The document contains five questions and government responses addressing technical data requirements, CAGE codes, and First Article testing specifications.
Key clarifications include: all drawings CDRLs should use CAGE code 98752 (Robins CAGE code), foreign supplier testing is acceptable for First Article of parts, certain technical data is unavailable due to age and contractor internal software limitations, vendors who previously requested data and provided DD2345 forms have been sent the requested PL201218584 data, and the H901 delivery requirements clause is located within solicitation pages 330-331. The document primarily focuses on technical clarifications rather than detailing the core procurement requirements.

16 January 2025 Questions and Answers FA8523-25-R-0002
1. With regards to SOW, section 2.7, Data Management: ”The Contractor shall place the following on each and every page of data submitted under CDRL Exhibits A, B, and D: CAGE code (Contractor's CAGE for Exhibits A and D; CAGE 98752 for Exhibit B), document number, revision letter, and document date.”
A. Why are only the CDRLs in Exhibit B to contain the Government CAGE Code, 98752?
B. What about the other Exhibits not listed (Exhibits C, E through W)?
Government response: All the drawings CDRLS should require 98752 as that is the Robins Cage
Code.
2. Is using foreign customer contracts for the FIRST ARTICLE APPLICABILITY AND/OR CONDITIONS
FOR WAIVER accepted for FAI Waiver qualification Per Section L pg. 383?
Government response: The government will accept the use of a foreign supplier and their testing for FA of a part.
3. In the USG’s Q&A response of January 6, 2025 (USG Responses of January 6, 2025 6 through 9 below), the USG has indicated that “requested data is unavailable”. This comment is cause for two questions: 1) How can the data be unavailable if it is referenced in TDP and/or SOW? 2) Is it the USG’s expectation for offerors to submit a fully auditable, FAR 52.215-21-compliant proposal offering based upon an incomplete technical data package?
Government response: Due to age of data as referenced, and contractor internal software for test, the government is unable to provide the above referenced data
4. In the USG’s Q&A response of January 6, 2025 (Questions and Responses 4 below), the USG stated that the requested technical data was “in an updated file set released 6 January 2025”.
However, review of the described updated file set is still missing PL201218584. When will that data be provided?
Government response: Vendors who previously requested data and provided a copy of their
DD2345 have been sent above requested data.
5. Is the H901 clause, Delivery Requirements referenced as Table A in section L? Is there a separated document for the H901 clause, if so, please send me a copy.
Government response: Section H is contained within the solicitation document page(s) 330-331
