3 PEP QUESTIONS & ANSWERS
SUBMITTED AFTER RELEASE
OF THE FINAL RFPS
ADDITIONAL QUESTIONS
The following additional questions and answers are provided for informational purposes only and intended to assist in clarifying issues raised by potential offerors regarding the official solicitation. Please note, the official solicitation has set forth and established the actual terms and conditions of this acquisition. Any discrepancy between the official solicitation and these questions and answers must be resolved based upon the parameters of the official solicitation. It was the intent of the Government to resolve the majority, if not all, of the issues raised by these questions and answers within the context of the official solicitation; however, additional questions have been raised after its release.
NOTE: Clause 252.222-7999, Combating Race and Sex Stereotyping (DEVIATION 2021-O0001) (NOV 2020), has been rescinded and is no longer required. It will be deleted from the 3PEP RFPs when either they are amended or awarded.
1. Question: Section L Provision, Pages 2 and 3 - In “General” instructions for past performance, it states that performance of subcontractors will not be evaluated. And in “Key Personnel” on Page 3, it states that evaluation will not consider key personnel. However, in “Past Performance Format” instructions, it states that efforts by predecessor companies, affiliates, other divisions or corporate management will be evaluated if they are providing direct and meaningful involvement. These statements are contradictory. Please clarify.
Response: L-900, Part II Volume Organization, Section C Volume II – Past Performance, Para 2.
Past Performance Format will be revised to read “The offeror's/joint venture team’s present and past performance information may include data on efforts performed by other predecessor companies if such was provided for evaluation and if the offeror’s past performance volume demonstrates the company will provide the offeror with resources for the instant proposed effort, such as workforce, management, facilities, or other capabilities demonstrating direct and meaningful involvement in the performance of the instant proposed effort”.
2. Question: Section L Provision, Page 2 - In “Past Performance Format,” it states that four active or completed contracts may be submitted by each offeror/joint venture member. Our understanding is that this would allow a two-company joint venture to submit a four contracts each for a total of eight. Can you confirm whether this understanding is correct?
Response: L-900, Part II Volume Organization, Section C Volume II – Past Performance, Para 2. Past Performance Format, the fourth sentence states “If the total number of such contracts exceeds four (4), each offeror/joint venture member shall address its four (4) most recent and relevant contracts.” The intent of the Government is to have each offeror or joint venture team submit up to 4 contracts, as specified in the Section M, Part II, Proposal Evaluation, Section C, Part 1. Additionally, to eliminate confusion the term offeror/joint venture member will be changed in the L&M to read offeror/joint venture team.
3. Question: Attachment 7 – Price Proposal Matrix, Page 1 - Is there a specific Destination to be used for calculating shipping/freight? Or is this intended to be for any CONUS destination?
Response: There is not a specific Destination to be used for calculating shipping/freight. This is intended to be for any CONUS destination.
4. Question: Attachment 7 – Price Proposal Matrix, Page 1 - To avoid typographical errors in our product research, will a selectable version of Attachment 7 be provided to allow contractors to cut and paste NSN/Part Number/Noun information for correspondence and item analysis?
Response: The worksheet protections are being revised to allow offerors to cut/copy data from our price matrix in order to put that data on another worksheet. Filters will also be enabled but disallow sorting/changing the order of listed NSNs. Offerors will not be able to paste NSN/part no/noun/ELIN data into our spreadsheet, as a measure to prevent errors.
5. Question: Just to clarify, the Pricing Volume ONLY requires a filled out Attachment 7 (same NSNs as in SOW, Section B)? a. We do NOT need to price any of the CLINS 0001 through 4005?
Response: Volume III, Price Proposal, only requires the submission of Attachment 7 in accordance with the minimum NSN count identified in RFP Section M, M-900, II. Proposal Evaluation, D. Price Factor, C. TEP, subsection c.
6. Question: Also a price breakdown is required? Or is it not?
Response: Offerors are required to submit the unit price per item. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government-obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price.
