About this file
This is an Amendment to Solicitation/Modification of Contract (Standard Form 30) for solicitation FA8533-25-R-0002, issued by ATS/Human Systems at Robins Air Force Base, Georgia. The amendment extends the proposal due date from indefinite to March 17, 2026 at 3:30 PM EDT and extends the proposal validity period from 240 days to 730 days. The amendment deletes the organizational conflict of interest clause (DAFFARS 5352.209-9000) in its entirety and revises estimated quantities on three prototype CLINs (0007, 0008, 0009) from 4 to 2 units each. The amendment renames and incorporates multiple surge option CLINs related to expedited delivery of handheld tester kits and fault isolation tester kits for F-16, F-15, and A-10 aircraft at O-Level and I-Level, and incorporates a Nuclear Safety Analysis Report (DI-NUOR-81405B). CLINs 4001 and 4004 are reserved. All affected CLINs are designated as high-value items under FAR 52.246-24 for limitation of liability purposes.
The amendment updates contract clauses, incorporates progress payment provisions (FAR 52.232-16 and variants, DFARS 252.232-7004), reserves multiple security, telecommunications, and other compliance clauses, and includes duty-free entry provisions. It modifies contract definitization requirements, establishing a proposal submission deadline of March 17, 2026 and a subcontracting plan submission deadline of the same date. The amendment replaces attachments including the Industrial Safety & Health Requirements Safety Plan (August 26, 2025), Statement of Objectives (September 10, 2025), evaluation instructions and basis (February 17, 2026), Excel Cost Model (September 15, 2025), Contract Data Requirements List (February 5, 2026), and Technical Manual Contract Requirements (August 26, 2025), while removing the Intellectual Property Rights attachment. K-900 representations identify five non-government advisor firms authorized to review proposals: DCS Corporation, General Dynamics One Source LLC, HX5 LLC, PE Systems Inc, and Sumaria Systems LLC.
