13. With regards to the PPI Tool, the instructions provided by the Government for using the PPI tool have not resulted in successful test runs after several attempts, and appear to only be applicable for Solicitation FA3002-19-R-A001, not the current solicitation. d. Is it the Government’s intent that offerores enter the CPARs into the PPI tool?

Govt response: It is within the offeror’s discretion to determine which efforts to include in the PPI Tool within their allotted 3 efforts. Should there be CPARS available for any of the 3 efforts submitted for evaluation, the offeror shall include all available CPARS within their proposal submission. Offerors will also complete the Relevancy Assessment attachment for each of the efforts submitted for evaluation. Offerors shall follow the instructions identified in Section L in the preparation of their proposals for submission.

17.An issue has arisen associated with the USG-provided TDP for two parts that are manufactured by a vendor. The current revision (REV) for parts numbers 24760-0047 and 24760-0048 in accordance with the TDP provided by the USG with the solicitation is REV G. The vendor has responded to our request for quotation by stating that revision G has been superseded by a later revision and that they will not provide a quotation for that newer version without Prime Contractor providing the drawings for that revision. They did say that they would provide a quotation for Revision G, if the USG provided a letter that stated that they are authorized to quote the older revision G.

Based upon this information, we are requesting that the USG provide either: 1) a letter authorizing the vendor to quote and produce the revision G configuration or 2) a copy of the current revision (that comes after Rev G) for part numbers 24760-0047 and 24760-0048. For your information, these parts go into assemblies 176079-0003 and 176079-0004. –

Govt response: Based on the current TDP only Rev G is authorized. Without further information on the changes that occurred to drive the Revision we can only use that revision of production. Letter provided

18.Do you have a NSN for this data?

Govt response: There is not a NSN specific for the additional data provided 12 December 2024

19. What is the anticipated award date?

Govt response: The govt anticipates award for end of Fiscal Year 2025

20. Can the Government provide an alternative methodology for submitting past performance information electronically?

Govt response: Please utilize RFP attachment 2, and also, instructions in section L attachments 1 and 2 regarding PPI tool and relevancy table.

21. The current RFQ’s requirements drive the certainty of the supplier incurring non-reoccurring costs.

These costs should not be included in the unit cost due to the unknown order quantities and the inability to accurately capture cost. There are no instructions or designated area on the pricing template provided to capture non-reoccurring costs. Please provide guidance on the appropriate place or process to capture non-reoccurring costs.

Govt response: An engineering change proposal CLIN is included on the solicitation and will be included on the contract

22. Due to broken formulas found in FA8523-25-R-0002 Attachment 4- Price Matrix, vendor is requesting the government provide a new proposal price matrix or the instructions for an alternate compliant/acceptable solution to submit proposal pricing information.

Govt response: Corrected formula in cell B10 and B20 on TEP calculation tab. Updated Attachment 4 has been added to the attachments section and previous copy has been removed to prevent duplication.
