Two questions:

(1) Are Project Examples required to be double-spaced? If so, would the Government consider excluding these from the 45-page limit?

(2) Are Project Examples required for our A/E partner, and if so, does the 3 to 5-project requirement include their projects?

1) Project examples may be single spaced

2) A/E Partner does not need to provide 3-5 separate projects. The Government assumes that the A/E partner or sub would be included as part of the prime’s 3-5 project examples.

With SABER there may be multiple project executed at the same time. This requires staff to take on multiple rolls of various projects concurrently. An example would show how your company has carried out multiple projects where the staff may have been responsible for concurrently.

The Scope of Work States: “Provide Sound attenuation insulation to achieve an STC rating for privacy (STC 52)”, the door frame assemblies are not defined as needing to obtain an STC rating, does the Government require STC rated door and frame assemblies? If so, to what rating?

Solicitation Section 3.4 Electronic Offer states, “The proposal shall be structured as set forth in the table in paragraph 3.1 above, where each item listed in the table shall be a separate folder containing the appropriate file(s). Use separate folders to permit rapid location of all portions, including Subfactors, required plans, exhibits, appendices, and attachments, if any.” Please clarify if the Government requires each Volume to be compiled into one file or if the Government prefers each individual source file to be submitted separately under a folder for each Volume?

Each volume shall be one folder, with documents for that volume enclosed in that folder. Please note, when uploading folders to DoD SAFE, they must be in a zipped format, as folders will not upload if folders are not zipped.

Step 2, Subfactor 1: Management Approach, Item D. states, “Provide evidence (personnel resumes) of qualified key personnel as defined in Section 3 of the SOW.” Please confirm that the key personnel requirements and qualifications as provided in the SOW are the only personnel requirements that must be met and that there are no additional specifications that define personnel qualifications. If there are any additional personnel specifications that apply, can these be provided by the Government as soon as possible so that bidders may have an opportunity to adjust proposed key personnel accordingly?

SOW Spells certifications as required or calls for requirements and certifications for specific job types.

Step 2, Subfactor 2: Project Planning and Execution, Item F., states that the “proposed coefficients for the base period shall be applied to the seed project.” However, Volume III – Factor 2, Price, paragraph 5.1.2. Price Data, states that “Under no circumstances shall this data and documentation be included elsewhere in the proposal.” Please clarify if the coefficients are to be revealed in the Technical Proposal with the R.S. Means breakout for the seed project.

All pricing information shall be within Volume III. It is expected that the Seed Project documentation also contains pricing information.

Statement of Work, Section 7.0 Quality Control, paragraph 7.1 states, “A finalized version of the quality control plan submitted with the Technical Proposal shall be submitted to the Contracting Officer within thirty (30) days of award.” Please confirm if a Quality Control Plan is to be submitted with offeror’s original proposal. If so, can this plan be excluded from the page limitation?

SOW Section 8, Site Office states the “site office shall be manned continuously during standard working hours and include the following functions: contract manager, task order managers, estimating, negotiating, scheduling, communications, and construction quality control.” However, SOW paragraph 3.1.5 indicates estimating and negotiating may be performed from a remote office. Please clarify the requirements for on-site capabilities.

The trailer should be manned by appropriate administrative personnel to ensure point of contact is always available.

The SOW indicates that the majority of Task Orders will be under $1 million, but the project size is capped at $5 million. Would the Government please provide an estimate of the percent of work that is anticipated to exceed $1 million.

Task Orders are provided by Fiscal Year. The scope and costs associated with each varies. An exact percentage cannot be provided.

There appears to be conflicting information regarding the use of RSMeans labor line items in Statement of Work paragraph 11.1.2 and paragraphs 11.1.6.1 and 11.1.6.2. Please clarify the allowable use of the RSMeans labor line items.
11.1.2 Defines what the RS Means Pricing Book contains. This states that RS Means includes RS Means labor costs as line items of work. For 11.1.6.1 and 11.1.6.2 coefficients these DIV 01 labor line items shall not be used. The labor line items shall be included in the contractor’s adjustment factor.

Is it the intent of the seed project to provide a complete STC-52 rated envelope for the new office spaces or just to provide an appropriate level of insulation for conversation-level privacy from the hallway?

The intent of the STC 52 rating is only desired for the partitions between adjoin and public spaces. Existing walls between current conference room and adjoin offices, wall between existing conference room and hallway and new partition wall between proposed offices. NOT the exterior wall or floor/ceiling.

For the seed project deliverables, is it required that offerors apply the formatting requirements specified for the remainder of the proposal as defined by paragraph 3.1.2 (e.g., 3/4-inch side margins, 12-point Times New Roman font, and double spacing) or would the Government prefer that deliverables conform to the format of a typical design task order submittal, given that reasonable font size, spacing, and margins are applied?

Formatting requirements shall follow the guidelines under paragraph 3.1.2 for all Offerors to have the same consistent format.

From our experience at the site visit on Feb 24, 2021, and our questions concerning existing equipment and infrastructure, we respectfully request as-built drawings that depict at least the immediate area, as well as drawings that would depict the mechanical room holding the mechanical equipment serving the subject area, as well as the server room to which necessary cabling needs to be routed to. Any details regarding the one-line diagram depicting the Fire Alarm Control Panel are also requested.

There is a provision in the solicitation requiring proof of documentation of domestic ownership. The operative language is as follows:

Provide documentation showing that the prime contractor level is US owned/operated contractors/companies; foreign contractors are prohibited to participate at this particular level. Provide certification by the Joint Certification Program (JCP) administered by the Defense Logistics Information Service (DLIS).

A. Question: If a bidder would choose to propose as a joint venture between a domestic 8a company and a foreign owned firm, with the 8a as the majority stakeholder of the firm, would such a joint venture violate the provisions of this requirement, namely having a foreign owned venture partner owning a minority stake in the Joint Venture?

B. Follow-on Question: Given that the response to the solicitation requires the offeror to be an 8a firm with a bona fide place of business in Ohio, or a Joint venture owned in the majority by the 8a, how is it even possible for a foreign company to enter into this competition given the nature of the 8a certification?

Solicitation, Section L, 3.4 – states “Electronic files shall be titled SABER_Rebuy_Contractor_Name_WPAFB_2021”. With multiple folders (one for each Volume) and files (subfactors/sections), do we include this as the name of each folder and file? Should we put the Volume # or Subfactor # after the 2021 in the title?

Yes. The name should be included on each folder and file to ensure all files submitted are credited to the contractor submitting. Volume # and Subfactor # should be included after the title.

Per QA Log No. 12: “Each volume shall be one folder, with documents for that volume enclosed in that folder.” Is it sufficient to include a combined PDF of each Volume (to include table of contents, glossary, all sections, etc.) and also include separate files of each section/subfactor?
For the purposes of review, the documents (PDFs) should remain separate rather than combined.

Per the solicitation and QA log responses, there are multiple items that are excluded from the page count (i.e. JCP documentation, teaming agreement, resumes, seed project proposal). Do you still want those pages sequentially numbered if they are excluded from the page limits?

In the 2021 RS Means Facilities Construction Cost Data manual, there is a new section, 01 21 53.65, incorporating items for infection disease precautions. Please clarify if contractors will be allowed to use these line items on the new contract as long as COVID-19 protocols are mandated on projects?

If the common wall between adjacent space to the west is to remain, what is the construction assembly? We need to determine what is required to meet the STC rating.

If any walls are to be removed, then any existing wiring, receptacles, or other utilities shall be removed. For this project, no walls are removed.

Attachment 3 – SEED SOO.docx: Item 10.5.1 references “Return Duct Lines”, during the site visit upon inspection of the space above the acoustical ceiling, there was a single supply line and nothing identified as a return line ducting. Is this facility a ducted return or a return air plenum?

Site Visit: Contractors identified that there appeared to be a built-up GWB assembly on the corridor side of wall. If this is multiple layers of GWB in an attempt to increase the STC rating, please provide the wall assembly to determine the requirements to bring this wall to the STC 52 rating.
The make-up of the wall assembly for the corridor wall may be altered only from the interior of the new offices. The corridor side should not be altered. Wall assembly types are only provided and required for Sensitive Compartmented Information Facilities to meet a required DoD Standard. This is correct. No masonry work is part of the scope for this project.

1. Is this for all walls? (East, West, South, North)

2. What is the existing East Wall construction? It looks like it could be masonry or concrete.

3. Are we to assume the doors required per 10.3.6 are to be full STC 52 Rated assemblies? (door/frame/hardware) Is the STC 52 a prescribed construction, or will there be testing requirement for the assemblies and spaces?

1. This rating requirement for Sound Privacy is for the corridor wall, adjoining walls shared with other office spaces and the new partition separating the conference room. Not the exterior wall, floor or ceiling.

2. This should be identified in the As-Builts.

3. Yes the door and frame assembly should meet the STC 52

4. STC 52 is a prescribed construction. Testing is not required.

Are there and based facility design guides, or facility standards that need to be considered? And will the government provide these documents?
There is a Base Facility Standard (BFS) specific to WPAFB. This document will be provided.
