Questions: July14, 2008:

Section 3.9.5 of the Product Description titled "Air Systems/Connections" states "Quick disconnect sockets shall be capable of supplying regulated air pressure up to 150psi @ 250 CFM."

Question: Is 150psi @ 250 CFM referring to the collective maximum sustainable draw of the entire stand system and not each individual socket?

150psi @ 250 CFM is referring to the collective maximum sustainable draw of the entire stand system.

Question: Assuming yes to question #1, this pressure and volume is not typical for traditional hangar maintenance facilities and operations. Is the pressure and volume requirement correct?

Pressure and volume requirements are correct.

Question: On page 41 of 64 in the RFP, there is a discussion explaining the EPA determination. Questions have been asked concerning the 10% limit on increases and answered. As a follow up, FAR 52.216-4 allows modification of the 10% increase limit upon approval by the chief contracting officer. Has this been taken into account in the decision to limit the increase to 10%. FAR clause 52.216-4 is provided below:

Yes. FAR 52.216-4 was reviewed carefully and the decision was made to limit the increase to 10%.

Question: It is our understanding that the "Stretch" version of the C-130 is indicated with a -30, for example C-130H-30 or C-130J-30 or the (S) designation for example C-130H(S) or C-130J(S). None of the models listed in the PD under 1.0 Scope include a model number with a -30 or an (S), are we to understand that the stretched version of the C-130 does not need to be considered in the design of the stands being proposed?

The majority of the C-130J's are stretch models.

CDRL001 - final delivery due 60 days prior to production hardware delivery to USAF

Question: Please clarify is this means delivery 60 days prior to delivery of the baseline article per CLIN 0001 or is this delivery 60 days prior to delivery of production units during the option years.

Delivery 60 days prior to delivery of the baseline article.

Question: If delivery of the manuals is tied to the delivery of the baseline article, please clarify what is considered delivery. Is this physical delivery of the stands prior to OT&E or final delivery once the baseline has been established?

Final Delivery once the baseline has been established.

TM-86-01M - p3 - Program Specific Requirements

Question: IPRs are scheduled at the 35 and 70% levels of completion. The text suggests that the Verification Copy Review (VCR) and Pre Publication Review (PPR) will be held during the 35 and 70% IPRs. Please confirm that this is the Government's intent or if the VRC / PPR must be separately scheduled events.

These are separate events.

Question: RFP Page 2, Para c: The RFP says Air, Electricity and 30K sq ft shall be supplied by the base. Does this mean the base will hook up the air and electricity or that they will just bring the lines into the proximity (say within 50 ft) of the stand? Our experience indicates that there is significant cost in hooking up electricity/air to pieces of equipment. Please clarify.

The base will bring the lines into the proximity of the work space.
