CE Facility & Equipment Support Service – Pre-Site Visit Q&A

1. Will the government provide this list with date timeline? (Attachment 6 - Historical repairs over $10k has date timeline)

Attachment 5 data is from January 2014 through August 2016.

2. We cannot locate an Appendix K. Will that be provided in an Amendment?

This paragraph will be updated and the solicitation will be amended after the site visit. It should reference Appendix J.

3. PWS paragraph 3.2.1 states, the contractor shall provide sufficient technical expertise (as described in Appendices K and L) in complex mechanical and electrical systems . . .We do not find Appendices K and L (appendices only go to J). Will these Appendices be provided in an amendment?

The paragraph should site Appendix J only. Amendment 0001 will update this error.

4. Appendix J has several job titles and their required qualifications. Many of the job titles in appendix J are not reflected in the DOL wage determination provided in the RFP. Is there another wage determination associated with the performance required for Wright Patterson Civil Engineering Lab Support?

No, the one provided (updated 20 July 2017 and included in Amendment 0001) is the only one. It is up to the offeror to determine which SCA categories to use and annotate on the bid schedule.

5. In reviewing the provided documents, it appears that there is no historical data for Architectural/Structure maintenance/repairs. Is it the intent to perform mechanical, plumbing, equipment preventive maintenance and repairs/upgrades only?

Yes, there is NO requirement for architectural/structure maintenance repairs.

6. Will the successful bidder be performing building architectural/structure/envelope type repairs as well?

No

7. What is the time frame for the provided historical repairs both below and above the 10K threshold?

Is the information provided a years’ worth of work completed or multiple years.

This data is from January 2014 through August 2016.

8. LAB 2 is indicated on the building listing provided but it does not seem to show up on the equipment listing?

Lab 2 on the building attachment but has been removed from the requirement. This was an oversight on the Governments part.

9. PWS 4.2.1, Labor Pooling…In this section Labs 1, 6 and 10 are the only labs where labor pooling is acceptable. Labs 3,4,7,8 and 9 will have exclusive personnel assigned…What about Labs 2 and 5? They are not addressed?

Lab 2 is no longer a requirement. Lab 5 was absorbed under Lab 3.

10. Appendix K is not provided as indicated in the PWS 3.9.1.

This paragraph will be updated and the solicitation will be amended after the site visit. It should reference Appendix J.

11. Is the incumbent eligible to bid on this requirement?

Yes

12. What was the annual value of the contract for each of the last 5 years?

Approximately $5M-$7M per year.

13. Will the Government provide how large this contract will be? What the ceiling on it is?

The contract ceiling is located on page 14&15 of the SF 1449. Also see equipment list for number of maintenance items.

14. Will the Government provide estimates for volume of work for each position?

In Attachment 7 under tab one we provided historical hours for some positions for each lab. You should use the PWS, equipment list, preventative maintenance task listing and historical repairs attachments to determine the volume your company needs to execute this requirement.

15. Will the Government accept CPARS Reports for Past Performance if they meet Reference acceptance criteria?

No, the Past Performance Questionnaire is directly related to the critical performance items of this acquisition. CPARS report may/may not cover these critical aspects.

16. Will the Government provide level of effort for the requirement for pricing purposes?

The level of effort is based on maintenance schedules (monthly, quarterly, semi-annually, and annually) listed in RSMeans or the PMTLs (Attachment 4). Level of effort for repairs and replacement is hard to determine which is why we included historical data (Attachment 5 & 6).

17. What factors did the government use to establish the current and projected anticipated support levels?

Levels of service are based on industry standards (RSMeans) and the Wright-Patterson AFB Preventative Maintenance Task listing (Attachment 4).

18. Can the Government additionally clarify if there are any specific task areas under the PWS that are currently not supported by a contractor for this requirement?

There are no specific task areas under the PWS that are not currently supported by a contractor.

19. What is the number of hours the Government is using for one FTE?

Please see note in Attachment 7, Instructions tab.

20. Will the Government provide any additional proposal submission requirements?

Not at this time.

21. Will the Government extend the due date for three weeks after questions are answered?

Not at this time.

22. Page 1 of Attachment 11 states the period of acceptance is 180 days after proposal due date; and page 6, section 5.1.2 (a), states 90 days. Which is correct?

Page 1 of Attachment 11 is correct. The period of acceptance is 180 days after proposal due date. Page 6, section 5.1.2(a) has been updated in Amendment 0001.

23. It states that tabs and glossaries are exempt from the page limits. Are cover letters, title sheets, and table of contents also excluded from page limits?

Yes, Cover letters, title sheets, and table of contents are excluded from page limitations.

24. Are subcontractor/teaming/joint venture partner consent letters included in the Past Performance 20-page limit?

Yes

25. Can we use a CPAR in lieu of PPQ? In our experience with past proposals it has been difficult to request this from Contracting Officers so close to the fiscal year-end with requests for PPQs.

No, the Past Performance Questionnaire is directly related to the critical performance items of this acquisition. CPARS report may/may not cover these critical aspects.

26. Is it correct to interpret the following statement as such: Questionnaires should be sent to our contract references no later than August 4th and they are to submit them to AFLCMC/PZIO by the proposal due date?

Questionnaires should be received no later than 4:30 PM EST on 4 August 2017. Offerors are responsible for ensuring their reference sources receive the questionnaires in time to complete and return the questionnaire to AFLCMC/PZIO and be received no later than the proposal due date.

We would like PPQ's submitted to the Government by 4 August 2017, however they HAVE to be received prior to the solicitation closing date/time.

27. There is a requirement to include experience/duty description of each management and non-management employee. This could be lengthily, and with the page limitations, can these be excluded from the page count?

No, the key is to be concise about relevant experience.

28. Can you provide guidance on what media is approved to submit our proposal electronically? May we use Pdf except for the pricing information, which can be submitted in excel.

Yes, PDF is preferred and Excel for the pricing sheet.

29. Can you please provide more detail on how you will be evaluating our past performance based on Magnitude, relevancy, and complexity? Will there be a dollar, square footage, building and/or Lab experience threshold?

Please see Attachment 11, Section 6.4 and subparagraphs.

30. Will we need to submit the PPQ 1st page in our proposal; to provide guidance of which contracts/POC each contractor used? If so, does this count toward our page count?

Cover letter does not need to be submitted with your proposal. Please refer to Attachment 11, Section 4.2 on page count.

31. If 11 x 17 page is used, does that count as one page?

Yes, refer to Section 2.2.1.1.

32. Attachment 11, ITO Section 6.2.1.1, Subfactor 1: Management Approach states...Include labor hours designated per labor category, correlated to hours in bid schedule. If properly completed, this could utilize 2-3 pages of our page allocation. May this be omitted from the page count?

No, the key is to be concise about the information provided.

33. First page of the ITO. Period of Acceptance of Offer is asked to be 180 days after proposal due date. Whereas under Section 5.1.1 it is requested that the Period of Acceptance after proposal due date of 90 days. Which is correct?

Page 1 of Attachment 11 is correct. The period of acceptance is 180 days after proposal due date.

34. On the SF 1449 for CLINs 0003, 1003, 2003, 3003, 4003, and 5003. Should the type of Line Item be listed as T&M rather than FFP?

These CLINs are Firm-Fixed Price. A firm-fixed price CLIN is not subject to any adjustments on the basis of the contractor’s cost experience in performing the contract. Material Handling Fee in your proposal is fixed rate and will not be adjusted. Secondly, the Materials/Subcontractor proposals are negotiated prior to any approved purchase and/or start of work. So the types, quantities, and price of the materials will be definitely known.

35. On the SF 1449 for CLIN 5001 the quantity is identified as 6 months whereas the Delivery Information the period of performance for CLIN 5001 is identified as from 1 Dec 2022 to 30 June 2023.

The identified POP is seven months. Which POP is correct?

Delivery information will be updated in Amendment 0001.

36. Reference page 49 of 63 in the solicitation, paragraph 52.245-2 (e). Please provide further identification, quantity, and location for the gas tanks/cylinders to be provided as government property being provided under this solicitation. Will the government provide refills for the identified tanks/cylinders?

Please reference PWS, section 3.6.1, Refrigerant Inventory for in-depth information on this question.

Inventory consist of Refrigerant type, quantity, and location.

37. Performance Work Statement (PWS) paragraph 2.5. In this paragraph and throughout the PWS, references to the CDRLs were made such that they could be found in Appendix C. Are we right in assuming the reference should be made to Appendix A in all cases?

Correction made in Amendment 0001.

38. PWS paragraph 2.7. The Fair Labor Standards Act defines overtime as those hours worked over 40 hours in a week. Using this definition, “after hours work” may or may not be classified as overtime, but can only be charged as overtime after 40 hours have been worked in a given week. Please provide further clarification of the invoicing of “after hours work.”

Paragraph 2.7 has been updated in Amendment 0001.

39. PWS paragraph 3.3.1. Will the AF include access to RSMeans data in LabPM or will the contractor be asked to provide and pay for the required RSMeans data?

Contractor will NOT be required to provide and pay for RSMeans data. LabPM already includes RSMeans data.

40. PWS paragraph 3.4.2. Are we correct in assuming that the location of the “Information Assurance requirements” is in Appendix H?

PWS has been updated in Amendment 0001.

41. PWS paragraph 3.4.5.4. The heading of the second and third columns of the provided table do not match the paragraph 3.4.5.5, 3.4.5.6, and 3.4.5.7 headings. Which are correct?

Information updated in Amendment 0001.

42. PWS paragraph 3.9.2, third paragraph, last sentence…Should the “and” in the sentence be “and/or”?

Yes, updated in Amendment 0001.

43. PWS paragraph 4.0. Are we correct in assuming the Appendix reference should be “C”?

Yes, updated in Amendment 0001.

44. PWS paragraph 5.4. Is the “PWS Para” for SS-4 of 3.9 correct? Should the “PWS Para” for SS-5 be

3.4.1 instead of 3.4?

IN SS-4, 3.9 is removed. For SS-5, 3.4 encompasses all subparagraphs.

45. PWS paragraph 8.1 under heading MATERIAL RECYCLING/DISPOSAL. In the middle of the paragraph it states that “The cost for dumpsters at the Contractor’s shop area shall be the responsibility of the contractor.” In the very next sentence it indicates that recycling bins are to be provided by the Air Force.

Please clarify these instructions.

Amendment 0001 clarifies 8.1.

46. CDRL A010 Section 5. Are we correct in assuming the reference to Appendix K should be Appendix J?

Yes, this CDRL should reference Appendix J. CDRL is updated in Amendment 0001.

47. Solicitation Attachment 2 entitled Building Numbers. As indicated in PWS Appendix C, The first two digits of building numbers indicates the area at WPAFB the building is located i.e. 10 = Area A and 20 = Area B. There are several building numbers in the list where the first two digits are 30. In which Area at WPAFB are these buildings located?

10 and 30 = Area A. This information was updated in Appendix C.

48. Solicitation Attachment 2 entitled Building Numbers. It is noted that there are column headings for Lab 2 and Lab 5 whereas the table in the “Contractor Bid Instructions” provided in Attachment 7 and PWS paragraph 4.2.1 do not include these two Labs. Will Labs 2 and 5 be covered under this contract?

Lab 2 was removed. Lab 5 facilities were combined with Lab 3.

49. Solicitation Attachment 7. Option Year 2 Overtime rates for the Lead Technician and the Industrial Controls Mechanic are filled in. Are we to assume that these rates were filled in as an example?

This information was included to test the formulas in the spreadsheet. They are removed in Amendment 0001.

50. A list of tools was provided in Attachment 13 to the solicitation for Lab 8. The tools identified seem to be all from Building 18 or solicitation Lab 8. Are these tools to be utilized when working in the other solicitation identified Labs or will tools be provided, as well, from the various other Labs for work in their facilities? Because of the current Tool Policies in place within most WPAFB organizations which forbid contractors from bring their own tools on Base, will the government provide necessary tools to perform the requirements of the PWS currently not identified on any of the provided tool lists?

The facility tools, Attachment 13, are tools that may be used in Lab 8 only. The contractor is not required to use them. In accordance with PWS, paragraph 1, the contractor shall provide all personnel, tools, supervision, and other items and service to perform…

51. In the instructions, you include a page count for the Cost/Pricing Volume (limit of 10 pages). Since we’ve not commonly seen a page count limitation for this volume, can you confirm that this 10-page limit is correct?

Only a Pricing Volume is required. The 10 page limit is correct.

52. In Attachment 7 spreadsheet Regular Labor Tab (OY1 Table), the formula for the total does not account for the last 3 rows of the table (when you enter data in these rows, the data is not included in the total). Please correct the formula in the total cell.

Spreadsheet has been updated and is posted with Amendment 0001.

53. In the Attachment 7 spreadsheet, TEP tab, there’s a formula error for CLIN 0001-5001 that does not pull the total from the Regular Labor Tab – displays “#value.” We believe the formula should reference only cell ‘Regular Labor’!O14 and not ’Regular Labor’!O14:P14.

The formulas in the spreadsheet have been corrected.

54. In the Attachment 7 spreadsheet, TEP Tab, there’s a formula error for CLIN 0002-5002 that does not pull the total from the Overtime Labor Tab – displays “#value.” We believe the formula should reference only cell ‘Overtime Labor’!I4 and not ’Overtime Labor’!I4:J4.

The formulas in the spreadsheet have been corrected.

55. In the Attachment 7 spreadsheet, TEP Tab, should totals for overtime price and material price be rounded to the nearest $ to be consistent with cell B3 and B7?
