Questions to the USG T-6 COMBS through 1-12-2011
Text of this file
1. Reference: Standard Form (SF) 33 and FedBizOps announcement dated 27 Dec 10
Discussion: The announcement in FedBizOps with the release of the formal RFP on 27 Dec
10 stated ―Complete proposals must be received no later than 3:00PM Eastern on 14
February 2011. All responses received after that date/time will be considered invalid and will not be evaluated.” There is no date in Block 9 of the SF33, nor is there a proposal due date stated in Section L.
Question: Will the Government issue a revised SF 33 with the proposal due date annotated in Block 9 of the SF33 as well as provide the proposal due date in Section L of the RFP?
Answer: Section L [2.0, bullet (4)] states completed proposals are due by the date stated in
Section A (which is the SF33) of the RFP. The Government will release an Amendment reflecting the proposal receipt time/date (3:00PM Eastern, 14 February 2011).
2. Reference: RFP Section J, Attachment 28
CLIN_MATRIX_PRICE_SUMMARY_17_DEC_10_(FINAL2).xls
Discussion: The CLIN Matrix Price Summary appears to contain an error in cell E438. The negative symbol in the formula makes the extended Total Evaluated Price line negative.
Question: Will the Government please release a corrected version of the Section J, Attachment 28 CLIN_MATRIX_PRICE_SUMMARY file since this cell is protected and read only?
Answer: The Government will update Attachment 28, CLIN MATRIX PRICE SUMMARY and will release an Amendment reflecting this revision.
3. Reference: RFP Section J, Attachment 21 – Section L paragraph 2.2 Organization/Number of Copies/Page Limits, Table 2.2 Proposal Organization, and paragraph 5.1 Contents
Discussion: Section L paragraph 2.2 states ―The attachments identified in the table shall be separately bound in three-ring, loose-leaf binders, as necessary.‖ Table 2.2 lists the volumes as Volume I – Executive Summary, Volume II - Technical, Volume III – Relevant Past
Performance, Volume IV – Price, Volume V – Contract Documentation, and Attachment 5 –
Cross-Reference Matrix.‖ Also, Table 2.2 lists the number of copies for each volume and attachment as 3 copies. Section L paragraph 5.1 states ―The offeror shall submit a Past and
Present Performance Volume containing the following:
(1) Table of Contents
(2) The standard printout pages from the Past Performance Information Tool as detailed in paragraph 2.3
(3) Consent Letters executed by each subcontractor, teaming partner,….
(4) Client Authorization Letters for each identified effort….
(5) Organization Structure Change History – See paragraph 5.5 below. (Limit to 5 pages)‖
Question:
a.) Is it the Government‘s intent that the past performance attachments (Attachment 1 – Past
Performance Questionnaires, Attachment 2 – Consent Letter, Attachment 3 – Client
Authorization Letter, and Attachment 4 – Questionnaire Cover Letter) be separately bound in three-ring, loose-leaf binders or as tabbed attachments within the Volume III –
Relevant Past Performance?
Answer: Either approach is acceptable.
b.) What is the correct title of Volume V, ―Relevant Past Performance‖ as stated in Table 2.2 or ―Past and Present Performance Information‖ as stated in paragraphs 5.0 and 5.1?
Answer: Volume III should be titled ―Relevant Past Performance‖. The Government will update Section L and will release an Amendment reflecting this.
c.) Is it the Government‘s intent that offerors submit 1 original and 2 copies (for a total of 3 copies) for each volume and attachment?
Answer: Offerors should submit four, complete hardcopies (one original, three copies) of their proposals.
4. Reference: RFP Section J, Attachment 21 – Section L Table 2.2 Proposal Organization, paragraph 2.2.3 Cross-Referencing, and Attachment 26 – Section L – Attachment 6 Cross-
Reference Matrix
Discussion: Section L Table 2.2 lists ―Attachment 5‖ as the ITO Paragraph Number for the
Cross-Reference Matrix. Attachment 26 is titled ―Section L – Attachment 6 Cross-Reference
Matrix‖. Section L paragraph 2.2.3 states ―Offerors shall provide a proposal Cross Reference
Matrix (CRM) which correlates the RFP with the offeror‘s proposal. The CRM will reference the proposal paragraph, Performance Work Statement, CLINs, Section L, Section M, CDRLs, Model Contract, and will not be included in the volume page count. The offeror shall fill out the CRM at Attachment 5 of this ITO, indicating the proposal reference information as it relates to the ITO, PWS, CLIN numbers, and CDRL references found therein.‖ Additionally, Attachment 26 is part of the formal RFP which is in a secured/protected .pdf format.
a.) Will the Government correct the title of RFP Section J, Attachment 26 to reflect ―Section
L – Attachment 5 Cross-Reference Matrix‖ and provide the revised attachment to offerors?
Answer: Yes. The Government will update the Cross-Reference Matrix and release an
Amendment reflecting this.
b.) Will the Government supply an RFP Section J, Attachment 26 in Excel format or a .pdf format that is not secured/protected to allow for data input by the offerors?
Answer: Once the Cross-Reference Matrix is updated, the Government will provide a
―workable‖ version of the revised copy.
5. Reference: RFP PWS - Government Furnished Property (Facilities)
Discussion: The RFP provides facilities for COMBS Warehousing efforts at all sites, however it does not offer facilities for an Offeror‘s Program Management Office (PMO).
Co-locating an Offeror‘s PMO at a Government site would serve to enhance customer relationships and provide more real time interface between key decision makers on a daily basis.
Question: Will the Government provide facilities (office space) for an Offeror‘s PMO (up to
30 employees) at one of their T-6 locations, and if so, which location would the Government make available to Offerors.
Answer: No, the Government will not be providing facilities for an offeror‘s PMO.
6. Reference: RFP clause D300 Marking of Warranted Items : ―The Contractor shall mark the items or otherwise furnish notice with the items to show the existence of the warranty; its substance and duration; and the name, address, and telephone number of the person to notify if the items are defective in accordance with FAR 46.706(b)(5), Warranty Terms and
Conditions.‖
Discussion: Clause H321 Marking of Warranted Items was deleted from the Formal RFP, as it was previously included in the Draft RFP. However, Clause D300 Marking of Warranted
Items remains in the Formal RFP.
Question: Could the Government clarify the requirement? Why does clause D300 remain in the Formal RFP, while clause H321 was removed from the Formal RFP, since the items were basically the same clause?
Answer: This was merely a duplication of clauses in the Draft RFP.
7. Sec.I.1.1.A.2.p states ―Establish an account with the Technical Order Distribution Office.‖
Does the Government mean the TODO on each base? Is it specified through the chain of command for each base to support the contractor on Tech Data? Also, what is the Navy equivalent of an Air Force TODO? Please clarify this requirement.
Answer: COMBS must establish an account with TODO and can receive its distributions from each site‘s local office. The Navy equivalent office at each site is NATEC, Naval Air
Technical Data and Engineering Services Command.
8. Are aircraft phase inspections performed at the satellite sites?
Answer: Yes.
9. The COMBS Services Operations CLINS call out large numbers of aircraft in relation to the numbers of aircraft at each site provided in the T-6 Beddown chart provided at Industry Day
(chart dated 27 Aug 10). Which information is the most accurate for estimating site operations?
Answer: The aircraft numbers detailed in the CLINs are most accurate.
10. Will the government provide a table showing monthly fleet buildup at each base for FY 2011 thru FY2016? This information is critical to addressing scheduling and sparing required to support a continued readiness approach to MTCI items.
Answer: Yes. The Government will provide the file ―T-6B Deliveries Schedule‖ via FBO posting in association with an Amendment to the Formal RFP. Only NAS Corpus Christi and NAS Whiting Field are still receiving new production aircraft. The file contains expected deliveries as well as total fleet expectations at both NAS Corpus Christi and NAS
Whiting Field during the Period of Performance of the contract.
11. Will the Government's base infrastructure allow the contractor to install LANs at each site?
Answer: Yes, keeping in mind all facility modification must be done IAW the contract, the
PWS, and all applicable regulations regarding modification of Government-owned facilities.
12. What is the planned number of USAF sorties per day and what is sortie duration? This information is provided in the PWS for the Navy but not for the Air Force.
Answer: Please see the below table for AETC sortie details requested:
Base Average Sortie Duration Average Sorties Per Day
Randolph 1.52 44
Sheppard 1.33 96
Vance 1.36 129.3
CSO @ NAS Pensacola 1.41 6.2
Laughlin 1.35 128.4
Columbus 1.33 144.5
AETC 1.36 548.4
13. Will the Government grant approval for potential bidders to access T-6 program specific
Technical orders (e.g. TO 1T-6A/B-6) through our local Technical Order Distribution Office
(TODO)?
Answer: No. T-6A/B specific TOs are only available during the solicitation period via the paper copy Bidder‘s Library held at Wright-Patterson AFB.
14. PWS paragraph 1.1.A.b states the Aircraft Modification Line Support will be at the Aircraft
OEM Facility. Will the Modification line for life of this contract remain at its current OEM
Facility location in Wichita, Ks?
Answer: Currently, there are no plans to move the T-6A/B Modification Line.
15. PWS paragraph 1.1.B.5 (Modification Line Support)—what is the USAF planned Rate of aircraft going in and out of the OEM Modification facility over life of this contract?
Answer: Based on the last six months of data, on average, there are seven aircraft inducted to the Mod Line per month. The average turn time is 49 working days (weekends and holidays have been removed).
16. Within the Usage Data provided in the Bidder's Library, the data is segregated by base utilizing "Base Codes," however there is no key to relate these codes to the physical base locations. Could the government please provide the relationships between the codes and base names?
Answer: Yes. Such a key, titled ―Location Codes‖, will be provided via FBO posting simultaneous to an Amendment to the Formal RFP.
17. RFP cover letter states that proposal is due at 3:00 pm (assume Eastern Standard Time) on
Feb. 14, 2011. RFP Block 9. states 12:00 Eastern on (no date). Please correct the RFP.
Answer: The Government will release an Amendment reflecting the proposal receipt time/date (3:00PM Eastern, 14 February 2011).
18. Section J - Attachment 12 is the Area Wage Determination for CBA-2006-509 which covers
NAS Pensacola/NAS Whiting Field. In accordance with Section 2(a) and 4(c) of the Service
Contract Act, as amended, employees employed by the contractor(s) in performing services covered by the Collective Bargaining Agreement(s) are to be paid wage rates and fringe benefits set forth in the current collective bargaining agreement and modified extension agreement(s). This attachment does not provide the labor categories, wage rates and fringe benefit information required to provide pricing for these sites. Please provide a copy of the complete Collective Bargaining Agreement.
Answer: The complete CBA is available in the paper copy Bidder‘s Library. It is available for viewing from 5 January through 11 February. Requests for access should be made IAW the instructions included in the FedBizOps announcement.
19. In reference to the recent answer to question # 134) Section L 4.2.2 Pg. 8 Para 4.2.5 where the government states, "There is no prohibition on the potential offerors discussing the transition period with the current contractor.‖ Is there currently a phase-out approach (or plan) available from the incumbent contractor? Can the Government provide copies of this plan to all bidders?
Answer: The Government does not have a phase out plan to provide to offerors.
20. Attachment 18 Vendor Warranty Information still not provided.
Answer: This information is to be populated by the successful offeror. The Government does not have any warranty information to provide at this time.
21. Reference CLIN Matrix Price Summary
Discussion:
In cell ‗Price Summary‘!E438, the cell is locked and the formula is =-‗CPFH Price
Sheet‘!D213. Because the worksheet is locked, offerors cannot change the cell formula.
Is this an error, because this results in a negative value? Will a revised spreadsheet be forthcoming?
Answer: The Government will update Attachment 28, CLIN MATRIX PRICE SUMMARY and will release an Amendment reflecting this revision.
