1.1.1 The objective of the F-15 Pacific Air Forces (PACAF) Programmed Depot Maintenance (PDM) program is to provide continued depot maintenance support for the F-15 aircraft stationed at Kadena Air Base (AB), Okinawa, Japan. The requirement includes but is not limited to repair, modification, Time Compliance Technical Orders (TCTOs), Corrosion Control (CC), Analytical Condition Inspection (ACI), Drop-In Maintenance (DIM), and Individual Aircraft Tracking (IAT) inspection of F-15 C and D model aircraft. The program includes the dispatch of Contract Field Teams (CFTs) within the PACAF Theater for the repair of F-15 aircraft that require Unscheduled Depot Level Maintenance (UDLM). This Performance-based Work Statement (PWS) establishes the requirements to accomplish the F-15 PDM.
1.1.2 Additional depot-level inspection, repair, and modification programs may arise in the future. All additional work requirements will be negotiated or accomplished using over-and-above work procedures. Revisions or supplements to this PWS will be added as needed through bi-lateral contract modifications.
1.2 Benefit to United States Air Force (USAF):
This requirement is for PDM on the fifty-four F-15 C and D aircraft stationed at Kadena AB, Okinawa, Japan. PDM is accomplished, per Air Force Directive, on a 72-month or 6-year cyclic interval for all F-15 aircraft. The PDM process requirement is inspection and correction of defects that require specialized skills, equipment and facilities not normally possessed by operating unit locations. The in-theater depot facility also enhances mission capability for the F- 15 aircraft by increasing readiness for possible contingencies.

6.8 Over and Above Work Procedures
6.8.1 Written authorization to proceed on items addressed within the CLINs of the contract must be received from the ACO before performance. This authorization to proceed shall be provided by work requests issued by the ACO. All over-and-above work requests must be authorized by the ACO prior to accomplishment and completed 100%. The USG shall not be held liable for reimbursement for any unauthorized work tasks.
6.8.2 The contractor shall prepare work request proposals for necessary over and above work items in the format and details prescribed by the ACO, and submit them to the designated Government Quality Assurance Representative. As a minimum, proposals must be identified to the contract, be serially numbered, and specify related changes, if any, to the contract delivery schedule. When applicable to aircraft, they shall be consecutively numbered in a separate series for each aircraft. Upon request of the ACO, the Contractor shall also prepare consolidated work request proposals covering previously approved over and above items. Negotiations will be completed prior to commencement of work whenever practicable, but in no case later than the time of completion of 40% of the work. Failure to agree upon a reasonable price shall be considered a question of fact subject to the “Disputes” clause of the contract. Work request proposals shall be definitized by the use of Standard Form 30.
6.8.3 The prices for over and above fixed price items do not include any payment for contactor furnished direct parts and materials.
6.8.4 Fixed price items: Payment shall be at the fixed price listed for each item.
6.8.5 Fixed Hourly Rate Items: The price negotiated by the ACO shall be based on “hands on” labor hours multiplied by the contract fixed hourly rate. The number of “hands on” labor hours required shall be negotiated between the Contractor and the ACO. “Hands on” labor hours to be used in negotiating fixed hourly rate items are restricted to those defined in paragraph 6.8.7 below. The fixed hourly rate includes charges for “ hands on” labor cost; any labor cost not included in the definition of “hands on” labor for which the Contractor accounts as direct labor;
burdens, general and administration expenses; and other allowable costs and profit. The fixed hourly rate does not include direct parts and materials.
6.8.6 At any time during contract performance, when sufficient data becomes available on a repetitive task being performed in the fixed hourly rate category, either the Contractor or the PCO may request a negotiation to establish a firm fixed price (fixed-price item) for that item for
PR: FD2060-15-95046 PWS REVISION: 3 18
the remaining life of the contract. The ACO shall advise the PCO of all such agreements in order that changes can be incorporated in periodic contract modifications.
6.8.7 For the purposes of negotiating prices for the Fixed Hourly Rate Items, the “hands on” labor hours to which the fixed hourly rate is applied, are limited to only that labor performed by personnel actually engaged in the direct performance of work required. “Hands on” labor shall not include any labor performed by support or supervisory type personnel, such as, but not limited to: timekeepers, payroll clerks, purchasing, materials handling, quality control, storing and issuing personnel. Quality control personnel are considered as those personnel who apply standards to finished work/products to determine that finished production work is serviceable in all respects.
6.8.8 In the event the Government desires to order additional tasks, then the ACO will provide the contractor with a detailed description of the work involved or approve a contractor-provided description. The contractor will submit a proposed price. Payment for these items will be a price negotiated by the ACO.
6.8.9 Cannibalization: If parts or component shortages will delay delivery of A/C, serviceable parts or components which are readily exchangeable may be removed from another A/C by cannibalization. The ACO must authorize all such actions prior to removal. Compensation shall be limited to extra man-hours associated with cannibalizing when the required parts cannot be supplied in a timely manner and work stoppage would occur. No compensation shall be made for labor hours required to effect original removal or replacement action, nor to remove a part which would have required removal during the normal rework process, nor cannibalization as a result of fault or negligence of the contractor.
6.9 Firm Fixed Price Over and Above Work Procedures
6.9.1 Over and Above Work less than 25 Man-hours per aircraft are covered under the Firm Fixed Price Over and Above CLIN within the contract except for the following:
6.9.1.1 Different Work Type: Local Manufacturing/Rob-Back/TCTO/IAT (Additional requirements of safety & other inspection)/Additional Paint & Marking

6.10.1 From time-to-time, the Government may request to drop in additional F-15 C and D Model Aircraft for emergency repair and maintenance. To the extent feasible, based on contractor's facilities and experience, the contractor shall accept such aircraft for repair and maintenance. Prior authority for such inputs shall be obtained from the ACO. The ACO shall, provided funds are available, authorize such preliminary work sufficient for the contractor to develop and submit and estimate for completion of the required repairs or maintenance. When sufficient funding is available and authorization for completion of the work is received form the PCO, the ACO shall authorize completion of the work by issuance of a funded over and above work request. The over and above rates of the contract shall apply to all such work.
6.10.2 Should such work interrupt the normal PDM aircraft flow through the contractor's facility, the contractor will immediately notify the ACO. The ACO shall immediately contact the PCO for advice. If the interruption is approved, an equitable adjustment under the contract shall be negotiated by the ACO and incorporated by modification to the contract.
6.11 In the performance of work negotiated, discrepancies discovered which are coded for Other Follow-on Maintenance (OFM) accomplishment will be entered on the aircraft work sheets, but will not be corrected unless a SOF condition exists, or they are in areas not accessible to field and organizational personnel.
6.12 Considering the 12 year period of performance the F-15 PDM Program Office cannot accurately forecast future requirements to maintain the airworthiness of the F-15 Fleet. It is anticipated additional requirements may come to fruition in the future resulting in contract modification in order to execute said requirements.
