Staircase Truck (Standard and C-5) Question and Answers
December 4, 2012
1. Question: In C-5 CID A-A-59889 Amendment 1, Option 6.2.e was added for "When engine only is compatible with ultra low sulfur diesel fuel (Non-Export Option) is required". There are no Items in the solicitation for this. I understood that all current C-5 stair requirements are for ULSD-only units.
Answer: RFP Amendment 0002 incorporates a superseding RFP. This superseding RFP will supersede the original RFP and Amendment 0001 in it is entirety. The superseding RFP revises the CLIN Structure to allow for 2 Engine Versions (JP-8 and ULSD) per Model of Staircase Truck. The subsets are redefined as follows:
(a) Standard Model Staircase Truck --JP-8 Version and Ultra Low Sulfur Diesel Version (ULSD)
(b) C-5 Model Staircase Truck -- JP-8 Version and Ultra Low Sulfur Diesel Version (ULSD)
This revision of CLIN Structure should mirror the CID and all Amendments.
2. Question: Quality Assurance Stipulations - The ISO "Number" (9001-2008) conflicts with "Date" (2000) in all line items where it appears.
Answer: Superseding RFP, issued through Amendment 0002, changes the quality assurance inspection to Commercial Inspection. Therefore, all reference to ISO 9001-2008 was deleted.
3. Question: We have not been able to identify the quantity or form of any Technical Manual or Instructional Media packages for delivery with individual production staircase truck units. Are none required?
Answer: Superseding RFP CLIN Structure: the Technical Manual CLIN for the Standard Staircase Truck is 0008 and the CDRL ELIN is B001. The Technical Manual CLIN for the C-5 Staircase Truck is 0015 and the CDRL ELIN is E001. Instructional Media packages are not required for this acquisition.
4. Question: We recommend that Contract Data Requirements List (CDRL's) C0001, C0002, F0001 and F0002 (in all instances) and any statement "same parts as pre-production unit" (pg. 52 of 94 last sentence of (a) -for example) be removed from this solicitation and be replaced by a requirement for the supplier to provide a Configuration Management Plan.
Ref: MIL-HDBK 61 (Section 2.1 and Appendix C) Reasoning:
a) There is a significant cost and schedule risk based on the inclusion these CDRL's in the solicitation.
b) Drawings and Associated Lists are not deliverables under this contract.
c) It is generally accepted that the supplier has complete Configuration Control in a Commercial Item.
Answer: We have decided not to remove the verbiage “same parts as pre-production unit” in order to maintain a consistency throughout the pre-production, testing, and manufacturing stages. The parts established in the pre-production unit will form a baseline for the vehicle and any changes required thereafter should be processed through an Engineering Change Proposal. This is done to ensure direct communication between the supplier and Air Force and to aid in preserving the integrity of the parts and components that are crucial to the successful operation of the Air Force Vehicle Fleet.
5. Question: Reference 52.246-11, standards requirement, ISO-9001-2008.
Our current Inspection System Mil-I-45208 provides a documented inspection system to assure continuity and quality objectives are met. Our quality assurance system applies to commercial and military items alike and sets forth essential elements of an inspection system. These elements include material inbound inspection, in-process inspections, training of employees, corrective action program, and final inspections reports (FIR's) which are completed prior to notifying the local DCMA QAR for acceptance inspection. With control of measuring and testing equipment, drawing and changes, and technical manual documentation our system is considered equivalent to (higher level quality requirements) and thus meeting industry specific standards.
We request adding "or equivalent" at the higher level quality assurance Requirements
Answer: See Amendment 0002. The quality assurance inspection requirements will be changed to Commercial level requirements, Addedum paragraph will address additional Welding Inspection requirements.
