About this file
This document contains questions and answers related to a performance work statement for aerospace ground equipment maintenance and operations services at Hill Air Force Base and AMARG. Key details include:
The performance work statement outlines requirements for maintenance, repair, dispatch and operations services for aerospace ground equipment at two locations - Hill Air Force Base and AMARG. It requires appointment of managers for quality control, hazardous materials, safety and other programs and calls for 24/7 dispatch operations at Hill AFB. Clarification was provided that maintenance shift requirements pertain only to achieving workload demands, AMARG operations are dayshift only, and single individuals can be assigned multiple duties. The document also provides responses to questions on snow removal areas and requirements, vehicle and equipment costs, omitted staffing details and other procurement terms.

BASIC PWS QUESTIONS 1 of 3
Question # Basic PWS Reference Discussion Question/Comment Sensitivity
Ref: PWS 8.8 and Multiple Tabs
Contractors are required to remove ice and snow without use of Government equipment. The TEP matrix does not include a means of capturing the costs associated with items such as ice and snow removal.
(a) How are these costs to be captured, if at all within the TEP?
(b) Will the Government provide a "plug number" for these costs, if required so that one bidder does not have an advantage and bids can be evaluated on a level basis?
A‐ These costs will need to be covered within the unit cost. There is not a separate line for these costs B‐ The government will not be providing a Plug number For futher information see question 10 Below
Ref: PWS 10
The TEP matrix does not include a means of capturing the costs associated with vehicles, equipment, and fuel. Should these items be captured within the TEP?
It is expected these costs will be rolled up into the unit price. They are not expected to be seperated out.
3 Ref: Attachment D (3a) There is a requirement to supply an R12 manifold. Is this an R12 air-conditioning manifold gauge set? Removed from list
4 Ref: Attachment D (3a) Please provide a size for the spanner wrench set that is required. For example, 4"
- 12" or something similar Removed from list
Ref: Attachment D (3a)
There are two battery pullers identified. Are these the same size units, or is the duplication an inadvertent error. Please clarify if there are multiple sized units, and if so, what the particulars are.
Removed from list
6 Ref: Attachment D (3a) A chop saw and chop saw 14" are identified in this section. Please provide a size for the first chop saw. removed first one from list
7 Ref: Attachment D (3a) There are two entries for large pry bars. Is this an unintentional duplication, and if not, what are the general specifics for these pry bars? Removed duplicate
PWS Section 9, para 9.3, pg. 35 Will the Customer Sponsor the Facility Clearance for the awarded company?
The government will sponsor the facility clearance but will not hold up award waiting for a security clearance to be completed. This is a mission essential service and can not be stopped to wait for contractor security clearance
PWS Section 3, para 3.2.1, pg. 22;
Section M, para 3.2.5
There is a discrepancy between the PWS and Section M re: Staffing. The PWS lists a Resource Conservation and Recovery Act Manager as a key function. In Section M that position is omitted. Will this position/function be required in AGE2?
Added the omitted manager into the Section M. See updated Section M. Changes in Red
10 8.8
Ice and Snow Removal. The contractor shall remove and dispose of ice and snow from assigned areas to an on‐base designated disposal area identified by the COR. Contractor’s assigned areas include the AGE compound and the immediate vicinity. Maximum allowable ice/snow accumulation will be one inch from the surface. Contractor shall not allow accumulation to exceed one inch before removal.
Government snow removal equipment shall not be used
Concern ‐ The PWS does not provide sufficient information regarding the snow removal requirements.
Question ‐ What is the square footage for each of the snow removal areas?
Question ‐ What are the historic labor hours devoted to snow and ice removal for the past 3 years?
Question ‐ What is the distance from the assigned areas to the designated disposal area?
Question ‐ Will the government provide a more detailed description of the snow removal vehicle requirements in Appendix D, Attachment 6a of the PWS?
The Contractor will be responsible to remove snow from within the fenced in AGE yard and around Bldg.
515 (100,000 square ft. approx.) and puts it in the "snow lane" behind building 507 approximately 300 feet away. The government doesn't track contractor hours for snow removal. The government doesn't have specific snow removal equipment requirements.
11 10.5
Vehicle Operations Certification Letter (CDRL A029). The contractor shall provide a certification letter to the COR within 30 calendar days of contract award and 5 days of any changes in appointment listing each individual and type of vehicle the contractor shall be operating IAW AFI 24‐301, paragraph 4.8, chapters 8 and 12
Concern ‐ There is no paragraph 4.8 in AFI24‐301 or chapters 8 & 12.
Question ‐ Will the government clarify the reference.
Change to AFMAN 24‐306, para 3.10; updated in PWS prior to soliciation release

BASIC PWS QUESTIONS 2 of 3
12 16.1
On HAFB, the contractor’s normal maintenance operations hours shall coincide with Flight‐line day shift functions, at a minimum. The contractor can operate the maintenance function during Flight‐line swing and grave shifts at their discretion if necessary to achieve workload requirements. The contractor shall operate AGE Dispatch and Operations Function 24‐hours per day, 7‐days per week, and 365‐days per year unless otherwise notified by the CO. On AMARG, the contractor’s normal maintenance operations hours shall coincide with AMARG day shift schedule
Concern ‐ The maintenance operation hours for HAFB is too vague for a Fixed Price contract. The HAFB Collective Bargaining Agreement (CBA) does call out a three shift operation, but the PWS is not clear for the maintenance operation hours. It is clear that AMARG is a day shift maintenance operation, but it is not clear for AMARG dispatch hours.
Question ‐ Over the past three years at Hill AFB, how many weeks per year was a maintenance second shift operation needed (this information should be readily available from the incumbent or from the invoices)?
Question ‐ Over the past three years at Hill AFB, how many weeks per year was a maintenance third shift operation needed (this information should be readily available from the incumbent or from the invoices)?
Question ‐ Does AMARG dispatch operate 24/7 or just during normal day shift 5 days per week?
The government does not track or determine the maintenance shifts of the incumbent contractor. It is on the contractor to determine the shift personnel needs to accomplish the requirements in the PWS.
The PWS only requires that maintenance operations happen during day shift, but the contractor may operate othere shifts as they deem necessary to keep up with workload. AMARG maintenance and dispatch operations are both dayshift only. Added clarification to PWS par 16.1
Attachment 5 ‐ AGE TEP MATRIX and
PWS Paragraph 3.2
For each location, the contractor shall appoint a Production Manager (primary point of contact for daily operations at each location), Quality Control Manager, TO Librarian, HazMAT Manager, Hazardous Waste Site Manager, Resource Conservation and Recovery Act (RCRA) Manager, Air Quality Manager, Security Manager, Flight‐line Driving Program Manager (FDPM), FOD Manager, Voluntary Protection Program (VPP) Manager, and Safety Manager to manage applicable programs in this PWS. The Quality Control Manager shall not be the same person as the Production Manager to preclude a conflict of interest. All other duties listed in this paragraph may be assigned to the same individual at their respective locations.
Concern ‐ The only position listed in PWS paragraph 3.2 that is called out in the Attachment 5 ‐ AGE TEP MATRIX is the Quality Control Manager. The TO Librarian, HazMAT Manager, Hazardous Waste Site Manager, Resource Conservation and Recovery Act (RCRA) Manager, Air Quality Manager, Security Manager, Flight‐line Driving Program Manager (FDPM), FOD Manager, Voluntary Protection Program (VPP) Manager, and Safety Manager are not listed in the Attachment 5 ‐ AGE TEP MATRIX.
Since they are not listed, there is no means to price these mandatory positions called out in the PWS.
Question ‐ Will the government add these positions to the Attachment 5 ‐ AGE TEP MATRIX so they can be priced?
Question ‐ Are all of these positions required to be on‐site at both AMARG and Hill
AFB?
Question ‐ Is it prohibited or non‐compliant for the Resource Conservation and Recovery Act (RCRA) Manager, Security Manager, Flight‐line Driving Program Manager (FDPM), FOD Manager, Voluntary Protection Program (VPP) Manager, and Safety Manager to support AMARG from Hill AFB?
Question ‐ Is it prohibited or non‐compliant for a single person to perform the duties of two or more of the positions listed?
They are required on‐site at Hill. There is no requirement that these position are separate personnel. One person can be assigned multiple duties. Only requirement is the Contract Manager, Production Manager, and Quality Manager are not the same persons.
14 2.3
2.3.1 Basic. The contractor shall provide dispatch service
across various locations. The contractor shall update MIS upon completion of any dispatch operations. The contractor shall comply with Flight‐Line driving, Pacer Protect areas, and commercial off‐base travel requirements. The contractor shall ensure that all dispatched AGE is in operational condition.
AGE shall not be transported with visible loose foreign objects IAW applicable area requirements.
Concern ‐ It is not clear if there is a requirement to staff a dispatch desk and operate the radio to direct AGE Driver to complete movements. In other words, it is not clear if the Offeror is required to provide radio or communcaitons interface between the various units and the AGE Driver.
Question ‐ Are dispatch personnel expected to operate a dedicated radio dispatch desk or do the units communicate directly with the assigned AGE driver to transport and move AGE?
The requirment is to have a dispatch desk manned 24/7 at Hill AFB. The dispatch clerk will commuicate with the customer for requests and direct the driver to dispatch as necessary. Government will provide radios for dispatch to communicate with dispatch drivers.
15 3.4.4
Welding. Welders shall obtain OO‐ALC Welding Certification and provide it to the COR and PM (CDRL A021) within 60 days of awarded contract or from start of employment.
Concern ‐ The requirements for obtaining the OO‐ALC Welding Certification are not clear.
Question ‐ Is the OO‐ALC Welding Certification a training course offered to contractor personnel or is it a verification of the technician’s ability to perform welding functions?
Question ‐ If there is a formal course for the OO‐ALC Welding Certification how long is the course?
Question ‐ If there is not a course what is the process to obtain certification?
OO‐ALC Welding Certification is a verification of the welders ability to perform welding. Welding is demonstrated to the certifying official from the OO‐ ALC and welder receives pass or fail.
