3.0 DATA DELIVERIES

The CDRL establishes the data to be delivered by the contractor. The CDRL also identifies the submittal, inspection, approval, acceptance, and distribution requirements of all the CDRL data items contained herein.

3.1 Delivery Dates

In the event a CDRL delivery date falls on a Saturday or Sunday, the delivery will be made by Friday to be counted as an on-time delivery. Unless otherwise specified in

Block 16 of the CDRL, all references to “days” will refer to calendar days.

3.2 Tailored Data Items

Tailoring instructions are as described in Block 16 of each affected CDRL. If the data preparation instructions contained in Block 16 of the CDRL are different than the instructions contained in Block 10 of the DID, the CDRL shall govern.

3.3 Approval of Data

a. An "A" designator in Block 8 of the CDRL indicates the Government will formally reply to each data submittal with an approval, approval with comments, or disapproval . The Government will respond by issuing a Contracting Officer (CO) letter or e-mail to the contractor within 45 calendar days, unless otherwise specified on the

CDRL, Block 16. This does not apply to Engineering Change Proposals (ECPs) and

Contract Change Proposals (CCPs).

b. For those CDRLs with an "N/A" in Block 8, Government approval of the content is not required; however compliance with data item format and content requirements as specified in Block 10 of the DID, and as tailored in Block 16 of the CDRL, is mandatory.

Government has the right to disapprove any data submittal(s) not in compliance with contract requirements.

3.4 Re-submittal of Data

If re-submittal of a CDRL is required, it shall be resubmitted within 30 calendar days after CO notification, unless otherwise specified. Should the contractor disagree with the re-submittal requirements, they shall submit their comments to the CO within 30 calendar days of notification. Each page of a re-submittal shall have changes indicated by a vertical line down the outer right margin designating those areas that have been revised. The document revision shall be indicated on the title page of the data item, each page, and a summary of document changes section contained within the document.

3.5 Final Submittal of Data

a. For the final delivery of each data item in the contract/delivery order, the contractor shall clearly state in the Letter of Transmittal (LOT), as defined in paragraph 5.0, when it is the last submittal being made, and that all contractual requirements concerning that data item have been fulfilled.

b. When the final delivery on a CDRL has been made, Block 16 the CDRL shall be modified to state this. The revised CDRLs will be incorporated into the contract via a modification.

3.6 DD Form 250 Requirements

Block 7 of the CDRL directs the method of submittal - individual DD Form 250s are required only if indicated in Block 7. All other submittals shall be via a LOT.

3.7 Classified Data

Classified data shall be submitted in accordance with the requirements established by the

DD Form 254. The contractor shall contact the CO for the mailing addresses for classified data.

4.0 ELECTRONIC DATA TRANSMISSION

4.1 The contractor shall submit all data deliverables in accordance with the specific submittal instructions indicated in Block 16 of each CDRL. The versions of the software used shall remain compatible with current program office software. Any submittals by other means shall require program office approval prior to delivery of data. Data to be submitted by electronic data transmission (EDT) shall be identified in “Block 14.b

Repro” of the CDRL.

Electronic Delivery includes delivery/availability of data files via Government-approved website, web page, server or via attachment of electronic files, as mutually agreed to between the Government and the contractor. Electronic data delivery and access is subject to Government protection/security requirements.

4.2 The contractor shall inform the program office if any of their data deliverables cannot comply with the required electronic formats. In such cases the contractor shall recommend, for program office approval, an alternative delivery format(s).

4.3 Financial information provided in excel spreadsheets should be able to be manipulated.

5.0 LETTERS OF TRANSMITTAL (LOT)

a. All data deliveries shall include a LOT. The LOT may be in the form of a letter or e-mail from the designated contractor representative. As a minimum, the LOT shall contain:

b. If a paper copy of the LOT is prepared, a complete list of addressees shall be placed at the end of the LOT, annotating the recipients (as identified on the DD Forms

1423, Block 14) including the transmittal-letter-only recipients.

c. If submittal is made via e-mail, the list of addressees in the “TO” line shall include the complete list of addressees and shall be considered sufficient.

6. MODIFICATION TO DATA REQUIREMENTS.

During the performance of this contract, the CO may unilaterally increase or decrease the number of addressees and/or number of copies the technical office required; or may make other administrative or clarification changes to the CDRL.

a. The amendment shall be at no change in contract price provided the increase for an individual line item of data is not greater than 150% nor a decrease of less than 50% in the total number of copies initially specified in the CDRL. In the event of an increase greater than 150% or of a decrease greater than 50%, the parties will negotiate any equitable adjustment in accordance with the procedures of the “Changes” clause.

b. The CO may unilaterally make other administrative and/or clarification changes to the CDRLs. The contract price will constitute full satisfaction of any entitlement of equitable adjustment under the “Changes” clause provided the Contractor agrees to accept such change at no change in contract price. Unilateral action shall be by the issuance of a CO's letter, which will reference this paragraph as its authority. The

Contractor shall notify the CO of the estimated cost if the changes impact the contract price.

8.0 MARKING TECHNICAL DOCUMENTATION

8.1 Distribution Marking System:

CDRLs

a. In accordance with Section 1.30 of Title 10, “United States Code” a DoD distribution marking system for technical data has been established by DoD

Directive 5230.24, “Distribution Statements on Technical Documents,” 18 March 1987.

The intent of the system is to stem the flow of military-related technical data to our adversaries, without inhibiting technological growth or blocking the exchange of technical data that is vital to progress and innovation. The contractor shall mark all distribution statements and export-control statements, supplemental to any security markings, on all technical data to denote the extent of its availability for secondary distribution, release, and disclosure without need for additional approvals and authorizations from the controlling DoD office.

b. Distribution statements have been annotated in Block 9 of each CDRL and defined in the following paragraph 8.2. If the contractor feels that a different statement is required, he must notify the contracting officer with the recommended statement. The

Government will review the request and determine which statement is the most appropriate and provide the contractor with an acceptance of the change or reason for not accepting the contractor’s request for change.

8.2. Marking Technical Data

a. The contractor shall mark all requested technical information, regardless of its medium, with a distribution statement. This includes technical reports, blueprints, drawings, technical orders, technical manuals, plans, instructions, computer software, viewgraphs, film, technical papers, photographs, etc. If the document contains export-controlled technical data, it also must be marked with an export control warning statement. Distribution statements can be applied to technical data that contain or reveal proprietary information used.

b. Technical data categorized as cryptographic/communications security, communications/electronic intelligence, and similar categories as may be designated by the Director, National Security Agency, whose distribution is limited through alternate methods, are exempt from these marking provisions.

c. Certain types of technical data preclude placing the entire notice on the document. To accommodate this problem, each distribution statement contains an authorized abbreviation form. Abbreviated distribution statements are to be used only when space precludes placing the entire notice on the document. The use and wording of these statements are described in the following paragraphs.

8.3. Distribution Statements

One of the following statements, IAW Block 9 of the CDRL, regarding distribution must appear on the cover and title page of each document submitted, including the first sheet of each drawing.

The abbreviated form is: “Statement D, DoD & Contractors, ASC/WNS.”

8.4 Controlling Office

The following address will be used on all documentation for the “controlling office” for this program:

8.5 Export-Controlled Warning Statement

Besides a distribution statement, the marking system also requires the use of a warning notice on all documents that contain export-controlled technical data. That notice may be used in conjunction with any of the six limited distribution statements (“B”, “C”, “D”, “E”, “F” and “X”.) Statement “A” , which denotes public release, cannot be used in conjunction with the export-control warning notice.

8.6 Destruction Notice

All unclassified technical data marked with distribution statements “B”, “C”, “D”, “E”, “F” or “X” shall be handled and destroyed as “For Official Use Only” (FOUO) documents, in accordance with DoD 5400.7-R. Classified data and classified limited technical data shall be handled and destroyed in accordance with the procedures in

Chapter IX of DoD 5200.1-R “Information Security Program Regulation” or follow the procedures in DoD 5220.22-M “Industrial Security Manual”.

9.0 MAILING LISTS

The Government will provide the following information for each recipient identified in

3. DESCRIPTION/ PURPOSE

3.1 This report documents time distribution, manning, work accomplished, problem areas, and summarizes training device performance during the contract period for Contractor Operation and Maintenance of Simulators/Equipment (COMS/E). This report documents monthly hours to repair and Contractor Measurement Factor (CMF) for hardware assets during the period for Contractor Maintenance Services (CMS).

7. APPLICATION/INTERRELATIONSHIP

7.1 This Data Item Description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.

7.2 This DID is required when COMS/E performance reporting is a contract line item.

7.3 This DID shall be tailored by applying 10.2.1, 10.2.2 or 10.2.3, and 10.2.4 on the Contract Data Requirements List (CDRL).

7.4 This DID supersedes DI-ILSS-80191C.

10. PREPARATION INSTRUCTIONS

10.1 Format. The Contractor and the Government shall agree on the report format. The report shall contain up to three parts as specified in the contract. Each part shall be prepared as delineated in the contract on hardcopy and/or on 3 1/2 inch disk in ASCII, DOS format. Hard copy format reports shall be reproducible on standard office copiers. Computer disk formats shall be readable on a DOS, IBM compatible computer. The summary portion Part II and Part III shall be presented in columnar format to facilitate reporting of data on multi-station devices or where multiple devices are collocated.

10.2 Content.

10.2.1 Part I. The main body of the report shall contain information on the distribution, work accomplished, manning, and problem areas encountered. Data elements not applicable to a specific device shall be marked "NA" for alphanumeric fields and "0" (zero) for numeric fields. Data elements to be addressed are as follows, in the order shown. (See Figure 1 for a sample Contractor Device Performance Report.)

a. To. Addressees shall be in accordance with the contract.

b. From. Name of contractor providing services.

c. Title. Data shall be titled the same as the data item description.

d. Device/Equipment nomenclature. Identify by nomenclature the trainer(s) which is(are) the subject of the report. Use a 32 character alphanumeric field.

e. Device/Equipment Number. Identify the 12 character alphanumeric training device designation number assigned to the training device. by the Naval Air Warfare Center Training Systems Division (NAVAIRWARCENTRASYSDIV), excluding the initial character (prefix) of the training device designator. The first -character must be numeric (1-9) or blank; the second character must be numeric (0-9); the third character must be alphabetic (A-Z); and the remaining characters can be a mix of numbers (0-9), letters (A-Z), and special characters.

Devices not utilizing a NAVAIRWARCENTRASYSDIV designator must begin with "99Z".

f. Serial Number. Enter a six character alphanumeric serial number assigned to the device. To enable alphanumeric sorting, leading zeros (e.g., 000001, 000002) are required for numeric serial numbers.

g. Training Device Designator Prefix. Enter as a separate alpha character the initial character (prefix) of the training device designator. The default is "blank", which is the Cog 2"0" designator. Typical designators are prototype ("X"), Army ("A"), Air Force ("B"), non-Cog 2"0" ("S"), Interactive Courseware Hardware ("I").

h. Contract No. Self explanatory. A 16 character alphanumeric field.

i. Contract Support Period. Enter the start and completion dates of the contract. Use a MMDDYY numerical format for each date.

j. Date of Report. Enter the date that the report is completed. Use a MMDDYY numerical format.

k. Report Period. Enter the ending date of the period covered by the report using a YYYYMM numerical format. When data is reported on a quarterly basis, use the last month in the quarter.

l. Activity Serviced/Device Location. Enter by 25 character alphanumeric field the activity assigned as the device custodian.

m. Activity Unit Identification Code (UIC). Enter the 5 digit Unit Identification Code (UIC) assigned to the custodian activity.

n. Report No. Number the reports consecutively throughout the COMS/E contract period. Use a 3 digit numeric field.

o. CASREP. Identify whether or not the device was CASREPT during the reporting period ("Yes" or "No").

p. Personnel Time Distribution. The time distribution of all contractor personnel for the report period covered shall be classified in the following categories:

(1) Operation

(2) Maintenance

(3) Supply Support

(4) Modification

(5) Training

(6) Verification of Documentation

(7) Other

For each category, enter the number of hours to the nearest hour, a numeric field limited to 99999.

q. Trainer Downtime. The number of hours the trainer was down and not available for scheduled training shall be reported. Downtime hours shall be classified as follows:

(1) Maintenance (Schedule and Unscheduled)

(2) Device Modifications

(3) Parts/Supply Problems

(4) Facility Problems

(5) Lack of Instructors/Operators

(6) Lack of Setup Times

(7) Other

The sum of all such categorizations shall equal Total Trainer Downtime for the reporting period, a numeric field limited to 9999.9.

r. Course Identification Numbers (CINs). Enter the nine or ten digit alphanumeric code used to identify the course the device is used to support. If multiple courses are supported, enter the primary CINs up to a total of 5, with additional CIN data to be separately provided as may be requested.

s. Summary of Work Accomplished. Include, at the end of the report, a narrative summary containing the following:

(1) Operation, Maintenance, Supply Support.
