Pre-award Request for Information: FA8601-18-R-0018
Please clarify a question below regarding project Repair Hangar 1 & 2 Windows F30206:
9. Spec 09 90 00, para 1.3.2 requires SSPC QP1 certification from all subcontractors involved in preparation or coating application of windows. Spec 09 96 00 does not have this requirement for painting contractors. SSPC QP1 requirement effectively eliminates almost 100% of painting subcontractors allowed to work on this project. If so, which section governs 09 96 00 or 09 90 00?
ANSWER: Strike Spec 09 90 00 Section 1.3.2 from the contract documents. A SSPC QP1 certification shall not be required on this project.
10. Will any work be required to the windows that are receiving the metal panels? I.E cleaning, or re-caulking.
ANSWER: Not to the exterior. No re-caulking necessary. Only interior cleaning based on the requirements listed in the contract documents to meet the design intent of creating a safe working environment.
11. Hanger 1 already has plywood installed on the 3 catwalks. Drawings still show to supply and install. How would you like us to handle this pricing?
ANSWER: Contractor need not supply new plywood on catwalks that already have it.
12. The specs do not specifically call out the method for re-coating/ painting the masonry facade in the option 1 pricing. The painting spec speaks of a table but I’m unable to find this table:
When we did the work on a previous building:
-Removed the old coating back to sound concrete -Applied a cementitious coating over the concrete which provides the texture they like -Applied a masonry paint like coating over this to add the color and to protect the cementitious coating as it likes to crack I would like to know specifically if they require the cementitious coating with a paint type coating applied over this, if the answer is yes I will know what prep they require.
ANSWER: This approach is acceptable; the paint should be epoxy paint, all cracks in masonry or sill to be infilled with epoxy prior to applications of cementitious coating, and then epoxy paint (see General Note D).
13. At the bottom of each window, is the old flashing to remain or are they saying i have to provide a new one? Please refer to Detail 4 –A602
ANSWER: Flashing new – metal flashing color to match windows.
14. Is there a quantity of the repairs required on the sashes or steel framing?
ANSWER: All restored windows will require a certain degree of repair, largely each window will be a case by case basis for whomever is doing the restoration. Some windows will require minimal repair; others will be more significant. We believe the level of repair won’t be fully realized until sandblasting is complete. We have provided the total amount of windows restoration required as a total SF – see elevation drawings. General Note F provides typical window treatment scenarios to describe how sashes/steel frames must be repaired.
15. Per DMI the siding panels to go over the windows is a special made panel to match the existing profile on the building. This was made for the other phases that was given to us on our maintenance contract. Being a special made panel DMI has no testing per the spec page on page 7 items SD-05 thru SD-09 and these will need to be waived.
DMI can provide a 20-year warranty but there is no testing on a special made panels
ANSWER: Reports and certificates must be provided. Physical testing of the panels can be waived, provided the 20 year warranty is not voided.
16. The painting spec includes a section on re-glazing with putty, the drawings say to install a continuous, clear silicone sealant around the interior edge of all window panes. Is the intent to then install putty on top of that consistent with the paint spec or to eliminate the putty all together? A more common application would be to bed the glass in silicone (silicone between the metal frame and glass, and then to putty glaze the other side of the glass). Please advise.
ANSWER: Clear silicone sealant around interior then neatly install putty on top of that consistent with the paint specification.
17. What is the capacity of the monorail beams? It the capacity meets OSHA standards for swing staging, can the contract use said monorails?
ANSWER: We are not certain of the exact capacity of the monorail beams. Contractor may use monorails as necessary, provided they comply with OSHA regulations and that they do not cause damage to the monorails.
