About this file
This document contains questions and responses regarding a federal contract opportunity for simplified acquisition of base engineer requirements. The opportunity is a competitive 8(a) small business set-aside restricted to firms in eight southeastern states. The initial demonstration project does not require abatement work or as-built autocad drawings. Structural design calculations, a full-time superintendent employed by the prime contractor, and an in-house staff of licensed tradespeople are required, though one person may fulfill multiple roles initially. Bid bonds and forms are required for the demonstration project, with individual task orders to specify plans.

1. Please confirm the following will be required for the proposal as indicated in the UHHZ 200017 Statement of Work:
Construction Narrative work plan
AF Forms 3052 showing all Divisions
AF Form 3064 ‐ Contract Progress Schedule completely filled out for all construction activities through contract close out
AF Form 3065 – Contract Progress Report showing all Specification Divisions CE Response: Yes. The forms listed above are required for the project, not for the bid. The contractor awarded the demonstration project will need to utilize the documents listed above.
These are documents that will typically be required at the task order level with proposals for future projects.
2. Will the seed project require a bid bond?
CE Response: Yes. . The $2M bid bond will cover the demonstration project. No additional bonds are required for the demonstration project.
3. Will each task order identify the plans required as indicated in Paragraph 3.2 of
SABER+II+2020+SOW+(FINAL+20FEB2020)?
CE Response: Yes, each task order will provide the plans for that individual project.
4. Will Autocad As‐Built drawings be required for the seed project?
CE Response: No.
5. Will the Government supply the Autocad files for the seed project?
No, all drawings have been released on Beta.Sam
6. Can the Superintendent and Quality Control Manager be the same person if they are qualified to perform both functions?
CE Response: Quality control cannot be individual providing oversite, therefore the Superintendent cannot be quality control. Project manager could be quality control. All other positions have the ability to be shared.
7. Will a full time Superintendent be required for the seed project?
CE Response: Construction Superintendent will be required.
8. Does the onsite Superintendent need to be employed by the Prime Contractor?
CE Response: Yes superintendent is providing oversite for entire project including subcontractors. Government Project manager/Construction manager will have direct communication and give directions with superintendent. We have no contract with subcontractors so we cannot discuss overall project completeness, money or overall requirements with a subcontractor.
9. Are all contractors required to keep an in‐house staff of licensed electricians, licensed plumbers, and lead carpenters? Having this staff on stand‐by to support projects, where all of the trades may not be fully utilized will be difficult to maintain throughout the duration of the contract.
CE Response: Yes. . Section 5 does not require the different exclusive employees be different employees. Based on volume of work, in the beginning one person can accomplish multiple positions that are required in section 5, as workload increases, multiple people can be used to fulfill this requirement. Also, one individual can be performing the same disciplines for multiple projects. In addition, the site superintendents can be working superintendents on most T.O’s.
10. In the Project Description, Section 4.D. “Structural Considerations”, Item No. 2. Indicates that structural design calculations are required to include:
a. Fire Suppression piping support design and calculations.
c. A/C equipment support design and calculations.
d. Duct and pipe support design and calculations.
e. Light Fixture support design and calculations.
These detailed structural calculations will add cost to the project and their applicability may be limited. Please clarify if the above referenced requirements can be omitted. CE’s structural engineer has confirmed that he wants those structural calculations included in the project.
11. On the Abbreviation and Symbol drawing through‐out there are references to Abatement requirements. No such references are in the Statement of work.
Are Abatement requirement in this Seed project proposal? CE Response: No.
