Staircase Truck (Standard and C‐5)
Questions and Answers
January 4, 2013
1. Question: Please provide clarification on paragraph 3.1.3 Compatibility testing, in the statement of work (SOW) for the C‐5 Staircase. With respect to shipping, can the unit be driven to and from the test site, or does the Government require transported via tractor trailer, removable gooseneck type (RGN)?
Answer: The trucks have to be shipped in accordance with Transportation and Packaging Requirements.
The method used to ship the trucks is contractor’s choice; however, the contractor needs to ensure they provide a way to load and unload the trucks wherever they are shipped.
2. Question: Request clarification with respect to Military packaging and marking page 73 of the RFP.
Level B packaging of Mil‐Std 2073‐1 implies crating of the staircases is necessary?
SPI 00‐011‐2754 provides guidance for mobile configuration both CONUS and Overseas‐Mobile.
Please advise which is the appropriate configuration?
Answer: Packaging Requirements, Form 158, have been revised and uploaded to FBO. See Amendment 0004 of the solicitation. Packaging and Marking shall be in accordance with Packaging Requirements, dated January 4, 2013; Special Packaging Instructions, 00‐011‐2754, Revision F; and Packaging Instructions_revised. MIL‐STD‐2073‐1 covers stock and mobile stock. All mobile stock does not have to be crated. Because the Staircase Trucks are actual vehicles, they do not have to be crated. The SPI remains applicable. Trucks may ship CONUS and/or OCONUS based on need.
