About this file
This document contains questions and answers regarding Amendment 3 of solicitation FA8224-21-R-0002 for Aerospace Ground Equipment 2nd Generation (AGE2) operations, maintenance, repair, and dispatch services at Hill Air Force Base. Offerors must propose all labor categories covered by the applicable collective bargaining agreement at minimum wage and benefit rates. Price proposals should indicate "Revision 1" and the government will provide new proposal submission links by May 4, 2021. While no minimum escalation rate will be established, offerors should review the historically 3% annual increase over the past six years in the CBA. The ground support equipment servicer/dispatcher category in the solicitation matches the service order dispatcher in the CBA.

Questions:
Reference Amendment 3, Section L.2.2.
Question: Please confirm that bidders are required to escalate both the Wages and Health & Welfare rates for all of the option years.
Yes
Reference Amendment 3, Section L.2.2, “All labor categories included in the CBA must be proposed at a minimum to the CBA requirements.” We are trying to determine the intent of the referenced sentence.
All Labor categories covered by the CBA must be proposed at a minimum the currently agreed to rate of the CBA not lower.
Question: Does the Government intend for offerors to propose personnel in all labor categories represented in the CBA? Or that offerors use the Wages, H&W, and other benefits that correspond to the labor categories proposed?
That the offerors use the Wages, H&W and other benefits that correspond to the labor categories proposed.
Question: Should Offerors indicate “Revision 1” on the title page for the revised Price Volume I, Technical Volume II, and Documentation Volume IV instead of the word “Original”?
Indicating Revision 1 on the title page would be acceptable and appreciated.
Question - Will the government be sending out new links to the DoD SAFE web site for Offerors to submit the revised proposals?
The government will provide new links to all offerors NLT 5/4/2021
Question - Will the government consider establishing a minimum annual escalation to ensure that Offerors do not under-bid this requirement?
The government will not provide a minimum escalation but does recommend all offerors review the CBA noting the annual escalation has been historically 3% for the past 6 years.
Concern - Section L, Paragraph 2.2 states “All labor categories included in the CBA must be proposed at a minimum to the CBA requirements.” The Attachment 5 AGE TEP MATRIX Final 3- 29-2021 updated.xlsx does not list some of the labor categories that are listed in the Hill AFB CBA.
For example, the Hill AFB CBA calls out a “Service Order Dispatcher”. But this labor category is not listed in the Attachment 5 AGE TEP MATRIX Final 3-29-2021 updated.xlsx. In addition, the Attachment 5 AGE TEP MATRIX Final 3-29-2021 updated.xlsx lists a labor category called “Ground Support Equipment Servicer/Dispatcher” which is not listed in the Hill AFB CBA as an authorized labor category.
Question ‐ Will the government align the labor categories listed in the Attachment 5 AGE TEP
MATRIX Final 3‐29‐2021 updated.xlsx to the Hill AFB CBA?
The Service Order Dispatcher and the Ground Support Equipment Service/Dispatcher are the same. The government does not have any intention of changing the labor category description.
