1Regarding Section L, Para 3d - Request Clarification on the page count in Section L as it relates to the Title page, Table of Contents, List of Tables and Drawings and Cross Reference Matrix. The Government is excluding the following pages from the pages from the page count for example the Glossary and Tab dividers. Should the above mentioned items also be excluded from the page count.Title page, Table of Contents, List of Tables and Drawings, and the

Cross Reference Matrix are all considered part of the 150 page limitation.

The latest version of Section L clarifies page limitations as they relate to the Technical Proposal attachments and Microsoft Project 2007 schedules required for submission.

2 Regarding Section L Para 4b(2), 4b(3)(B)(III), and 4b(3)(B)(IV)(b) - The instructions in Section L require the submittal of three detailed schedules: Suite 8 OFP Fielding, TFE-2 Conversion, and the IAT Production. These schedules could require substantial page allocations. Should they be removed from the page count, or should the Government increase the page count to account for them? The latest version of Section L clarifies page limitations by stating that the Microsoft Project 2007 schedules do not count toward the overall 150 page limitation.

3How are TSSC TSCR development efforts to be funded?The offeror's cost for developing TSSC engineering task hourly estimates should be included in the offeror's firm-fixed price for Engineering Capability (CLINs X002AA).
4TFE equipment conversion requires significant ACE (Aircraft Common Equipment). Does the Government intend to provide all ACE for TFE conversions?No, the Government does not intend to provide any Aircraft Common Equipment (ACE) for TFE conversions. The Government will also accept non-ACE equipment that has the same form, fit, and function as the ACE equipment as long as it is marked as non-ACE equipment.
5The bidder's library does not contain sufficient data to allow proposing to the pre-planned mods per PWS requirements. Does the Government plan on providing additional data (SDD, SVD, etc.)?Yes, items that are being added to the Supplemental Bidder's Library include the following: MTD Logs, completed sets of drawings for IAT and Tfe-21, SDDs, SVDs, Training Task Lists, Uninterrupted Power Supply Operator's Manual, Suite 7 ATPs, Working Group/PMR Minutes, TFE2/6 Conversion detail, F-15 IOS Operator's Manual, Data Rights Spreadsheet.
6What is the distribution of contractor staff between TSSC and Seymour Johnson AFB?We are unable to release what the current distribution of contractor staff is between TSSC an SJAFB. Amount of contractor staff shall be sufficient enough to meet the requirements of operating the TSSC and meeting the 95% availability rate of the ATDs.
7Is there currently a CBA in place on the current contract and does it apply to staff at both the Boeing TSSC and SJAFB facilities?Yes, the CBA Wage Determination is attached to the RFP and the CBA is found in the Bidder's Library. The CBA is only applicable to SJAFB. Note that there are SCA Wage Determinations applicable to other locations (also attached to the RFP).
8Is there a data package associated with the Uninterrupted Power Supply?Yes, it has been added to the Bidder's Library and addressed in Para. 7.0 Additional Trainer Procurement.
9Please clarify when the BigTac License expires.F-15 TDAS currently has a Big Tac License and Maintenance Agreement which was purchased from Boeing Commercial through the current F-15 TDAS contract. The Agreement will last until September 2013 at which point in time the new contractor will be required to purchase the Agreement going forward.
10Will transition be removed from TEP because of advantage it gives incumbent?No, the Government will not remove the transition cost from the TEP.
11Will there be a surge capability?No. All surge language has been removed from the PWS.
12Paragraph 6.2 of the PWS states, “The contractor shall initially staff the TSSC with additional personnel beyond those required for core activities of this section.” With the planned activities moving to year two of the contract, is the requirement for additional staff still valid?PWS was revised and "initially" was removed. Contractor shall staff TSSC to handle TSSC core capabilities and to be able to perform modifications when tasked.
13How far ahead of the first aircraft will the OFP flight software and Electronic Systems Integration Lab Software (ESIL) be made available to the contractor?Currently we receive the OFP software about a year in advance of fielding the first aircraft. The ESIL executable file is approximately 9 months to a year in advance of fielding the first aircraft.
14Will the USAF provide unclassified Suite 7 data that was received from the ESIL data Library?The Suite 7 ATP and SDD/SVD are now included in the Bidder's Library.
15Is the technical data package complete? For example, Trainer Configuration Working Group (TCWG) minutes, Software Design Documents (SDD), Acceptance Test Procedure (ATP), Procedure Manuals used within TSSC, Configuration Management Documents and current processes, complete set of drawings?Yes, items that are being added to the Supplemental Bidder's Library include the following: MTD Logs, completed sets of drawings for IAT and TFE-21, SDDs, SVDs, Training Task Lists, Uninterrupted Power Supply Operator's Manual, Suite 7 ATPs, Working Group/PMR Minutes, TFE2/6 Conversion detail, F-15 IOS Operator's Manual, Data Rights Spreadsheet.
16Will the USAF transition the existing management systems? For example, unclassified website, problem reporting system, requirements management system, logistics data library, on-call telephone ticket system.No, the existing management systems are tools of the incumbent contractor. Offerors will need to provide their own solutions/tools.
17Will USAF provide a copy of open problems, discrepancies, and deficiencies?Yes, this is now provided in the Description of Current Workload found in the Bidder's Library.
18Will the USAF provide access to the F-15 Aircraft Technical Orders? Specifically, 1F-15E -1, 1F-15E -2, 1F-15E-4, 1F-15E-34-1, and 1F-15E-34-1-1.No, however the device Technical Manuals provide technical data which can be used. The Technical Manuals are included in the Bidder's Library.
19Is the incumbent transition-out plan under contract available?The incumbent's transition-out plan has been posted on FBO.
20DOL/CBA - has there been a notification of request to terminate the current CBA?No. No request has been made nor will the Government make any request to terminate the CBA (it is between the incumbent contractor and the union, not the Air Force).
21Please clarify: CLIN 2006 says price in 2014, PWS paragraph 7.0 additional Trainer Procurement says implementation for IAT # 7 is 2014 and #8 is 2015. Pricing Matrix attachment 2 prices 8 devices.The Price Matrix and Price Proposal Submission Sheet were updated to fix this error with the 6 Feb 2012 draft RFP posting to FedBizOpps.
22The contractor shall have a facility that is capable of meeting requirements and of attaining a higher classification for personnel by January 2015 at no capital investment cost to the government. Please define “higher classification."The Government does not expect to go to a Top Secret classification. The PWS Para 3.3 has been updated to clarify.
23Can the government provide a list of tools or equipment that is owned by Boeing that industry will need to provide to be able to operate the TSSC? Specific areas of concern… Software Development System, Configuration Management System, Maintenance Management System, Inventory System, etc.The Government cannot provide a list of tools or equipment. Offerors will need to develop their own solutions.
24Has the govt. considering removing the TSSC relocation from the TEP. Evaluating the relocation as part of the TEP provides the incumbent with a cost advantage not available to the remainder of the competition.No, the Government will not remove the transition cost from the TEP because, though it is a cost advantage to the incumbent, it represents an increase in cost to the Government.
25Does the government intend to provide detailed drawings and parts lists? Without those, industry doesn’t really have a way to bid a price for IAT production.Yes, the Bidder's Library now includes a complete set of drawings for the IAT and TFEs 21 and 24. The IPBs for the devices are located within the Technical Manuals also on the Bidder's Library.
26We don’t have enough data on the concurrency changes and what they entail to bid them. Does the govt. intend provide additional detail?Yes, the PWS is updated with additional information. We plan to post updated versions of the PWS, Section L, Section M, TEP, and Draft Contract tomorrow (2 March 2012).
27Does the Govt. intend to release additional data packages for all TFEs? The current level of data is not sufficient to adequately size the scope of the concurrency efforts and provides an advantage to the incumbent who has access to all the information.IPBs and Tech Manuals are already released. We will not be releasing aircraft TO.
28Will the govt. provide/source the GFAE to the contractor for mods requiring the use of actual aircraft hardware i.e. landing gear and doors? If no, will the contractor be allowed use of a MILSTRIP account to order the parts from govt. stock? If no will the contractor have to procure parts directly from Boeing?Contractor will have to procure. Government will approve use of a MILSTRIP account.
29Please provide additional information on which of the devices the data and software is used so we know what or how to price its replacement, or if that is even necessary. For example, if the software is used on the IAT we would either need to buy it from the company that holds limited rights or design or purchase a replacement. Also, if it is used on the IAT, is it also used on the TFE-21 or TFE-24 devices? Again without knowing, we cannot competitively bid this project.The software and its' corresponding device will be indentified on the excel data worksheet. This will be part of the Supplemental Bidder's Library disk.
30Has the govt. considered reducing the small business requirement due to the overall structure of the program?We have examined the small business requirement and discussed with the Small Business Office along with industry. The 20% requirement is a reasonable amount for this contract.
31Please provide guidance as to which trainer should be used as the model for bidding device relocations? There is a marked difference in size and weight for the various systems that may require relocation.It is unknown at this time which devices would be relocated. It is the offerors responsibility to determine an appropriate amount to bid for the relocation of devices.
32Section 8.0 of the PWS states, "the contractor shall travel to various sites of the MTDs for urgent maintenance to satisfy response times as directed by the MTD PO/COR or his representative. Travel in support of routine and scheduled maintenance shall not be billed under this CLIN." It has been stated by the Government team to bid ALL travel, including Urgent travel support, under the CLS CLINs and bid no travel for the Travel CLINs. Should Urgent travel to support maintenance calls be bid under CLS or will it be fundedAll travel for MTD maintenance actions should be bid under the MTD CLS CLIN. This includes routine, scheduled, and urgent maintenance.
33Please provide clarification on Past Performance Questionnaire questions #15 and #20. These questions appeared to be duplicated.The Past Performance Questionnaire has been updated and the duplicate question removed.
34Will the Government source the aircraft parts for the TFE-2/TFE-6 conversions?No. The Government is not supplying the parts.
35Will the Government provide info on the TFE-6 conversion that is at least as detailed as the TFE-2? If not, will they source design on the F-15C/D versus F-15E aircraft plus the respective training syllabi so bidders can at least run the comparison themselves?A part breakdown for TFE-6 will not be provided. The Government has provided a TFE-6 study highlighting the work that needs to be done. We do not have access aircraft drawings/specifications. We are tracking down the courseware for the MTDs.
36Will the Government unlock the webpage that shows the status of problem reports on the IAT, TFE-21 and TFE-24?At this time, we do not plan to release the PR list for these devices.
37Will the Government provide the anticipated delivery schedule for the first APG-82 and ADCP II on the aircraft?Initial fielding of RMP was in Suite 7E OFP and is in Suite 7 baseline for IAT, TFE-21, and TFE-24. Further capability is being incorporated into Suite 7E OFP updated to be released 4QTR FY12. Initial Operational Capability (IOC) for APG-82 is 3QTR FY14. IOC for ADCP II is 1QTR CY15.
38Will the Government provide the anticipated delivery schedule for the release of OFP Suite 8?Flight test is scheduled to begin 4QTR FY14. OFP is expected to be mature enough starting the beginning of CY15. Initial Operational Capability (IOC) for Suite 8 expected April 2016.
39What are the serial numbers for the TFE-2 and TFE-6 located at Sheppard AFB?The serial # for the TFE-2 at Sheppard AFB is 30250009. Serial #s of all devices are located in Att 05 - RSP. There is not currently a TFE-6 located at Sheppard. This was relocated to Lakenheath. Attachments 04 and 05 have been revised to reflect this. These updated attachments will be posted 2 March with other updated Draft RFP documents.
40Are TFE-2 and TFE-6 at Sheppard AFB operational? If not operational, when was the last time these trainers were operational and serviced?The TFE-2 at Sheppard AFB is operational. The TFE-6 at Lakenheath is crated up awaiting the conversion mod. Its' last date of operation was Aug 2011. Additionally, there is a TFE-2 and a TFE-6 located at Seymour Johnson AFB which are crated up awaiting conversion mods. Their last date of operation was approximately mid-2010.
41Attachment 18F, Past Performance Tool is a database that provides electronic fields for insertion of our past performance data. Are there page or character limitations within the fields, or are they unlimited?The limit per field is 16,000 characters.
42On page 2, attachment 18A, upgrades, modifications, or conversions, is it the government's intention that they will order all 3 upgrades at the same time, or is it possible that they will be ordered separately?It is anticipated that the Government will be ordering the three upgrades over the course of the contract. The # of upgrades that are ordered at one single time will depend on available funding at that time. It is possible that one, two, or three upgrades could be ordered at the same time.
43Attachment 10, wage determinations - Only the states of North Carolina, South Carolina, Texas, and Oklahoma have been identified. Will the Government issue additional wage determinations for other locales where the work may be performed?Sheppard AFB in Texas and Seymour Johnson AFB in North Carolina are the only sites determined to have wage determinations.
44On the Price Proposal Submission Sheet, Attachment 18A, is it the Government's intent to award the Suite 8 OFP CLINs as 2005, 3005, and 4005, in order to match the CLIN structure for other elements under Concurrency Upgrades, Modifications, Conversions (FFP)? The current Price Proposal Submission Sheet shows these as CLINs 3005, 4005, and 5005; should they read 2005, 3005, or 4005?The most likely scenario would have Suite 8 being ordered in 2015, 2016, or 2017 which would correspond with CLINs 3005, 4005, and 5005.
45Regarding the TFE-2 Convesion file provided by the Government; does the E model Multi-Purpose Display replace the C model BIT Panel?The Multi-Purpose display is used to display most cautions from the caution display panel as well as the BIT panel, such as CAS status and Hydraulic cautions.
46Regarding the TFE-2 Convesion file provided by the Government; does the E model Flight Control Computer replace and incorporate all functions of the C model Pitch Computer and Roll/Yaw Computer?Yes, the flight control computer on the E Model replaces the pitch and roll/yaw computers on the C Model.
47Regarding the TFE-2 Conversion file provided by the Government; in the current TFE-2 configuration the Air Data Computer is simulated and the primarily purpose seems to be ADC BIT faults via logic/relay switching. An ADC Processor has been identified as an addition for the E model (but not the ADC itself). Is this processor necessary as a co-processor with the Flight Control Computer? If not, what is the purpose of this addition?The ADC is used to drive the pitch ratio caution for the manual flight control system via the Pitch Roll Channel Assembly (PRCA), the ADC has been placed by the Air Data Processor (ADP) on the E Model. The flight control computer does not use any inputs from the ADC/ADP.
48Regarding past performance, can an "effort" as referenced in Section L, Volume III Past Performance, include more than one contract?An "effort" is considered one contract.
49Will the Government provide the F-15 Aircraft or F-15 Trainer Roadmap Schedule?Roadmap schedules will not be provided. All contract requirements are included in the PWS including the presently known ECPs. Future work will be added as ECPs.
50Is there a disconnect between Q&A #15 and #25? Is the "Supplemental Bidder's Library" information referenced in question 15 the second CD the Government plans to issue?All the items listed in Q&A 15 and 25 are be included in the Supplemental Bidders Library disk.
51The Collective Bargaining Agreement between Boeing and the AFL-CIO at Seymour Johnson AFB expires on March 30, 2012. Is another agreement being executed or is this one being extended? Can inudstry be provided a copy of the new or extended CBA?Another CBA is currently being executed. We anticipate negotiation of the new CBA to be completed by 30 March 2012. We do plan to incorporate the new CBA Wage Determination into this acquisition to ensure all offerors propose prices based upon the same information. Upon Government receipt and review of the new CBA, it will be released to industry. If an issue arises during the negotiation delaying the submission of the CBA to the Government, it will probably not be incorporated into this solicitation and all offerors would be required to proposed based on the current CBA Wage Determination attached to the solicitation. Upon the onset of the new contract the new CBA and Wage Determination would be incorporated and an equitable adjustment would be made based on the new rates.
52Aircraft drawings and technical orders are required to accurately price any alternative of proposing non-aircraft parts for GFAE for the TFE-2 parts listed in the TFE-2 Conversions GFAE file. Should the AF not provide this data to new bidders, the incumbent contractor would have a significant competitive advantage which may not result in the lowest price for the government. Several questions regarding bidder's library: 1) More than half of the drawings contained in an outdated Drawing Tree listing (dtd 9/21/2009) are missing from the bidder's library; 2) there are drawings contained in the original bidder's library and supplemental bidder's library that are not part of this drawing tree listing (examples, 90B700143, 90R000019, 90R020265, 90R660234, 90R660235); 3) there are empty drawing directories in the supplemental bidder's library (examples, 90A513201, 90A513225, 90A563177, 90A563231); 4) there are many drawing revision level inconsistencies with drawings in the bidder's library and the drawing tree listing; 5) will the AF provide and update these items prior to RFP release?General: The Government has provided an analysis of the TFE-2 conversion highlighting the work needing to be done. A part breakdown for TFE-2 showing equivalent F-15C and F-15E parts has been provided. Detailed part listings and drawings for the TFE-2 can be found in the TFE-2 Tech Manual. We do not have access to aircraft drawings/specifications. Courseware/objectives for the MTDs has been provided. 1) The drawing package for all three devices (IAT, TFE-21 and TFE-24) is current and complete. The Drawing Tree Listings for both the IAT and TFE-21 are the most current listings the Government has. These have not been updated since 2009. Since then, some drawings were removed as they were no longer needed, some have had revisions, and several were proprietary and could not be included. Although the Drawing Tree Listings are outdated, the Government still provided them as additional information. 2) The Drawing Tree contained in the Bidder's Library has not been updated since 2009. The five folders contain drawings which have been added as a result of an ECP fielded last year (Instructor/Operator System). The are other folders which contain drawings updated as a result of changes to the device since 2009. Ultimately, the drawing package for all three devices (IAT, TFE-21 and TFE-24) is current for each device. 3) There were proprietary drawings which could not be posted that were removed from these folders prior to mailing the disk. The title of each drawing is the following: "90A513201 - Decal, Power Supply," "90A513225 - Terminal Cover, Power Supply," "90A563177 - Support Plate, Rudder Pedal," "90A563231 - Back Step, Seat Slide." 4) As discussed above, the revision level inconsistencies on the Drawing Tree Listing stem from the listing not being updated since 2009. Some drawings have been added or updated as a result of ECPs in the past 3 years. All of the drawings contained in the Bidder's Library are up to date.
53Section M of the draft RFP indicates the AF will not consider PP until after TA and Price reviews are complete. It goes on to state individual offeror PP may not be reviewed at all. Given that PP isn’t reviewed until after said pricing and tech reviews, will the AF adjust the due date for the PP Volume to coincide with the balance of the proposal?No, the due date for the Past Performance volumes will not be adjusted to coincide with the balance of the proposal. The Past Performance evaluation process actually begins before the Technical and Price Volumes. Section 3 of Section M states that upon receipt of the Past Performance Volumes, the Government will begin collecting past performance information and evaluating past performance. Section 3(b) addresses that Past Performance will continue to be evaluated while Technical and Price Volumes are evaluated. The parallel evaluation is a means to efficiently conduct the overall evaluation process.
54The IAT drawing package in the Bidder's Library is incomplete. Will the AF provide complete IAT drawing package prior to RFP release?The drawing package for all three devices (IAT, TFE-21 and TFE-24) is current and complete. The Drawing Tree Listings for both the IAT and TFE-21 are the most current listings the Government has. These have not been updated since 2009. 55Of the 17 copies of WINDOWS 2000 listed in Attachment 05 - RSP, how many copies are installed on a trainer or PC?16 of the copies are installed on TFE-21 trainers and 1 is installed on the Advanced Integrated Graphics Processor (AIGP).
