The contractor shall work with the incumbent contractor to assume responsibility for all F- 15 TDAS devices during the transition period. The contractor shall assume responsibility for the RSP at end of the transition period. The contractor shall inventory, pack, ship, unload, and install all property from current TSSC location (St. Louis, MO) to new TSSC location. Contractor's transition plan shall be performed IAW Section 10.0 - Transition, and 10.1 - Transition at Beginning of Contract, of the Performance Work Statement (Attachment 1).

H063 CONTRACTOR IDENTIFICATION (FEB 2003)

(a) Contractor personnel and their subcontractors must identify themselves as Contractors or subcontractors during meetings, telephone conversations, in electronic messages, or correspondence related to this contract.

(b) Contractor-occupied facilities (on AFMC or other Government installations) such as offices, separate rooms, or cubicles must be clearly identified with Contractor supplied signs, name plates or other identification, showing that these are work areas for Contractor or subcontractor personnel.

H104 PROCEDURES FOR TASK ORDERS AND CHANGE PROPOSALS (JAN 2012)

(a) TASK ORDERS. The Government reserves the right to unilaterally issue task orders in accordance with Section I, DFARS Clause 252.216-7006, "Ordering" and in accordance with the terms and conditions of the contract. The task order will use the applicable contract line items (CLINS) as presented in Section B and will remain consistent with all contract terms and conditions of the basic contract. Task orders will utilize pre-priced amounts for services and support listed in either Section B CLINs or in the Pricing Matrix found at Attachment 2. All task orders are subject to the terms and conditions of the basic contract. In the event of a conflict between a task order and the contract, the contract shall take precedence.

(b) CHANGE PROPOSALS. Requests for Engineering Change Proposals (ECP) or Contract Change Proposals (CCP) will be issued to request proposals for requirements not currently found in the Performance Work Statement (PWS) but considered to be within the scope of the contract. An ECP will be requested when a change to device specifications is contemplated. A CCP will be requested when a contract change is not expected to change device specifications. ECPs or CCPs will be evaluated and negotiated. A bilateral modification to the basic contract will incorporate the price and terms agreed to by both parties, which would usually include revising the Price Matrix and the PWS. Once the basic contract has been modified to include the new requirement, the Government could then unilaterally issue a task order for the services and support required.

(1) All change proposals submitted at the Government's request shall be submitted within 45 days, or within the time specified by the contracting officer, after receipt of the written request.

(2) All change proposals shall include at a minimum:

(i) The effect of the change on the training system including: software, hardware, documentation, the specification, the Performance Work Statement, the schedule, training and other contract terms and conditions.

(ii) Each ECP/CCP that affects operation and maintenance shall include the firm-fixed price impact.

(iii) The effect of any change to the Recompetition Support Package (RSP)/Government Furnished Property (GFP).

(iv) Separate price adjustments shall be provided for each Contract Line Item of the basic contract.

(v) Cost or pricing data IAW FAR table 15-2, FAR 15.403-4 (b), and all other cost or pricing data requirements for all firm proposals in excess of $700,000.00.

(vi) A completed Proposal Adequacy Checklist found at Attachment 3 of the contract.

(vii) Any other requirements listed in CDRLs A003 (for CCPs) or A004 (for ECPs) of the contract.

(2) All change proposals shall remain valid for a period of not less than 180 days from the date of submission to the Government.

(3) Each modification to this contract shall constitute a full, complete and final settlement for all prices, terms and conditions relating to the respective CLIN and requirement defined within scope of that modification.

(4) At its sole discretion, the Government, as represented by the PCO, may decline to incorporate any proposal's requirement into the contract or may decline to issue a task order for the requirement, and in such case the Government shall not be liable for any costs associated with that proposal.
