Q&A Set 4 (17 April 2020) Solicitation #: FA8604-20-R-8104

1. In response to the answer given on my last question about the height of the fence wall, are we to provide a ceiling as shown in the pictures for removal or is this going to just be 18’ high chain link fence with an open top? Since you want the lights reused, are we reusing the wood to hang them in the same manor at a certain height, or are they to be hung at 18’?

ANSWER: No ceiling shall be provided for the new fence line. The light fixtures and conduit can be reused but, as stated in 3.1.10. of the Cover PD, “any additional braces and hardware required for re-mounting the lighting shall be provided and installed by the contractor.”

2. We have tried on numerous occasions to contact the POC for Gunter with no success. Do you have an e-mail address for TSgt. West? Just for what it’s worth, I spoke with Mr. Hall today, the phone number listed on attachment 20 is not correct. The correct phone number is (662) 434-7227.

ANSWER: The email address for TSgt West is lakeisha.west@us.af.mil

3. We would like to enquire as to whether a waiver would be considered to allow small businesses to provide the product of large manufacturers for this opportunity?

ANSWER: A waiver will not be granted for this effort. This is a small business set-aside and components from a large business may be quoted as long as the proposal is complaint with FAR 19.505(c) NonManufacturer Rule.

4. What is the process for requesting a waiver in order me to provide Modular Cabinets and Workstations for a Small Business that is bidding on the opportunity?

ANSWER: Unfortunately, there will be no waivers for this effort. Please follow the solicitation as it reads. A waiver will not be granted for this effort. This is a small business set-aside and components from a large business may be quoted as long as the proposal is complaint with FAR 19.505(c) NonManufacturer Rule. If the SBA determines that there are no small business manufacturers available to supply a product, it may waive the non-manufacturer rule. As market research has shown, small business manufacturers are available to supply the products identified in the solicitation; therefore, a waiver will not be sought at this time.
