3 PEP QUESTIONS & ANSWERS
SUBMITTED AFTER RELEASE
OF THE FINAL RFPS
ADDITIONAL QUESTIONS
The following additional questions and answers are provided for informational purposes only and intended to assist in clarifying issues raised by potential offerors regarding the official solicitation. Please note, the official solicitation has set forth and established the actual terms and conditions of this acquisition. Any discrepancy between the official solicitation and these questions and answers must be resolved based upon the parameters of the official solicitation. It was the intent of the Government to resolve the majority, if not all, of the issues raised by these questions and answers within the context of the official solicitation; however, additional questions have been raised after its release.
1. Question: In Section L-Proposal Requirements; section D. Volume III, Price Proposal it states “All data relating to the proposed price, including all required supporting documentation, must be included in the section of the proposal designated as the price volume.” With the pricing for this proposal being FFP, LPTA please define required “supporting documentation”?
Response: Offerors are required to submit the unit price per item. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government-obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price.
2. Question: Will the government accept a refurbished part for part number 4200?
Response: Refurbished equipment must be approved by the Government IPT as acceptable and is treated as surplus items. The Statement of Work, para. 5.6 Surplus Items states: “When the 3PEP provider is considering proposing the use of surplus items, several factors to take into account are the age of the item, degradation, available data, testing, visual inspection, and sustainment risk. Before surplus equipment is considered to satisfy a requirement, the 3PEP provider shall notify the PCO. Before providing surplus items, the 3PEP provider’s technical approach recommendation and supporting documentation or rationale shall be documented on the TSR Form. Before proceeding, the 3PEP provider shall first receive written direction/approval from the PCO via the TSR.”
3. Question: Part number 4200 has been replaced with part number 4240. Is this an acceptable alternate part number?
Response: Refer paragraphs in the 3PEP Statement of Work (SOW):
a) Para. 5.5, Item Obsolescence/Diminishing Manufacturing Sources and Material Shortages (DMSMS): "There is potential for some items under this contract to be obsolete. So as part of the supply chain management function, the 3PEP provider shall maintain market awareness to determine if there are replacement items available. When the 3PEP provider becomes aware of existing or impending obsolescence or diminishing manufacturing issues, the 3PEP provider shall notify the PCO. The technical approach recommendation and supporting documentation or rationale for resolving obsolescence or diminishing manufacturing issues shall be documented on the TSR Form. Before proceeding with existing/impending obsolescence or diminishing manufacturing issues activities, the 3PEP provider shall first receive written direction/approval from the PCO via the TSR."
b) Para. 5.13.1 Pricing: “The 3PEP provider shall provide a price in accordance with guidance of this SOW for all items on any pricing list(s). The 3PEP provider shall exhaust all avenues for pricing the Government requirement prior to recommendation of any changes, enhancements or alternate items. In the event a price cannot be obtained, such as a no-bid, a TSR shall be completed outlining all of the steps taken in an attempt to obtain said price”.
c) Para. 5.15 Configuration Management: The Government will maintain configuration management of the population of Government managed items being sourced under this contract. The 3PEP provider shall work closely with the Government to ensure integrity and compatibility of the system, subsystem, assembly, and subassembly for each end item, as applicable. The 3PEP provider shall make necessary recommendations for configurations via the TSR Form.
However, the 3PEP provider shall exhaust all avenues for sourcing the Government requirement prior to recommendation of any changes, enhancements or alternate items.
4. Question: Part number 100315 has been replaced with part number 3000E. Is this an

Response: The TSR is utilized by the vendor to establish Vendor Qualification is described in the following sections of the SOW: para. 5.4; Item Obsolescence/Diminishing Manufacturing Sources and Material Shortages (DMSMS), para. 5.5; identifying Sustaining Engineering efforts, para. 5.5.1; identifying data deficiency, para. 5.7;
documenting pricing issues, para. 5.13.1; and Configuration management, para. 5.15.
10. Question: Can the government please provide the TSR for part number 8134263-10?
Response: Refer to the response in question #9.
11. Question: Can the government please provide the TSR for part number 3C3504G01?
12. Question: Is part number 3C3361G01 in serviceable condition an acceptable alternate for part number 3C3361G02?
13. Question: Can the government please provide the TSR for part number A31U13612-1?
14. Question: A company was approached by an 8a and a small business vendor about supporting their respective bids for the 3PEP program as a subcontractor. Is it possible to bid with an 8(a) prime offeror for the 8(a) IDIQ and also bid with a small business prime vendor for the small business IDIQ, or are we restricted to only one of the two IDIQs as a subcontractor?
Response: A Prime/Sub team that is contractually formed In Accordance with FAR part 2 “Small Business Teaming Arrangement”, FAR part 9.6 “Contractor Team Arrangements”, and all applicable SBA regulations”, the Prime/Sub team is allowed to propose on either FA8517-21-R- 0001 (8(a)) or FA8517-21-R-0002 (Small Business), but not both, as specified in the Section M, Part I, Basis for Contract Award, paragraph A, Note.
