C130 ISO Stands Req # FA8533-08-R-20817
Section #
Question 3.9.10 What is meant by "oil canning" fatigue that is unacceptable.
“Oil canning” is any waviness in the decking.
3.9.7, 4.4.4 Both of these sections mention an "over wing bridge retraction system". Please expand on the details of this system (beyond needs to be operable by one person).
The over wing bridge retraction system is a design that shall allow access on top of the wing. The design shall be able to adjust to the various heights of the airframe from the ground to the top of the wing and also adjust to the various stand heights from the stand platform to the top of the wing. The design shall meet these requirements without damaging the airframe.
Option II This section estimates both eight and nine units for delivery in item 2001. Please clarify which is correct for use in the proposal.
9 Each Purchase description para 3.9.6 Under what circumstances would you remove a stand with the airplane in dock and why?
One example is when an engine needs to be removed while the airframe is in dock. Other maintenance and inspection tasks can continue if only the sectional stands around/under that engine are removed.
Are we expected to include under stand fire suppression? No The EPS clause allows for adjustment in steel and aluminum prices, however the Unit Price is broken down into feet. Steel and aluminum are both priced in pounds, not feet, is this unit price correct?
A price based on the footage ($/ft) can be obtained if you have the area (ft2), and the density (lbs/ft3) of the material.
3.3 Adjustable Deck sections are required to extend and retract within 10 seconds, does deck sections refer to the sections we submit or to a single retraction device?
The adjustable deck sections refer to a single retraction device.
3.9.6 States that Handrail shall not have any “play” in them, what do you mean by the term “play”?
The term “play” refers to the movement of the handrail in any horizontal direction.
3.9.7 We are interpreting a total of seven sets of stairs for each stand, one of which will have a two tier design, is this correct?
There will be a total of 8 set of stairs.
3.10.1 The stands are to be located so that a prop can be operated or run while the plane is in the maintenance position. However in this section it describes the need for tool boxes to be located in front of the prop area, are there stands in front of the prop area?
Yes, there are stands in front of the prop and these stands shall be able to accommodate toolboxes. The requirement is for the props to be able to rotate (not operated or run).
