About this file

This document is an excerpt from the Department of the Air Force (DAF) Contracting Compass containing standard contract clauses and requirements applicable to DAF acquisitions.

The document establishes four primary contractual requirements. First, it designates an ombudsman to hear and facilitate resolution of concerns from offerors and potential offerors, with the ombudsman maintaining strict confidentiality as requested. Interested parties must first address concerns to the contracting officer before consulting the ombudsman, and unresolved issues may be escalated to the Department of the Air Force ombudsman at SAF/AQC. The ombudsman has no binding authority and cannot render final decisions. Second, contractors are prohibited from providing products or services requiring Class I Ozone Depleting Substances (ODS) in testing, operation, or maintenance, including specified halons, chlorofluorocarbons, carbon tetrachloride, methyl chloroform, and methyl bromide. Third, contractors performing work on Government installations must take all reasonable steps to prevent accidents and preserve health and safety of personnel, comply with Department of the Air Force Occupational Safety and Health (AFOSH) standards as directed, and violations may result in contract termination. Fourth, contractors must obtain base identification, vehicle passes, and Common Access Cards (CACs) for personnel requiring frequent base access or logical/physical access to Department of Defense facilities. Contractors must submit written requests to the contracting officer with employee information, maintain current credentials, provide emergency contact information in the Emergency Mass Notification System, return all passes and CACs upon contract completion, and comply with local security procedures and DAFI 31-101 requirements. Failure to comply with access and credential requirements may result in withholding of final payment.

a. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
