Pre-award RFI Questions MACC 4-05 Please clarify a question below regarding project USAF Replace Roof at F21603:
3. SOW calls out for removal of the existing roof system. Page 4, Paragraph D asks for installation of new 4 ply built up roof with items A – H. The new spec 07 56 13 calls for Mesh Reinforced Elastomeric Coating (MREC) Polyurethane Membrane roof.
· Should we follow SOW work from last year or Section 07 56 13 that calls for the roof to be left in place?
· Has this roof been infrared for wet insulation/moisture to go over so Manufacture will warrant?
· This roof has concrete deck so mechanically attaching a substrate board is not a good option.
· What system is to be used?
ANSWER: Refer to RFI 2 response.
4. There is no lighting protection system on the roof. Does the project require the lighting protection to be installed? If yes, does it required for the area getting re-roofed or for the entire building? Is it explosive or contained flammable fumes?
ANSWER: RFP doesn’t require a new LPS system be provided.
5. SOW Sections 1. 03.A and 1.04.A (Mechanical / Plumbing and Electrical / Telecom respectfully) require the design-build team to determine what is live and what is abandoned. This determination cannot be done without the assistance of the user/government.
a. Can the government identify abandoned systems?
b. Amendment 01 has clarified that the large diameter duct is being removed by the government and the muffler filter house as remaining to be removed. Are there other systems associated with the system (relieve/supply fan system, etc.) that will be rendered abandoned that will be required to be removed?
c. Are the housings and conduits for the overhead doors live or abandoned? There are two systems.
ANSWER: Bidders have been provided Concept Drawings and Record Drawings as part of the RFP, and were afforded the opportunity to participate in a Pre-proposal site visit 14 Aug 18. 00 24 16 para 1.01.D indicates the conceptual drawings only illustrate the Gov’t intent for the project, and that it shall not be considered a prescriptive requirement nor detail design and that the Design of Record (DOR) is responsible for the detailed design. 00 24 16 para 1.07 indicates Record Drawings are to be used for reference only and the Gov’t isn’t responsible for any errors or omissions. 01 80 00 para 1.01.C indicates roof-top equipment and penetrations indicated in this RFP don’t represent a complete inventory of roof penetrations and features nor are they intended to convey the precise configurations and locations, and the Contractor shall field verify the info to ensure a complete and usable project. Unless a system is explicitly identified in the RFP (and/or associated RFI(s) and Addendum(s)) to be abandoned or demolished, it is safe to assume it may remain.
6. There appears to be an abandoned opening (attached). The RFP requires roof curbs that are not in use to be removed. Is this a roof opening that needs to be covered in accordance with SOW, Section 1.03.B Architectural? Are there other abandoned openings that are not required by the user for future flexibility that need to be filled in?
ANSWER: Refer to RFI 5 response and Addendum 01.
7. Please advise, if the existing pipes and housing on the east side of the roof are to be painted?
ANSWER: Refer to 01 80 00 para 1.03 for painting scope and Attachment 01 Concept Drawings for project areas.
8. Does the metal penthouse on the north side of the roof need to be removed? What should the contractor to do with the motor / louver and equipment within the enclosure? If it stays, does it need to be painted?
ANSWER: Refer to RFIs 5 and 7 responses.
