Pre award Request for Information: FA8601-18-R-0018 Please clarify a question below regarding project Repair Hangar 1 & 2 Windows F30206:
27. Regarding the Government response to RFI #10 that states that “only interior cleaning” is required to the windows that are receiving the metal panels.
· Does this interior cleaning require re-painting of the interior side of these windows?
· Does the interior cleaning and re-painting of the interior side of windows apply for the windows that already have metal panels installed over them?
ANSWER: Cleaning required throughout interior of hangar. No painting or repair work on the existing metal covered windows; nor those windows designated to receive metal panels.
Please clarify a question below regarding project Repair Hangar 1 & 2 Windows F30206:
28. Spec 09 96 00, para 3.2.1 states that power tool conform to SSPC-SP11 for cleaning to white metal is allowed for window frames prepped in the field. Please confirm that this statement is accurate. The general notes on the drawings and some of the answers to previous question state that sand blasting only.
ANSWER: SSPC-SP11 is valid for this specification. A sand blaster was expected to be used, but means and methods of meeting the spec is up to the contractor.
29. On the Q&A you previously posted to FBO, #16 states that the window restoration contractor shall install the glass with clear silicone then neatly apply putty over that. I would highly recommend against that since silicone sealants are not compatible with traditional linseed oil glazing compounds. The person asking the question said that you could bed the glass in silicone and then putty glaze around the interior. This also will present a problem with the silicone in close proximity of the glazing and will cause the glazing to prematurely fail.
Our opinion is that you will need to either stay with all silicone sealant products or all glazing putty products. These two products are not compatible long term.
ANSWER: Strike RFI answer #16. Remove putty from scope. Use silicone products only.
30. Can you please outline the attachment of the metal siding panels being installed over the existing windows? How are the siding panels to be attached to the existing windows?
ANSWER: Refer to drawing A-602 for information via section details. Attaching siding panels is up to the contractor’s means and methods. Design intent is that the new panels protect windows from the weather, that they match the existing panels, and once installed that they simply not fall off the building.
