Staircase Truck (Standard and C‐5) Questions & Answers February 1, 2013
1. Question: There are concerns regarding the CDRL’s for both the Engineering Change Proposal (ECP) and Request for Deviations (RFD) and their potential negative impact on the required delivery schedule.
If an issue/concern arises it stops production until a solution is given, agreed upon and implemented.
Regardless of what time is required to reach a solution, the delivery timeline remains the same without taking into account this unforeseen delay created by ECP’s or RFD’s approval or disapproval actions.
Does the Government anticipate required delivery dates being modified at no cost to the successful contactor with respect to ECP’s and RFD’s?
Answer: If an issue or a concern arises due to an Engineering Change Proposal (ECP) or a Request for Deviation (RFD), the contractor and the Government will work together to find a reasonable solution.
The Government may extend the delivery as needed and/or upon request of the contractor. There will be no negative impact on delivery schedule due to an ECP or a RFD; however, terms and conditions agreed upon as a result of an ECP or a RFD can have a negative impact or cost the contractor if those terms and conditions are not met.
