Questions For US Government (USG)
L 5.2
Early Proposal Information
The offeror is requested, though not required, to submit the Past and Present Performance Volume 15 calendar days after the RFP issuance date, to the CO at the address specified in Section L, paragraph 2.4 (Distribution). Offerors are required to submit a complete proposal by no later than the response date and time reflected on the SF33.
Question: The FBO solicitation announcement, 27 Dec 2010, states the Past Performance Volume is due 13 Jan 2011. Sec L, 5.2 states it is due 15 days after the RFP release date, which is 11 Jan. Is 13 Jan 2011 the actual submittal date for the Past Performance Volume?
Answer: Past Performance Volumes are requested by 3:00PM on 13 January 2011. Additional time was given in consideration of the Federal holiday observation (31 Dec 10) and actual observation of New Year’s Day (1 Jan 11).
L 2.3 Electronic Offers
(4) When using Microsoft Excel XP (2003) or 2007:
(A) For Excel 2007 spreadsheets, set "Save as type" to "Microsoft Excel Workbook (*.xls)".
(B) For Excel 2003 you must install the Office Compatibility Pack from www.microsoft.com.
Comment: Excel 2007 default file extension is “(*.xlsx)”. Excel 2003 default is *.xls.
Question: Which file version should be used for Excel documents, 2007 or 2003?
Answer: Either.
PWS, Section I, para 1.1.A.2.c, page 5/47
Who is responsible for modifying spare engines stored in the COMBS (e.g., to meet a published TCTO requirement)?
Answer: Parts issued out of COMBS must be in the current configuration, inclusive of any TCTOs that may be outstanding against the part.
PWS, Section II, page 25/47, Services Summary
SS-03
Discussion: PWS indicates a 3rd party quality system certification is required each year.
Question: Is the contractor required to obtain a 3rd party quality system certification annually or is it only necessary to show annually that a 3rd party quality system certification is still current?
Answer: The contractor must provide proof of a current 3rd-party certification with the base year and any subsequently exercised option year.
1. Section G, para G300(a), page 187/214
2. PWS, Section I, para 1.I, page 2/47.
Discussion:
1. The definition of “possessed” includes all aircraft physically located at the MOB/Satellite site or actively supported by the MOB (e.g. Naval Flight Officer at NAS Pensacola…)
2. This MOB list includes Naval Flight Officer as an MOB.
Question: Are there 8 MOBs (Columbus, Laughlin, Randolph, Sheppard, Vance, USAF CSO at NAS Pensacola, NAS Whiting Field, and NAS Corpus Christi), and two satellite sites (USN Naval Flight Officer and Patuxent River)? This is relevant because the RFP has some specific parts stockage requirements depending on whether a site is an MOB or a satellite.
Answer: Yes, there are eight Main Operating Bases as reflected in the question. The two satellite sites as listed in the question are accurate as well. It should be noted that NAS PAX River has two organizations that are supported out of NAS Whiting Field: USN Test Pilot School and VX-20.
PWS, Section III, para 3.1, page 26/47
Discussion: The paragraph states the government will furnish parts to support the T-6 fleet.
Question: Is this intended to mean the government will provide all parts to support the fleet, or only the initial inventory, expecting the contractor to purchase parts when necessary to meet customer requests? For example, if we issue all tires in stock, would the contractor buy replacements on the commercial market or wait until the government replenished the stock?
Answer: PWS Section 1.1.B (Cost Per Flight Hour – Aircraft) and 1.1.C (COMBS Services – Support Equipment) explain contractor responsibilities concerning the repair, replacement, http://www.microsoft.com/ and replenishment of aircraft material and support equipment. Per these sections of the PWS, the contractor is responsible for repair, replacement, and replenishment of aircraft material, including consumables (i.e. tires per the question’s example), and support equipment. The contractor is responsible for ensuring aircraft material and support equipment is available IAW the performance metrics detailed in the PWS.
The Government will provide the initial inventory of aircraft material and support equipment at contract award. The Government will also provide spares and support equipment as the fleet of aircraft increase and/or as modifications to the aircraft are fielded. The contractor is expected to provide back to the Government at contract completion (or cessation), the same level of inventory as the Government provides at the start of, and throughout, the contract (reflective of any additions or subtractions made by the PCO via contract modification).
1. PWS, para 1.1.B, page 17/47
2. PWS, para 1.1.B.6, page 18/47
Discussion: Both references address contractor transportation requirements.
Question: Is the contractor responsible for transporting materials and parts from the COMBS issue area to the customer’s hangar or planeside, or does the customer have the obligation to transport the item from the issue room to their work area?
Answer: At Main Operating Bases, the contractor is responsible for issuing aircraft material and support equipment (that is not being held by the maintenance organization) at the issuance counter that is located at each Main Operating Base COMBS. At satellite sites, COMBS is responsible for delivering aircraft material and support equipment to the storage room/issuance counter collocated with the maintenance organization and issuing it to the maintenance organization.
Section J, Attachment 12
Attachment 12 refers to a Collection Bargaining Agreement by and between L-3 Communications Vertex Aerospace, LLC, and International Association of Machinist and Aerospace Workers Local 2777, effective 5/15/2010 through 5/15/2013 and amended 5/15/2010, a copy of which is not provided in the solicitation.
Question:
Does the Government intend to provide a copy of the CBA in order to permit the contractor to assess its costs and obligations, and if so, can the Government provide a date when the document will be available for review?
Answer: The CBA is available for viewing in the paper copy Bidder’s Library. Offerors have access to this document starting 5 January through 11 February.
