3 PEP QUESTIONS & ANSWERS
SUBMITTED AFTER RELEASE
OF THE FINAL RFPS
ADDITIONAL QUESTIONS
The following additional questions and answers are provided for informational purposes only and intended to assist in clarifying issues raised by potential offerors regarding the official solicitation. Please note, the official solicitation has set forth and established the actual terms and conditions of this acquisition. Any discrepancy between the official solicitation and these questions and answers must be resolved based upon the parameters of the official solicitation. It was the intent of the Government to resolve the majority, if not all, of the issues raised by these questions and answers within the context of the official solicitation; however, additional questions have been raised after its release.
1. Question: In Section M Tradeoff Procedure - Section D. Price Factor C.TEP (c) PAGE 6 - Is a Technical Support Request (TSR) required for "no bid" items as part of this Solicitation Proposal response?
Response: For purposes of selecting offerors for contract award, the Price Matrix itself doesn’t require TSR submissions because the 70%+ (minimum for pricing) excludes items with TSRs.
2. Question: Attachment 7 Price Proposal Matrix, Column K - Column O row 7 states “APPLICABLE TSR NUMBER (CAGE-NSN-CLIN)”, should CLIN be replaced with ELIN?
Response: Concur with the suggestion to revise “…(CAGE-NSN-CLIN)” to read “…(CAGE- NSN-ELIN)”, documents will be updated to reflect changes.
3. Question: Statement of Work (SOW) for 3PEP - Section 1 - Please confirm the Offeror should price items that exceed a unit price of $50k and a total line value of $1,000,000.
Response: The Scope of the 3PEP effort is to acquire NSNs with a unit cost of $50K, or less, and not to exceed $1,000,000 in total per NSN per calendar year. Each calendar year the 3PEP vendor will receive a list of NSNs to price, if at this point if an NSN unit price exceeds $50K, the vendor will submit the price to the Government PCO who will determine if the item is outside the scope of the contract. Additionally, the “not to exceed $1,000,000 per NSN per year” is administered by the Government PCO, the vendor is only required to price the NSNs on the given price list.
4. Question: Attachment 1 Instructions to Offerors Past Performance Information (PPI) for Offerors - Section M instructs Offerors on how the Government will evaluate the Past Performance descriptions but there are no specific instructions specifying Factor or Sub-factor information requested for each Past Performance description. Please provide more detailed
Response: The past performance factors are listed in the L&M, M-900, Section II Proposal Evaluation, sub-section C. Volume II, Past Performance Factor, paragraph 4 Relevancy Definitions.
5. Question: Statement of Work (SOW) for 3PEP - Section 5.2.1 - Please confirm that use of a SharePoint cloud service to which guests can be invited, access from a .mil computer/network, and export information and reports is an acceptable EDE solution.
Response: At this point in time, SharePoint is not an option due to issue access and downloading data from SharePoint sites external to the Air Force, due to the Air Force network security. It is highly recommended that vendors use another form of database for their EDE when submitting proposals.
6. Question: Is this a new project?
Response: No, as stated in the RFP, this is a follow-on to an existing contract.
7. Question: Is there an incumbent? If so, will you provide the company?
Response: Part 1 - Yes, this is a multiple award IDIQ contract, with multiple incumbents.
Part 2 – I will not release this info.
8. Question: Is there a warehouse located at Robins?
Response: There is no warehouse for this effort located at Robins, AFB.
9. Question: If a vendor is not able to bid the entire list would they still be eligible?
Response: In accordance with Section M-900, Section II, Proposal Evaluation, para D, para C, para c, the Government will release the NSN list(s) for offerors to price. Each offeror must submit a price for a minimum of seventy percent (70%) of the items on the NSN list(s). Offerors submitting a price for less than 70% of the items may cause their proposal to be determined to be noncompliant with the terms of the RFP and determined to be not eligible for award.
10. Question: Is there an Economic Adjustment Clause for this effort?
Response: No, there is no Economic Adjustment Clause for the 3PEP effort.
