About this file
This document contains questions and answers regarding a request for proposal for Aerospace Ground Equipment operations, maintenance, repair, and dispatch services at Hill Air Force Base and AMARG. Key details include that the anticipated ordering period is 5 years with potential for 7 years under solicitation number FA8224-21-R-0002. Questions address conflicts between instructions for unburdened and fully burdened labor rates, capturing project management costs, material cost estimates, and staffing requirements at each location. Responses clarify labor rate instructions, indicate project management costs can be proposed under production manager, state material costs do not need pricing and will be reimbursed, and confirm different manager positions are required at each location as outlined in the performance work statement.

TEP MATRIX QUESTIONS 1 of 4
Question # Pricing Matrix Reference Discussion Question/Comment Sensitivity
Ref: Labor Rates Tab
The unburdened direct labor rates tab instruction 1 and instruction 7 are in conflict. Instruction 1 stipulates that the rates are to be direct labor costs (no indirects). However, instruction 7 stipulates that fully burdened direct labor rate be provided for all categories. What are the bidders to supply on this tab, recognizing that burdened rates typically imply application of indirects and fee?
removed
Ref: Labor Rates Tab
The unburdened direct labor rates tab instruction 5 stipulates that all estimated annual hours are to maintain one item of category 1-3 equipment for all years should be populated. This instruction appears to be in the wrong tab. Where are the hours to be populated on this tab?
Instructions are incorrect. The estimated annual hours should be populated on tab category Equipment Unit Price
Ref: Labor Rates Tab
The labor categories list three exempt employees, none of which is a project manager. Typically, there is a category for a project/program manager or a way to capture such costs. Where should the project management costs be captured?
The production Manager and Program manager are the same. It was called Production manager
Ref: Fully Burdened Rate-Profit Tab
The instruction 8 on the fully burdened rate-profit tab stipulates that the job title and code be from the SCA directory. However, the positions align with those provided in the respective CBAs. No wage determination/SCA materials or specific reference to the same is included in the supplied reference tools.
Question: Is the instruction in error? If not please indicate what the bidders are to use for this SCA requirement this is an error and has been removed
Ref: Fully Burdened Rate-Profit Tab
There is a column (B) entitled occupational code that must be completed. This appears to be tied to SCA positions, yet there does not appear to be SCA positions used in the labor mix. Also, the applicable wage determination has not been included in the solicitation materials. What should be included in this column? Is this column to be left blank?
Due to the CBA being in place this columm can be left blank
6 Ref: Fully Burdened Rate-Profit Tab The fully burdened rate profit tab has a cost item identified as COM. (See column M.). What should be included in this column?
This was mislabeled. This should read FCCM from the indirect rates tab

The labor categories list three exempt employees, none of which is a project manager. Typically, there is a category for a project/program manager or a way to capture such costs. Where are the project management costs to be captured?
See question 3
Ref: Fully Burdened Rate-Profit Tab
The fully burdened rate profit tab has items identified as being "over and above - Hill." Over and above is described as being used to repair damaged equipment, the level of which is never provided.
ꞏ Associated equipment repair costs cannot be estimated without an indication on the level of damage. Such costs are identified in Section B of Section L as being Firm Fixed Price items.
ꞏ Only an incumbent contractor would have insight into this, thereby providing them an unfair advantage, where as other bidders would have to make assumptions to minimize risks associated with unbounded requirements.
ꞏ The costs for providing this service are not carried into the Category Equipment Unit Price and TEP Matrix tabs.
What are bidders to enter for this category and how should the costs, if at all, be brought into the Category Equipment Unit Price tab?
An over and above hourly rate should be proposed.
At the time a task as veen identified the government and contractor will negoatiae the hours to complete the project and will used the fully burdened hourly rate proposed for each year.

TEP MATRIX QUESTIONS 2 of 4
Ref: Fully Burdened Rate-Profit Tab—Material Costs
The fully burdened rate profit tab has items identified as "materials."
What is to be provided in this area since the Government has not provided any indication of historical data for these types of items.
Please note that only the incumbent contractor would have insight to these, providing an unfair advantage to the incumbent.
In addition, the costs for these elements are not carried into the category equipment unit price and TEP matrix which determine the evaluated cost.
The PWS, in section 2.2.1, clearly stipulates that the contractor "shall provide qualified personnel, tools, supplies (office, cleaning, etc.), equipment, transportation, freight, and training necessary to perform AGE operations..."
(a) What should be provided for material costs and how should, if at all, should these costs be carried into other tabs?
(b) If costs for these items must be provided, please provide a Government estimated amount ("plug number") or, at a minimum, a basis from which the costs can be estimated.
a) this does not need to be priced. This will be charged on a cost rembursable no fee basis as needed.
Attachment 5 ‐ AGE TEP MATRIX and PWS
Paragraph 3.2
For each location, the contractor shall appoint a Production Manager (primary point of contact for daily operations at each location), Quality Control Manager, TO Librarian, HazMAT Manager, Hazardous Waste Site Manager, Resource Conservation and Recovery Act (RCRA) Manager, Air Quality Manager, Security Manager, Flight‐line Driving Program Manager (FDPM), FOD Manager, Voluntary Protection Program (VPP) Manager, and Safety Manager to manage applicable programs in this PWS. The Quality Control Manager shall not be the same person as the Production Manager to preclude a conflict of interest. All other duties listed in this paragraph may be assigned to the same individual at their respective locations.
Concern ‐ The only position listed in PWS paragraph 3.2 that is called out in the Attachment 5 ‐ AGE TEP MATRIX is the Quality Control Manager. The TO Librarian, HazMAT Manager, Hazardous Waste Site Manager, Resource Conservation and Recovery Act (RCRA) Manager, Air Quality Manager, Security Manager, Flight‐line Driving Program Manager (FDPM), FOD Manager, Voluntary Protection Program (VPP) Manager, and Safety Manager are not listed in the Attachment 5 ‐ AGE TEP MATRIX.
Since they are not listed, there is no means to price these mandatory positions called out in the PWS.
Question ‐ Will the government add these positions to the Attachment 5 ‐ AGE TEP MATRIX so they can be priced?
Question ‐ Are all of these positions required to be on‐site at both AMARG and Hill
AFB?
Question ‐ Is it prohibited or non‐compliant for the Resource Conservation and Recovery Act (RCRA) Manager, Security Manager, Flight‐line Driving Program Manager (FDPM), FOD Manager, Voluntary Protection Program (VPP) Manager, and Safety Manager to support AMARG from Hill AFB?
Question ‐ Is it prohibited or non‐compliant for a single person to perform the duties of two or more of the positions listed?
11 Attachment 5 ‐ AGE TEP MATRIX
The “Category Equipment Unit Price” tab shows that the only non‐union positions assigned to AMARG are the Contract Manager, Production Manager, and Quality Manager.
Question ‐ Aside from the Contract Manager, Production Manager, and Quality Manager are any other non‐union labor categories required to be assigned to
AMARG?
Question ‐ Is it prohibited or non‐compliant for a single Contract Manager position to be assigned to Hill AFB and provide long distance support to AMARG from Hill AFB?
Question ‐ Would it be prohibited or non‐compliant for a single Quality Manager position to be assigned to Hill AFB and provide long distance support to AMARG from Hill AFB?
1‐ No 2‐ No 3‐ Yes, See PWS section 3.2 Staffing 3.2.1. It tells you what must be at each location
