3 PEP QUESTIONS & ANSWERS
SUBMITTED AFTER RELEASE
OF THE FINAL RFPS
ADDITIONAL QUESTIONS
The following additional questions and answers are provided for informational purposes only and intended to assist in clarifying issues raised by potential offerors regarding the official solicitation. Please note, the official solicitation has set forth and established the actual terms and conditions of this acquisition. Any discrepancy between the official solicitation and these questions and answers must be resolved based upon the parameters of the official solicitation. It was the intent of the Government to resolve the majority, if not all, of the issues raised by these questions and answers within the context of the official solicitation; however, additional questions have been raised after its release.
1. Question: To clarify the USG response to question 4 on 3PEP RFP Questions and Responses Rev 8:
A Teaming Arrangement (comprised of a Prime and Subcontractor) CAN use past performance from both members? Or will USG ONLY accept past performance from J/V members?
Response 1: Past performance will be evaluated in accordance with L-900, Part II, Section C.
Volume II – Past Performance, paragraph 1 and M-900, Part II, Section C, Volume II, paragraph 2.C. The evaluation of past performance of a subcontractor will occur if the circumstances of 13 C.F.R. 125.2(g) are met. That provision states:
(Capabilities, past performance, and experience. When an offer of a small business prime contractor includes a proposed team of small business subcontractors and specifically identifies the first-tier subcontractor(s) in the proposal, the head of the agency must consider the capabilities, past performance, and experience of each first tier subcontractor that is part of the team as the capabilities, past performance, and experience of the small business prime contractor if the capabilities, past performance, and experience of the small business prime does not independently demonstrate capabilities and past performance necessary for award.)
2. Question: Aside from the solicitation numbers and set asides, are there any other differences between the two solicitations and bid sets??
Response: No, the only differences between the solicitations are the set asides and the bid -sets.
