Offerors are cautioned that Robins Air Force Base has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. Some delay should be anticipated when hand-delivering proposal packages. Offerors should allow for sufficient time to obtain a visitor pass and arrive at the specified office PRIOR to the time specified for receipt of proposals.

B. Communications:

Exchanges of source selection information after submission of initial proposal packages between the

Government and offerors will be controlled by the Contracting Officer. E-mail may be used to transmit such information preferably with the e-mail being sent encrypted, and must include “Source Selection

Information – See FAR 2.101 and 3.104” in the subject line of the e-mail. Otherwise, source selection information will be transmitted via direct mailing. In order to facilitate the sending and receiving of encrypted e-mails, offerors must use MS Outlook e-mail configured to support encryption or a different e-mail product that is S/MIME compatible and configured to support encryption. If you intend to submit your source selection information via encrypted e-mail, you will need to contact the Buyer/Contracting

Officer indicated on the face page of the solicitation prior to that first submittal in order to exchange certificates used for encryption. To ensure the process is working correctly, send a test encrypted message first (without including any source selection information). If an offeror’s computer system cannot support encryption technology, the offeror shall send the Contracting Officer correspondence at the time that it submits its proposal stating that it accepts the risk of sending and receiving unencrypted electronic mail if it chooses to utilize unencrypted e-mail as a channel of communication. When submitting source selection information via e-mail, file suppression utilities, to include but not limited to zip files, will not be accepted.

C. Volume I, Completed RFP with Clauses to Include Joint Venture Agreement, Section L

Appendix D, Cross Reference Matrix & Section L Appendix K, RFP Checklist

Volume I shall consist of the completed and signed RFP with a cover letter delineating any exceptions taken to the RFP terms and conditions. However, offerors are cautioned that any noncompliance with the terms and conditions of the RFP may cause your proposal to be determined unacceptable/noncompliant and therefore not considered eligible for award. Offerors shall ensure all clauses and provisions that require “fill-in” information are appropriately completed. Proposed prices associated with the contract line items will be included in the F-15 PDM Pricing Spreadsheet, Section L Appendix C. No cost or price information will be included in the transmittal cover letter. This volume shall also contain a copy of the joint venture agreement signed and dated by all joint venture members.

The offeror shall fill out the RFP Checklist at Section L Appendix K that has been provided and must be completed, signed and turned in with Volume I of their proposal. Each offeror’s proposal will be validated for compliance utilizing the RFP Checklist. Any proposal failing to complete all items referenced on the checklist or complete the checklist itself may result in that offeror’s proposal being deemed noncompliant with the RFP terms and conditions and therefore ineligible for award.

The offeror shall fill out the Cross Reference Matrix at Section L Appendix D indicating where in its proposal the information can be found as it relates to the RFP. The Cross Reference Matrix will be utilized as a tool to show critical interrelationships and dependencies among the technical requirements documents, Performance Work Statement (PWS), the Contract Line Item Number (CLIN), the Contract

Data Requirements List (CDRL), Section L (Instructions, Conditions, and Notices to Offerors), and

Section M (Evaluation Factors for Award). The Cross Reference Matrix will help an offeror ensure it has responded to all the evaluation criteria and proposal submittal requirements identified in the solicitation.

If the matrix conflicts with any other requirement, direction, or provision of this solicitation, the other reference shall take precedence over the matrix. Additionally, to the extent the matrix discloses details as to the manner by which the Government intends to evaluate the offeror’s proposals for award, Section M references in the matrix are for informational purposes only, and the Government shall be obligated to evaluate proposals solely in conformance with Section M of the solicitation.

The Government intends to award this contract without discussions, but reserves the right to conduct discussions if determined necessary. Any discussions will be conducted in accordance with FAR 15.306.

Proposals must be received by AFLCMC/WWQK, Attention: Ms. Thuylinh TranNguyen/Capt Edward

Mitchell, 235 Byron Street, Suite 19A, Robins AFB, 31098-1067, no later than 4P.M. Eastern Standard

Time on 22 May 2017. However, offerors are requested to submit Volume III, Past Performance , so that it is received ten (10) calendar days prior to the required due date for proposals. Failure to submit Volume

III by the earlier date will not result in offeror disqualification.

Volume III, Past Performance. The offeror shall submit past performance information for itself and any joint venture member, as well as each proposed critical subcontractor in accordance with the format contained in Section L Appendix B and the following paragraphs.

For the purposes of this solicitation, a critical subcontractor is considered any contractor other than the prime that performs PDM functions and a subcontractor is considered any contractor other than the prime that performs other than PDM functions.

(2) a) The requested past performance information shall be provided in a separate binder volume labeled "Volume III - Past Performance.” A summary page shall be provided describing the proposed role of the offeror, any joint venture member, and critical subcontractor (nature of work and percentage of overall work). Summary page information must clearly communicate that proposed critical subcontractor(s) meet the definition of a critical subcontractor. Efforts submitted for critical subcontractors not meeting the established definition will not be evaluated. Each offeror/joint venture member and critical subcontractor shall utilize the PPI Tool to complete information for three (3) active or completed efforts (with at least one year of performance history) in the past three (3) years from the issuance date of the RFP that the offeror/joint venture member and critical subcontractor considers relevant in demonstrating its ability to perform the proposed effort.

No more than three (3) efforts should be submitted. In considering past performance, the

Government will not consider “Key Personnel” of either the offeror/joint venture members’ or subcontractor(s)’. The information provided in the PPI Tool shall clearly indicate the division or corporate organization that performed or is presently performing the contract.

Efforts listed may include those with the Federal Government, state and local governments or their agencies, and commercial customers.

b) In addition to the information provided in the PPI Tool for each entity as required above, the offeror must submit a consent letter executed by each of its proposed teaming member(s) or critical subcontractor(s) authorizing release of adverse past performance information to the prime offeror to allow the prime offeror an opportunity to respond. The prime will be held responsible for the consequences of a subcontractor or teaming member who does not complete the information. A sample Subcontractor/Teaming Member Consent Form is attached (see Section L Appendix E). The consent form shall be completed by the teaming member(s) and/or critical subcontractor(s) identified in the proposal. The completed consent forms shall be submitted as part of the Past Performance Volume III.

c) On the three (3) efforts submitted in Volume III, Past Performance, include relevant information in the PPI Tool concerning the offeror’s/joint venture member’s and critical subcontractor’s compliance with FAR 52.219-8, Utilization of Small Business Concerns or

FAR 52.219-9, Small Business Subcontracting Plan, if these clauses are or were contained in the contract. In addition to the information provided in the PPI Tool, each offeror/joint venture member(s) and critical subcontractor(s) shall complete a separate Relevancy

Assessment (see Section L Appendix F) for each effort identified in the PPI Tool for evaluation.

(4) If problems were encountered during the performance of the identified contracts, provide evidence of the offeror’s/joint venture member’s and/or critical subcontractor’s ability to isolate the root causes of problems and actions taken to resolve those causes in the information provided in the PPI Tool for each contract identified for evaluation. Problems not addressed in the PPI Tool, but found by the Government during the evaluation of the information in this volume, will be assumed to still exist. Note: In the case of Contractor

Performance Assessment Report System (CPARS), if input has already been provided and the rationale/circumstance have not changed, DO NOT repeat them here.

(5) The Past Performance Questionnaire Sheet (see Section L Appendix G) will be one means used by the Government to obtain past performance information. The Government reserves the right to change, alter, and/or supplement the questionnaire without further notice to the offeror. The offeror shall send out – and track the completion of the Past Performance

Questionnaires to each of the offeror’s, joint venture member(s)’ and critical subcontractor(s)’ (i.e., each entity’s) Points of Contact (POCs) identified in the PPI Tool. The responsibility to send out and track the completion of the Past Performance Questionnaires rests solely with the offeror - i.e., it shall not be delegated to any other entity. The

Transmittal Letter (see Section L Appendix H) shall be used by the offeror in sending out the

Past Performance Questionnaires. Exert your best effort to ensure that at least two POCs per relevant contract submit a completed Past Performance Questionnaire directly to the

Government not later than the date established in the RFP for receipt of proposals.

POCs may submit their completed Past Performance Questionnaire either electronically or by mail. If sending electronically, follow the procedures outlined in paragraph A above, and e-mail to Ms. Thuylinh TranNguyen at thuylinh.trannguyen@us.af.mil and courtesy copy Capt

The offeror is required to send the client authorization letter(s) with the Past Performance Questionnaire(s) to each POC on commercial contracts. A separate copy of client authorization letter(s) for each commercial contract shall be included in the offeror’s Past Performance submission to indicate the commercial client has been notified of the requested/authorized interview and is for the Government’s use in case additional questionnaires need to be sent by the Government after RFP closing.

(7) The Government may conduct follow-up discussions with any of the people identified in the PPI Tool or in the offeror’s Past Performance Volume. The Past Performance Team evaluation is not limited to review of the information provided in the offeror’s Past Performance volume. The Government may obtain other information by sending out additional questionnaires and/or through other sources. Past performance information shall be obtained from the Government’s Federal Awardee Performance and Integrity Information System (FAPIIS) and may be obtained from the Past Performance Information Retrieval System (PPIRS). F. Volume IV- Cost/Price: Submission Instructions

(1) General Instructions

a) Cost/Price Reasonableness, Realism and Unbalance: This section is to assist the offeror in submitting data other than certified cost or pricing data that is required to evaluate the reasonableness, realism and unbalance of their proposed cost/price.

Compliance with these requirements is mandatory and failure to comply may result in rejection of the proposal. Note that unrealistically low or high proposed costs/prices may be grounds for eliminating a proposal from competition.

Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an offeror’s proposal. Offers should be sufficiently detailed to demonstrate their reasonableness, realism and balance. The burden of proof for credibility of proposed costs/prices rests with the offeror.

b) Estimating Techniques and Methods: When responding to the Cost/Price Volume requirements in the solicitation, the offeror and associated subcontractors may use any generally accepted estimating technique, including contemporary estimating methods to develop their estimates.

c) Cost/Price Data: Data beyond that required by this instruction shall not be submitted. All data relating to the proposed price, including all required supporting documentation, must be included in the section of the proposal designated as the

Cost/Price volume. Under no circumstances shall this data and documentation be included elsewhere in the proposal. If pricing information is included elsewhere in the documentation, the proposal may be deemed unacceptable.

d) Cost or Pricing Data Requirements: In accordance with FAR 15.403-1(b) and 15.403-

3(a), data other than certified cost or pricing data may be required to support a determination of price/cost reasonableness. Data shall be provided in accordance with FAR 15.403-5. If, after receipt of proposals, the CO determines that there is insufficient data available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror shall be required to submit additional cost or pricing data as defined under FAR 2.101.

e) Rounding: All dollar amounts provided shall be rounded to the nearest dollar.

f) “Then Year” Dollars: All prices shall be in “then-year” dollars, that is, inflated, not constant (base year) dollars.

g) Contract Line Item Number (CLIN) Structure: Offerors shall insert prices as part of

Volume IV of the proposal in a matrix labeled “F-15 PDM Pricing Spreadsheet” for the

Basic and all Option periods, in accordance with the instructions provided. The matrix is provided as Section L Appendix C. When completing each worksheet specify the unit price/hourly rate, for each quantity for each ordering period. The offerors shall also complete the CLINs and the fill-in blanks on the RFP Schedule B, in accordance with the

CLIN and Fee Structure in Schedule B as summarized below:

i. Firm Fixed Price (FFP):

a) CLIN X001: F-15C Labor

i. F-15C Models

Items 0001-0006: Offerors shall propose a FFP unit price for each item for each period as applicable. Offerors shall not propose unit prices for those item numbers that are

Reserved.

c) CLIN X006 OPTION: Data IAW Form 1423 (Reporting Actuals)

i. Offerors shall propose a FFP unit price for each period.

Offerors are advised that CLIN X006 is an option and that the evaluation of options shall not obligate the Government to exercise the options.

ii. Cost Reimbursable no Fee (CRNF):

a) CLIN X003: Materials

i. The IGE for these CLINs is provided in the Section L Appendix

C – F-15 PDM Pricing Spreadsheet. The offeror shall propose an Add-on Factor (expressed as 1.xxxx, not percentages) for each period. All Add-on Factors will be not-to-exceed rates. It is the Government’s intent to set a ceiling on the Add-on Factor in the resultant contract. The ceiling will be set at the rate proposed by the offeror, however the offeror shall bill at their

DCAA approved audit billing rate until such time as their audited rate either meets or exceeds the ceiling rate. At that point, the ceiling rate is the maximum amount that the contractor shall be allowed to bill. These factors should incorporate all normal charges (including but not limited to G&A, material handling, etc.) allowed for these specific costs. These Add-on

Factors shall exclude profit/fee. For the determination of realism, offerors shall provide an Elemental Cost Breakout identifying all elements and computations utilized to develop the

Add-on Factors. Elemental cost loadings such as G&A and material handling shall be separately identified (see illustration below). The Table 1 - Elemental Cost Breakout shall be in .xlsx file format (MS Windows Excel Office 2010 or earlier).

Table 1: Elemental Cost Breakout

iv. Option to Extend Services:

a) CLINs 9301-9306: Option XII (Option to Extend Services) – IAW

FAR 52.217-8

i. These CLINs do not require entry by the offerors. A total for these CLINs will be calculated by the Government by dividing the offerors evaluated Option XI prices by two.

(2) Volume Organization

The Cost/Price volume shall consist of the following sections:

SECTION 1 - Table of Contents; summary descriptions of estimating, purchasing, and accounting systems; changes to estimating, accounting practices, or Cost Accounting

Standards (CAS) Disclosure Statement.

SECTION 2 - Other than certified cost or pricing data.

SECTION 3 - Other information such as Government Furnished Property/Government

Furnished Equipment (GFP/GFE), base support, long lead costs, termination costs, development/production schedule, inflation rate summary and explanation, life cycle cost, and special tooling/test equipment.

List each exception to the ground rules and assumptions provided in the solicitation and each qualification of the Cost/Price volume, if any. Provide complete rationale for any exceptions.

Offerors are cautioned that any non-compliance with the terms and conditions of the RFP may cause their proposal to be deemed unacceptable and therefore not considered eligible for award.

(3) Estimating Methodology

a) Estimating System: The offeror shall provide a summary description of the offeror’s standard estimating system or methods. Provide a summary description of the offeror’s pricing/methodology and any assumptions used as it pertains to this acquisition. Also, identify any deviations from the offeror’s standard procedures in preparing this proposal. Indicate whether the offeror has

Government approval of your system and if so, provide evidence of such approval.

c) Accounting System: The offeror shall provide a summary description of the offeror’s accounting system and state whether it is compliant with Generally Accepted
