Hazardous Material Assessment Report Wright-Patterson Air Force Base
Facility Number: 30206 Repair North & South Hangar Windows
1.0 Introduction
Lawhon & Associates, Inc. (L&A) conducted a hazardous material assessment [including asbestos-containing materials (ACMs)] of the windows at Facility Number: 30206 located at Wright-Patterson Air Force Base, Ohio. The windows were inspected on August 31, 2016 by Mr. Chris Gauger (Certified Asbestos Hazard Evaluation Specialist # ES3562) of L&A. The consultants’ certifications are attached in Appendix A.
The hazardous material assessment was conducted in preparation of the Repair North and South Hangar Windows Project and was conducted in accordance with the EPA National Emission Standard for Hazardous Air Pollutants (NESHAPS) standards.
Hazardous materials assessed as part of this assessment include, but are not limited to;
asbestos-containing materials, Lead Based Paint (LBP), and poly-chlorinated bi-phenyl (PCB) caulking. The assessment was limited to materials projected to be impacted by the project only and should not be construed as a full building assessment.
2.0 Asbestos Containing Materials
Asbestos containing materials are governed by the Environmental Protection Agency (EPA) National Emission Standards of Hazardous Air Pollutants (NESHAP) during a renovation. These materials are defined as containing greater than one percent asbestos. The Occupational Safety and Health Administration (OSHA) govern building materials containing any amount of asbestos.
The Clean Air Act (CAA) of 1970 required the EPA to develop and enforce regulations to protect the general public from exposure to airborne contaminants that are known to be hazardous to human health; therefore, EPA promulgated the National Emission Standards for Hazardous Air Pollutants (NESHAP) (Title 40, CFR Part 61) on April 6, 1973. NESHAP is intended to minimize the release of asbestos fibers during certain activities (i.e., renovations, demolition, and installations). It specifies work practices to be followed during renovations of buildings (except apartment buildings that have no more than four dwelling units), which contain a specific amount of friable asbestos.
NESHAP requires that buildings be inspected for asbestos containing building materials (ACBM) prior to renovation/demolition projects.
NESHAP also requires owners and operators subject to the asbestos rules to notify delegated state and local agencies and/or the regional EPA offices before demolition or renovation activities begin. In addition, NESHAP requires the removal of all regulated asbestos containing materials (RACM) prior to demolition. Regulated Asbestos- Containing Materials (RACM) are (a) friable asbestos material, which are materials easily reduced to powder with hand pressure (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, abrading or broken into pieces smaller than four square inches, or (d) Category II non friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations. Category I non-friable
Hazardous Material Assessment 4
Wright-Patterson Air Force Base materials consist of materials such as resilient floor covering products, roofing products, gaskets, and packing. Category II non-friable materials consist of all other non-friable materials such as transite. NESHAP also requires all ACM (including Category I and II) be removed prior to intentional burning, such as for a fire department training exercise.
The State of Ohio Department of Health (ODH) regulates asbestos activities within the state. Professionals performing asbestos related activities must be certified/ licensed by ODH. Much like the EPA – NESHAP, ODH must be notified prior to asbestos removal activities.
2.1 Methodology
A list of suspect ACMs was compiled from the investigation of the structure.
Materials were categorized into RACM, Category I, and Category II materials.
L&A inventoried and procured confirmatory samples of suspect materials. A bulk sample location diagram can found in Appendix B.
In accordance to EPA protocols, a sufficient number of samples from each suspect ACM were collected to confirm or deny the presence of asbestos.
Samples were placed into clean sealed containers and identified with a unique sample number. Sampling tools were decontaminated between each sampling episode.
All samples were sent to a certified National Voluntary Lab Accredited Program laboratory. The lab utilized for bulk sample Polarized Light Microscopy (PLM) analysis for this assessment was International Asbestos Testing Laboratories, IATL (NVLAP # 101165-0) located at 9000 Commerce Parkway, Mt. Laurel, New Jersey, 08054. Samples were analyzed by the EPA Polarized Light Microscopy (PLM) 600 Method. Samples reported with low concentrations of asbestos, <10% asbestos content, were reanalyzed using the EPA Point Count Method to determine a more accurate content.
3.0 Asbestos Containing Material Summaries
The following tables present ACM summaries. Detailed summaries including locations and quantities can be found in the inventory of asbestos containing materials (Appendix C). A table of the analytical results (Appendix D), and laboratory analysis certificates and chain of custody (Appendix E) are found in the attached appendices.

4.0 Other Environmental Issues
L&A performed an assessment of hazardous materials throughout facility number 30206.
The following presents detailed summaries of other hazardous materials identified.
Hazardous Material Assessment 6
4.1 PCB Glazing and Caulking
PCBs are persistent manmade chemicals that were widely used in construction material (i.e. caulk/ glaze) and electrical products before 1978. In 1976, Congress banned the manufacture and use of PCBs because of concern about their health and environmental effects and they were phased out except for certain limited uses in 1978. The use and disposal of PCBs before the phase-out resulted in their widespread presence in our soil, air, water and food. PCBs are now regulated under the Toxic Substances Control Act (TSCA).
PCBs were used widely in caulking and elastic sealant materials, particularly from 1950 through the 1970s. These materials were primarily used in windows, door frames, stairways, masonry columns, and other masonry building materials.
PCBs were used in these building materials because of its properties as a plasticizer.
EPA regulations implementing the Toxic Substances Control Act (TSCA) prohibit the use of PCBs at levels above 50 ppm, including continued use in caulk that is already in place.
4.1.1 PCB Sample Results
The following table presents laboratory bulk sample results for PCB content using the EPA Method 8082. Laboratory certificates and chain of custody information can be found in Appendix G. The laboratory used for the analysis of PCB samples was Advanced Analytics. Each sample collected was analyzed using seven (7) different chemical extraction methods.

Dear Mr. Buckingham:
Elliot Environmental Management (EEM) conducted a limited inspection of suspect asbestos-containing window pane glazing compound on the interior of the north and south hangars of Building 30206, Area A, Wright Patterson Air Force Base (WPAFB) in Dayton, Ohio.
Project Background and Understanding
Elliot understands the following:
Interior glazing compound on interior windows is delaminating and in need of repair. Small pieces of debris have been observed on the hangar floors
Falling debris from the windows represents a potential Flying Object Debris (FOD) hazard for hangar operations.
Management of the FOD will require daily cleanup of the hangar floors until window clean up and repair can be completed.
Previous analysis of samples of glazing compound indicated that no asbestos has been detected in a limited number of samples and that a detailed inspection of this material is required to more accurately determine asbestos content.
Elliot also understands that the results of periodic air monitoring conducted by WPAFB have indicated that no airborne asbestos was detected.
This survey did not include characterization of asbestos content of windows on the flight line hangar doors as the glazing compound on these doors is minimal and the asbestos content of materials associated with the hangar doors was characterized during a previous asbestos survey.
The purpose of this inspection was to collect and analyze samples of window pane glazing from accessible areas for analysis to determine asbestos content.
Elliot’s task was to r to collect and analyze samples of window pane glazing from accessible areas for analysis to determine asbestos content The results of this inspection will be used to help ensure that appropriate hazardous materials controls and abatement measures can be implemented prior to, and in conjunction with, planned renovation and maintenance activities at Building 30206.
This letter report summarizes Elliot’s findings, conclusions, and recommendations. A Bulk Sample Data Summary is presented as Table 1.
Copies of the analytical laboratory reports are attached as Appendix A.
ASBESTOS INSPECTION
The survey was scheduled and coordinated with Mr. Eric Buckingham and Gary Friend with WPAFB. Elliot’s Ohio-certified Asbestos Hazard Evaluation Specialist conducted the asbestos inspection.
Mr. Tom Wenk (Ohio Department of Health certified Asbestos Hazard Evaluation Specialist # ES 32076) served as Elliot’s Project Manager and prepared this report.

The survey was limited to a visual inspection of the hangar floors and windows and ledges that could be safely accessed from a ladder or secure catwalk.
Sampling Methods
To avoid disturbing suspect ACM any more than necessary and to minimize the release of asbestos fibers, Elliot performed bulk sampling of suspect materials in accordance with generally accepted procedures outlined in the current Environmental Protection Agency (EPA) guidance documents. Each sample was collected and placed in a clean, sealable plastic container and labeled with a unique sample identification number. This sample number was recorded on project drawings and on the sample container.
Additional information, including the date of the inspection, the name of the inspector, the building name (or number), a brief description of the sample, the exact sampling location, and the type of material sampled (e.g., thermal insulation, ceiling tile, or floor tile) was also recorded in the field notes.
Elliot collected approximately 45 samples of suspect asbestos-containing glazing compound
Analytical Methods
Polarized Light Microscopy (PLM)
Selected samples of suspect ACM were submitted to an accredited laboratory for analysis by PLM in accordance with the prescribed EPA Test Method (EPA/600/R- 93/116), “Method for the Determination of Asbestos in Bulk Building Materials,” 40 CFR Part 763, Appendix A to Subpart F. Elliot submitted samples to the following laboratories:
Schneider Laboratories in Richmond Virginia
Schneider Labs is fully accredited by the National Institute of Standards and Technology (NIST) under its National Voluntary Laboratory Accreditation Program (NVLAP). The NVLAP is the quality assurance program for laboratories analyzing bulk samples for asbestos content by PLM.
The PLM method (visual estimation), which the EPA currently recommends for the determination of asbestos in bulk samples of friable insulation materials, is used for the qualitative identification of six morphologically different types of asbestos fibers:
chrysotile, amosite, crocidolite, anthophyllite, tremolite, and actinolite asbestos.
The method specifies that the asbestos content in a bulk sample shall be determined by visual estimation and reported as a percentage (rounded to the nearest percent) within the range of 0 to 100. Minute quantities of asbestos in bulk samples may be reported as "trace" (tr) or less than one percent. The analytical method determined the "area percent" asbestos or the percentage of the area of a microscopic field of view that is occupied by asbestos fibers.
In November of 1991, the USEPA amended the analytical protocol for analysis of bulk samples for asbestos content to determine compliance with National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations. The revised protocol mandates the use of an additional analytical procedure, called "point-counting", if PLM analysis results show less than ten percent (10%) asbestos by weight. The amended protocol directly affects the status of those sample results at 0-1% asbestos. PLM analytical results that exhibit asbestos content to be less than 10% must be assumed to be asbestos-containing or point counted to verify results. The EPA and the Occupational Safety and Health Administration (OSHA) define ACM as any material that contains more than one percent asbestos (>1%).
The EPA and the Occupational Safety and Health Administration (OSHA) define ACM as any material that contains more than one percent asbestos by weight. The method specifies that the asbestos content in a bulk sample shall be determined by visual estimation and reported as a finite percentage (rounded to the nearest percent) within the range of 0 to 100. Minute quantities of asbestos in bulk samples may be reported as "trace" (tr), or less than one percent. The analytical method determined the "area percent" asbestos, or the percentage of the area of a microscopic field of view that is occupied by asbestos fibers.
DISCUSSION OF RESULTS
Results of analysis indicated that no asbestos was detected in 27 of 29 samples collected. However, the asbestos content of two samples indicated an asbestos content of 2% chrysotile (Sample Nos. IWG-11 and IWG-29). Further analysis by the PLM
Point Count Method confirmed asbestos contents of 0.25% and 0.75% Chrysotile in
Samples IWG 11 and 29 respectively.
Materials with asbestos contents less than 1% are not considered a regulated ACM under current EPA asbestos regulations. However, workers disturbing this must comply with applicable requirements of the OSHA Construction Standard for Asbestos (29 CFR
19126.1101).
Elliot appreciates the opportunity to provide technical assistance in conjunction with this project. Please do not hesitate to call our office at 937-776-3535 if you have any questions or comments.
Sincerely, ELLIOT ENVIRONMENTAL MANAGEMENT
