Questions & Answers
1. Attachment 11 Section 6.2.1.1 states, “Include experience/duty description of each management and non-management employee included in the organization chart/matrix. Does this mean each individual on the contract, or each labor category on the org/staffing chart, or each of the key employee positions listed on the chart? Appendix J gives this information for the labor categories.
Yes, this refers to each individual employee.
2. Appendix C shows that there are four General Clerks required in four of the field maintenance offices;
however, Attachment 7, shows that are for Purchasing Specialist required in the four field maintenance offices. Which of these are correct?
On the current contract the Office Assistant is performing administrative duties. For this acquisition (FA8601-17-R-0025) the duties described under Purchasing Specialist are, in addition to Office Assistant, considered critical/necessary.
Attachment 7, Bid Schedule, has been updated to reflect historical hours associated with the Office Assistant and Purchasing Specialist.
If a Contractor believes that the duty descriptions listed in Appendix J of the PWS for Office Assistant and Purchasing Specialist can be combined and performed by a single individual(s), the Offeror shall update the labor category in Attachment 7 as necessary to read “Purchasing Spec / Office Asst”.
3. PWS Paragraph 6.2.1.1 Subfactor 1: Management Approach, Element 2; states Staffing Plan should “include labor hours designated per labor category, correlated to hours in bid schedule”. However, there are no labor hours required to be shown in the bid schedule. How will the Government correlate hours in Staffing Plan to Bid Schedule?
Attachment 11, paragraph 6.2.1.1, has been updated to read “Include labor hours designated per labor category, correlated to the prices in the bid schedule.”
4. Schedule B, Attachment 7: Is the table provided and labeled Government Historical Hours actual hours performed on the current contract?
These are approximate Government historical hours based on current and previous contracts for the subject acquisition.
5. Schedule B, Attachment 7: Regular Labor Instructions #2 states there are four trade categories provided below with hours associated for each lab. These positions have been identified as critical/necessary. There are no hours listed for the Clerk/Office Assistant.
Questions:
Is the Clerk/Office Assistant considered a “critical/necessary” position?
See question #2 above.
Would the government provide hourly wages for the current SCA employees?
The Government cannot provide contractor paid wage rates. Please see Amendment 0001 for most recent SCA Wage Determination.
6. Attachment 7-Bid Schedule: Tab “Contractor Bid Schedule Instructions” Table Titled “Government Historical Hours”.
Questions:
Is the government’s historical hours provided on the instruction tab accurate numbers or listed as an example?
See questions #4 above.
If hours are accurate, does the cell titled “Add’l Labor categories determined by offeror” Include both work under $10k, above $10k and PM, or does it include work under $10k and PM?
Add’l Labor categories determined by offeror refer to all prime labor for work performed under CLIN 0001 and 0002.
If hours are accurate, Why are there no hours provided for “clerk/office assistant” if this is a critical position?
See questions #4 and question #2 above.
Will the government provide the wages of the current employees?
The Government cannot provide contractor paid wage rates. Please see Amendment 0001 for most recent SCA Wage Determination.
Will the government confirm that attachment: “7 - Bid Schedule” does not count towards the 10 page price volume limit?
Attachment 11, para. 5.1.2 (a), cover letter and para. 5.1.2 (d), Bid Schedule count towards the 10 page limit. Paragraphs 5.1.2 (b), (c), (e), and (f) are considered part of the solicitation and do NOT count towards the 10 page limit.
