Solicitation: FA8505-17-R-0004 Subject: RFP Questions and Answers

1. Since PWS para. 9.1 refers to DCMAI8210.1 (entirety), based on NAS 3306 section 6 "AIRCRAFT FACILITIES" which is cited from DCMAI8210.1 para. 6.4 "AIRCRAFT HANGERS," offeror understands that NFPA409 and other facility requirements will be required for the PDM effort. If our understanding is not correct, please let us know.

RESPONSE: DCMAI 8210.1 references NAS 3306. Appendix C, Part III, para iii, references AFPA 403. Both NAS 3306 & NFPA 409 apply.

2. All the parts not listed in attachment 7 shall be provided by contractor? Have the kinds and quantities of CFE/CFM needed for this effort been specified already? Can offeror procure all CFE/CFM from Defense Logistics Agency? Will DLA have all and enough parts needed for this effort, and send them immediately upon contractor requirements?

Please tell us the instruction to procure CFE/CFM from DLA. In PWS para. 5.2, it says that GFE/GFM items are listed in the Appendix B, but the body of the contents seem to be missing in Appendix B. In addition, the files ""GFM Option4.xlsx"" in attachment 3 and ""GFE Option4.xlsx"" in attachment 4 in Appendix B cannot be opened."

RESPONSE:

-Items not listed in attachment 7 are considered CFE/CFM. CFM is dependent on what is required for Over and Above requirement discovered during PDM. DLA manages CFM. The quantities of CFM on-hand at DLA are determined by demand rate from multiple agencies.

-To requisition from DLA, contractors are required to have a government contract. The awardee will visit the DLA link that will be provided after contract award for registration.

- The government will not provide a listing of CFE/M. It is the responsibility of the offeror to evaluate the requirement and assess such documents as the Illustrated Parts Breakdown in order to determine a CFE/M process best suited for its PDM protocol.

- Appendix B has been updated to reference the Government Furnished Property attachment that is attached to the RFP (RFP Attachment 7).

3. According to the Work Spec (para. 1.3.3.11), fuel used for the aircraft shall conform to specifications in TOs. Therefore, we understand that contractor can use any fuel prescribed on TO as primary or alternate fuel including for delivery flight. If our understanding is not correct, please let us know.

RESPONSE: Refer to TOs 1F-15C-2-12JG-10-1 and 1F-15C-2-12JG-10-2. TOs specifies which fuel is appropriate for use with F-15 C/D aircraft.

4. Shall storage space for explosives or munitions devices be kept exclusively for USAF?

In other words, does the contractor have to prepare exclusive building or store them in/on separate rooms/shelves?

RESPONSE: Explosives/munitions do not have to be stored in an exclusive building or shelves. Munitions must be segregated by Department of Defense Identification Code (DoDIC) and lot number as well as aircraft tail number. Containers of different lots will be stacked separately, and the separation between lots clearly defined. Munitions accountability must be maintained and accurately reflect the quantity on hand in storage.

5. According to the PWS para. 5.1.4, contractor shall provide adequate storage space for classified components. Please let us know the specific square for keeping them."

RESPONSE: Classified material shall be stored in a General Services Administration (GSA) Approved, Class “B” vault which meets the standards for classified storage as outlined in DoD Directive 5200.1-R. (GSA approved door and lock installed on a concrete room). The Kadena PDM requires a minimum of 9 and a maximum of 12 aircraft per year, and normally a maximum of 4 – 5 aircraft being in-work at one time. An 8 ft. X 8 ft. vault with shelves to store the equipment should be an acceptable size to accommodate classified equipment for 6 aircraft.

6. According to the PWS para.6.12 to 6.16, Longeron Replacement, Wing Replacement, Bulkhead Replacement and EPAWSS program will be anticipated. For the purpose of labor hour estimation of price proposal, will any documents showing detailed information of the programs be provided to us soon?

RESPONSE: Once the SLEP and EPAWSS Programs become supportable, a Statement of Work, TCTO, etc. describing the work involved will be made available to the contractor.

7. According to the PWS para 6.7, the contractor shall maintain no more than 125 flow days, but there is no description to extend flow days in case that Longeron Replacement, Wing Replacement, Bulkhead Replacement or EPAWSS would be incorporated into the regular PDM work. Will you extend the work period when above work are required to be incorporated?

RESPONSE: Once the SLEP and EPAWSS Programs become supportable, the flow days may be negotiated.

8. "According to PWS para. 8.2.5, contractor personnel must have valid security clearances. How long does it take to obtain the clearances? Do all workers involved in PDM need to have the clearances? For example, do both of direct workers on site and indirect workers (such as engineers and supervisors) need to have the clearances?

Otherwise, is it necessary for specific work operators? If the clearances are required only for specific work operators, what kind of work will be required? Can temp agencies' contract workers who work on prime company sites obtain the clearances? Can subcontractor's worker obtain the clearances?"

RESPONSE: This paragraph is only applicable should the contractor be required to work on classified parts. The current PDM requirement does not require any performance with classified work/parts. The timeframe for obtaining clearance depends solely on the individual’s background history. The clearance process may take 3 months to five years.

The personnel working specifically on the classified work will be required to obtain clearance. Classified work performed at the contractor’s facility will require the contractor to obtain a facility clearance.

9. "According to PWS 8.2.8, only authorized contractor can access USG property. Offeror understands its workers who are not engaged in PDM cannot access the property. If our understanding is not correct, please let us know. If correct, shall all facilities (such as hush house and paint/depaint booths) related to PDM work be exclusive for USAF and will not able to share them for other programs? For instance, it is planned to use our silencer for both F-15PDM and other projects. Is it acceptable?"

RESPONSE: Government Furnished Property provided by the USG for the F-15 PDM program are ONLY authorized for use on USAF F-15s. However, there is a rental agreement between programs as well as request loan to another USAF program, provided it has no effect on the F-15 program. Any equipment or property owned by the offeror may be utilized according to its company’s policy.

10. Company cannot add any profit/fee on materials. According to this restriction, company seems to have no risk such as stock. If this understanding is not correct, please let us know.

RESPONSE: Task Orders are normally awarded at least 45 days ahead of aircraft induction. This gives ample time to order 100% replacement parts required for PDM.

Therefore no stock should be required, other than small items such as nuts, bolts, washers, etc.

11. Offeror doesn't have any obligations to prepare the airspace or airport where flight test will be performed.

RESPONSE: Please see the updated PWS paragraph 5.13.3.

12. Is it possible to dispatch our staff to the PACAF airbase where F-15C/D are not assigned?

RESPONSE: Kadena AB is the home base for the USAF F-15C/D aircraft involved in the PDM. Within the standard PDM process there is no requirement for the contractor to dispatch staff to PACAF Airbases. However as per PWS requirement there is potential the contractor may have to dispatch field teams within the Pacific Theater. If required dispatch for the requirement will be addressed at the Task Order Level.

13. Is the submitted data IAW FAR 52.216-5(d) in Option V only used for redetermination for the second period of Option VI-XI?

RESPONSE: This is correct. FAR 52.216-5(d) is only applicable to Option VI-XI and will be negotiated during Option V.

14. Are the Government going to perform DCAA Audit or site visit to review the offeror accounting system?

RESPONSE: DCAA Audit/site visit will not be performed on offerors accounting system.

15. Is it possible to change from Price Redetermination - Prospective to FFP for the whole period of performance? We prefer to FFP for 12 years instead of Price Redetermination.

RESPONSE: The Acquisition Strategy is approved for FFP with Prospective Price Redetermination. As such, the strategy will remain as approved.

16. I understand that Small Business Act (15 U.S.C 631) is for the Nation (the United States) and it is practically impossible to apply subcontractor of CONUS qualified as small business under the criteria and size standards in 13 CFR part 121 to this F-15 solicitation to be performed in OCONUS. Even there is no subcontractor with the experience of this aircraft PDM in my country.

RESPONSE: The Small Business Participation Plan applies only to work conducted CONUS. If the offeror does not plan to conduct any work related to this instant action CONUS, the offeror shall provide a memorandum certifying to this fact in lieu of a small business plan.

17. Is it mandatory to meet subcontractor goals in Section M to get award?

RESPONSE: Contractors should strive to meet the subcontracting goals. Contractors must document its ability/inability to meet the goals and how it plans to achieve those goals or document the restrictions/limitations of meeting such goals.

18. Will the buying office give offerors within the range of completion the chance to submit the Final Proposal?

RESPONSE: Offerors shall submit a completed/final proposal at the time of the submission date. The USG team will review and evaluate proposals in accordance with Section M, Evaluation Basis for Award, of the RFP. Should the USG open discussions as a result of proposal review/evaluation, offerors will be required to submit a Final Proposal revision

19. Offerors are able to estimate materials for CLIN X001 thru X011 as we estimate Man Hours with the provided Appendix A and Addendum. Offeror believe it is a known requirement with detailed specification such as Appendix A that could be FFP like Labor CLINs IAW FAR 16.202-2. Even the buying office has a historical data that could be used to establish fair and reasonable price IAW FAR 16.202-2. FAR 16.202-2 stats two conditions of price competition and history of prior purchases of the same acquisition in order to establish fair and reasonable price. In this case, the two stated conditions are available. Even the prices of materials on the RFP appears to be numbers from historical data. CRNF is for the case that circumstances do not allow the agency to define its requirement when placing contract IAW FAR 16.301-2. However, there are already known requirement and historical data of materials as well as labor for CLIN X001 thru X011. There are large number of materials, CRNF will requires additional administrative effort of contractor as well as the Government (SPO/DCMA, etc). In conclusion, we would like to suggest that the SPO consider applying FFP to material CLINs like Labor CLINs.

RESPONSE: It is correct the USG does have historical data regarding materials. While all aircraft require PDM services, each aircraft may require differing levels of over and above repair. The variance in each aircraft repair reflects on the variances of the materials consumed. Therefore, CRNF was deemed the most appropriate contract type for material. Contractor will only be reimbursed for materials required for that aircraft.

20. Please confirm the Proposals due date for FA8505-17-R-0004. Section L notes May 22, 2017, whereas FBO and the SF 33 note June 5, 2017.

RESPONSE: The submission date is 5 Jun 2017. Section L has been updated to reflect the correct submission date.
