Pre-award RFIs under MACC 3-16 Pre-award Request for Information:
1. Has an environmental assessment been performed on the 'North & South Hanger Windows' replacement project?
2. If so, was asbestos identified in either the caulking or glazing of those hanger windows?
RESPONSE TO QUESTIONS 1 AND 2:
An environmental assessment has been performed on the north and south hangar windows replacement project. That data is contained in the AE's Design Analysis.
3. For bid purposes, is there an estimated quantity of windows that can be removed for painting and that cannot be removed for painting?
Response: No estimate provided.
4. Has the location of the facility for blasting and painting of removed windows been determined? Will it be within a building, on a paved or poured surface, or other? This will impact the design of the containment.
Response: Means and methods for project execution regarding this topic is not included as part of the contract documents.
5. The painting specifications call for abrasive blasting and application of a three-coat paint system (primer, intermediate coat, and finish coat). This will require openings to remain untouched/opened for four days. Is there a provision to leave the windows opened for this period of time?
Response: No provision included in the contract documents. Contractor to determine means and methods within the specifications.
6. Would a scaffold and containment system be acceptable in lieu of sealing individual window openings during this phase?
If acceptable, it would require an extended bid time.
If acceptable, it would require an extended project phase time.
Response: Contractor shall meet the performance specifications. Contractor to determine means and methods while adhering to all contract specs which includes OSHA and EPA regulations.
7. Roof design loads will be required to design scaffolds for areas such as clearstories.
Response: Means and methods for designing scaffolds as part of the project execution not included in the contract documents.
8. Could scaffolds be erected on catwalks to provide containments during blasting?
Response: See responses to #6 & 7
9. Are project phases expected to run through winter months? There may be need for heating of the scaffold/containment to allow for continuation of painting. Response: Given the period of performance, the contractor shall determine the best means and methods of completing the project within that timeframe.
1. Per A/A-101, both hangers are to have plywood installed on the catwalks. It appears that this work has already been completed in the South hanger. Please verify.
Response: Upon the site visit it was determined that the plywood containment had been completed on the south hangar catwalks. On the south hangar only, assume that the plywood work is complete and no new work on the catwalks is necessary.
12. For Bid Option #1 drawings provide only the area of exterior paint. Could the Government elaborate on cracks repair scope for bidding purposes (estimated lineal footage, average depth and width of cracks)?
Response: The cracks and masonry repairs are various in size and depth. These are easily seen from the north and east facades of the building.
13. RFP states period of performance is 365 days. Drawing G-101 details the project phases and states “total time allotted for entire project: 21 months & 2 weeks”. Which is correct?
Response: The discrepancy was a miscommunication. The correct period of performance is listed on drawing G-101 (21 months & 2 weeks).
