a list of team members that will be attending the Site-Visit at SJAFB. For security reasons we need to know who all is attending well in advance in order to ensure everybody has access to the Base and the training system facilities. Please email me a complete list of team members that will be attending no later than COB Friday, 3 February 2012. Additionally, please remember to submit a visit request in JAPAS using SMO Code “SM1CFPL36.”
27 January 2012: Thank you to all who joined us yesterday on the teleconference. The meeting minutes have been posted.
One point of clarification needs to be made from what was stated during the teleconference. It was stated that TFE-2, TFE-6, TFE-21, TFE-25, and ATDs will be viewed at the Site-Visit. However, the TFE-2 and TFE-6 are currently crated up awaiting plans for being converted to F-15E models. Therefore, the devices we will have the opportunity to view at the Site-Visit will be the TFE-21 (Aircraft Maintenance Trainer), TFE-25 (Ejection Seat and Canopy Trainer), and the ATDs.
The tentative timetable for the Site-Visit will include Government presentation, ATD tour, MTD tour, and begin one-on-ones on Monday. One-on-ones will finish on Tuesday by late morning.
Again, if you are planning on attending the Site-Visit at SJAFB on 13-14 February, please RSVP with a list of team members to brett.wray@wpafb.af.mil, and enter your visit request info in JPAS (SMO Code is SM1CFPL36). Also please let me know if you are a requesting a one-on-one meeting.
23 January 2012: The Pre-Solicitation Teleconference will be on Wednesday 25 January 2012 at 10:30AM (EST). The phone number for the call is 937-255-0107. Note if you are the first caller, the phone will keep ringing until the second caller calls in.
The goal of this conference is to run through the preliminary documents posted as part of the Draft RFP in order to answer any questions and clear up any confusion that may exist. We hope to answer as many questions as possible and get feedback and comments from industry so we are able to release a quality RFP in March. If potential offerors would like have a one-on-one conference call with the Government after the teleconference, please let us know and we will schedule times for individual calls on 25 January 2012 as well. Send a request for a one-on-one to brett.wray@wpafb.af.mil call along with a phone number for the Government team to call.
Additionally, it was stated in page 3 of Draft Section L that a Pre-Proposal Conference would be held at Seymour Johnson AFB on 20-21 March. After further discussion with the Government team, we feel that it would be a bit more beneficial to have that interaction with industry prior to the release of the RFP. The Pre-Proposal Conference will now be on 13-14 February 2012 at Seymour Johnson AFB. This will allow us to address questions and incorporate more feedback comments into the official RFP.
We are working on the agenda and schedule for the conference, but we will be able to view all of the IAT’s and the MTDs that are also located at SJAFB. We’ll also set up times to discuss the program and answer questions. Vendors will need to be at the visitor’s center at 0800. All vendors will need to have a valid driver’s license, and if you are driving current registration, current proof of insurance, and rental card agreement & tag number. The proof of insurance cannot be just a policy number; it must be a separate document from the insurance company. Security will not make any exceptions. Those with retired military ID cards will not require a visitor’s pass and can simply show their cards at the gate. All vendors wanting to view the training devices must have a visit request in JPAS. No visit request will result in no access. The SMO Code for this visit is “SM1CFPL36.” Please notify brett.wray@wpafb.af.mil when your visit request is in JPAS.
Please notify me if you are attending the site-visit to SJAFB and include a list of your attendees along with contact numbers. Also please let me know if you would like to schedule a one-on-one meeting with the Government.

19 January 2012: The Notice of Contract Action has been posted.
Please send an email request to brett.wray@wpafb.af.mil if you are requesting a disc containing the Bidder’s Library. Please include your company Cage Code in the request.
We will be posting further details regarding the 25 January 2012 Pre-Solicitation Teleconference in the next couple days. Please submit any topics you would like to discuss to brett.wray@wpafb.af.mil by 23 January. The goal is to get feedback on any of the documents that have been posted as part of the Draft RFP in order for the Government to provide as much information as possible to industry prior to the Final RFP.
17 January 2012: Preliminary Draft documents have been posted to the F-15 TDAS FedBizOpps site. Below is a summary of documents:
· Draft Contract document and pertinent attachments (Price Matrix, CDRL List, GFP Lists, CBA, Wage Determinations, Section L with attachments, Section M, Past Performance Questionnaire)
Information regarding the Bidder’s Library is addressed in Section L. Please send a request to brett.wray@wpafb.af.mil to receive a copy of the Bidder’s Library, along with any comments or questions.
*Please note that all documents are to be considered DRAFT until RFP release.
17 January 2012: An update to the 16 December 2011 Data Rights document has been posted, along with Industry Q&A. Revisions to the Data Rights document are shown in red font. We are still answering some of the questions regarding data rights and will be posting that information as it becomes available.
Additionally, we anticipate posting the Draft RFP later on this afternoon.
23 December 2011: After extensive Market Research and coordination with the Small Business Office, it has been determined that this acquisition will be a Full and Open Competition. Please submit any questions or comments regarding the data rights and Draft PWS to brett.wray@wpafb.af.mil and Alicia.davis@wpafb.af.mil by COB 4 January 2012. A Question and Answer document will be posted once we have received and evaluated all responses. We anticipate releasing a Draft RFP in mid January.
16 December 2011: Information on Data Rights has been posted. Please review this attachment and submit any questions and concerns you may have to Alicia.davis@wpafb.af.mil ASAP but NLT COB 22 Dec 2011.
14 December 2011: The draft PWS has been posted. Please review this attachment and submit any questions and concerns you may have regarding this document NLT COB 22 Dec 2011. A new Contract Negotiator has joined our team, 1st Lt Alicia Davis. Please send your responses to her at Alicia.davis@wpafb.af.mil, and copy Mr. Brett Wray at brett.wray@wpafb.af.mil as well. We will be posting the draft Request for Proposal (with the PWS included) in January in which further comments will be solicited. The Final RFP is still anticipated to be released in March 2012.
23 November 2011: I wanted to send an update out prior to the holiday. We have been evaluating all of our Market Research and working with the Small Business Office to get an official Small Business Determination. We unfortunately have not received an official determination yet. We are also working to finalize a Draft PWS to post. Due to delays beyond our control, we are aiming to have this posted by 5 December 2011. As we are briefing the Acquisition Strategy to our Approval Authorities in the coming weeks, our schedule should be more solidified. We are on track to have the Final RFP released during the first week of March 2012.
We have also had some additional changes to our F-15 TDAS team. Capt Tony D’Angelo has been assigned to Hill AFB, Utah and is no longer with us. Contracting Officer John Huber, Program Manager Jim Bash, and Program Manager Adam Rasmussen have all joined the acquisition team.
I will be posting any new information as it becomes available.

19 September 2011: We just wanted send a quick update since it has been a while since information has been posted. Things are moving along on the F-15 TDAS acquisition and we are planning on releasing a Draft RFP by mid-November. We also welcomed a few new members to the acquisition team; Program Manager Cindy Evers has taken over for John Skalski who transferred to AFMC Headquarters, and Contract Negotiator Capt John Purcell. Additionally, some of the email addresses on the Industry Day Attendee Sign-In sheet have been corrected. Please follow FedBizOpps for any additional information and contact Brett Wray with any questions.
11 July 2011: A new F-15 TDAS FedBizOpps site was created under the Solicitation No. FA8621-12-R-6259. An overview of questions/answers from the Pre-Solicitation Conference along with the presentation slides, and list of attendees were posted to the new FBO site. 31 May 2011: Additional information (Agenda, Ground Rules, and Map) regarding the Pre-Solicitation was posted.
10 May 2011: Due to time, logistic, and space constraints we have reached the maximum number of vendor attendees. We are unable to accept anymore participants in the Pre-Solicitation Conference.
3 May 2011: The Industry Day at Seymour Johnson AFB has been rescheduled for 7 and 8 June 2011.
2 May 2011: Due to circumstances beyond our control, we are forced to reschedule the Industry Day. Details for a rescheduled date will be posted shortly.
28 April 2011: Agenda / Details / Information for the Pre-Solicitation Conference posted along with a map of Seymour Johnson AFB.
25 April 2011: Posted Pre-Solicitation Conference Notice. Industry Days are to be held at Seymour Johnson AFB, NC on 10 and 11 May 2011.
14 March 2011: Released the Sources Sought Synopsis to Industry for the F-15 Training Systems Sustainment Re-Compete contract. Responses are due by 11 April 2011.
13 March 2011: This is the ‘What’s New’ document to keep industry abreast of what is happening on the F-15 Training Device Acquisition and Support (TDAS) acquisition. ASC/WNS has established a dedicated team to work the F-15 TDAS acquisition.
