| Question # | Basic PWS Reference | Discussion | Question/Comment | Sensitivity | |
| 1 | Attachment+8-+CBA+Hill.pdf | The current released CBA for Hill is only an extract of the full CBA. | Can the government provide the complete CBA for Hill AFB? | updated CBA posted on 31 March to beta.sam | |
| 2 | Attachment+8-+CBA+Hill.pdf | The job classifications listed in the respective CBA’s categories are missing. | Can the government provide job classifications for the CBA labor categories? | The government does not have this information. | |
| 3 | Attachment+1d+Appendix+D-Attachment+5+Hill.pdf | AGE CONTRACT WORKLOAD ESTIMATE . Thoughout this document is a set catergory of AGE equipment defined as Category 1. It is our understanding that Category 1 is defined as equipment requiring unscheduled on call maintenance and not a set AGE Equipment. | Is there a set of Category 1 equipment different than On Call requiring unscheduled maintenance? | No, Category 1 is only on call items. | |
| 4 | PWS 16.1 and CBA 24.03 | "On HAFB, the contractor's normal maintenance operations hours shall coincide with Flight-line day shift functions, at a minimum. The contractor can operate the maintenance function during Fligh-line swin and grave shifts at their discretion if necessary to achieve workload requirements. The contractor shall operate AGE Dispatch and Operations Function 24-hours per day, 7-days per week, and 365-days per year unless otherwise notified by the CO. |
CBA Section 24.03. Shifts will be standardized to meet customer needs. Normal shift starting times will be determined by management, posted in the effected work area and communicated to all affected employees.
1) First (1st) shift may normall begin between 4:00 a.m. and 9:00 am
b) Second (2nd) shift may normally begin between 12:00 pm and 6:00 pm.
c) Third (3rd) shift may normally begin between 9:00 pm and 1 a.m. Concern - While it's understood that AGE Dispatch operations are 24/7, it is unclear as to whether the maintenance facility is currently providing or is required to provide multi-shift coverage with AGE maintenance personnel.
Concern - In Attachment 8 CBA in Section 24.03, there is a description of first, second, and third shifts. However, it is unclear if this is including AGE maintenance personnel.
| Question - Is the maintenance facility currenty providing or required to provide 3-shift coverage with AGE Maintenance personnel?" | There is no requirement that the contractor has a 3 shift maintenance operations. The Contractor determines shift requirements to meet PWS objectives. | ||
| 5 | Appendix D | Concern - Appendix D, Attachment 6a, and 6b list a number of vehicles that are mandatory. The Attachment 5 - AGE TEP Matrix.xlxs file does not have any way to price the cost of these vehicles and there is no CLIN for prurchasing vehicles. |
Question - How does the Government expect Offerors to propose the cost of purchasing the vehicels and the cost to maintain the vehicles on the Attachment 5 - AGE TEP Matrix.xlxs file?
Question - Is it acceptable and considered compliant to propose the entire cost of purchasing all vehicles in the Transition CLIN? 1- Maintenance of the vehicles should be included in the overhead costs.
2- Yes 6 Appendix D Concern - Appendix D, Attachment 3a and 3b list sugested contractor furnished tools. The Attachment 5 - AGE TEP Matrix.xlxs file does not have any way to price the cost of these tools and there is no CLIN for purchasing tools.
| Question - How does the Government expect Offerors to propose the cost of purchasing the tools on the Attachment 5 - AGE TEP Matrix.xlxs file? | 1- This is a business decision. As this is not a cost reimbursable contract it is up to the offeror to decide how they will include the cost of these items in their proposal. | |||
| 7 | Basic PWS Question.pdf Question 13 | "They are required at Hill. There is no requirement that these position are separate personnel. One person can be assigned multiple duties. Only requirement is the Contract Manager, Production Manager, and Quality Manager are not the same person." | Concern - This answer is referring to PWS Paragraph 3.2.1 which says "For each location, the contractor shall appoint a Prodcution Manager (primary point of contact for daily operations at each location), Quality Control Manager, TO Librarian, HazMAT Manager, Hazardous Waste Site Manager, Resource Conservation and Recovery Act (RCRA) Manager, Air Quality Manager, Security Manager, Flight-line Driving Program Manager (FDPM), FOD Manager, Voluntary Protection PRogram (VPP) Manager, and Safety Manager to manager applicable programs in this PWS." |
Concern - The Government stated these position are required at Hill, but failed to say if any of the positions are required at AMARG and the PWS does state that thses position are requried at "each location."
Concern - The Government did not answer all the questions listed in question 13.
Concern - Currently, there is no way to price the labor hours required to perform these mandatory functions. It is not possible to make these additional duties for Union personnel, therefore we must be able to hire non-union personnel to perform these duties, and there is no provision for that.
Question - Will the Government consider adding these non-union labor categories to the Attachment 5 - AGE TEP Matrix.xlxs file?
Question - Are any of these above mentioned functions performed at AMARG since the PWS says these functions are required at "each location?" 1- The labor categories that are non-union have been identified on the TEP Matrix posted on 4/1/21
2- All of these functions are performed at AMARG independent of Hill. They do not share personnel to accomplish these duties 8 Attachment 1d Appendix D- Attachment 5 Hill.pdf Attachment 1d Appendix D- Attachment 5 Hill.pdf Concern - This attachment appears to only show the AGE for the 309th AMXG F-22.
Question: Isn't Attachment 1d Appendix D-Attachment 5 Hill.pdf supposed to show all Hill AFB AGE?
| Question: To make it easier to count the items would the government consider posting this data in an excel spreadhseet? | This was fixed on 3/31/21 in the new posting. This was left as an excel spreedsheet to meet the needs of counting easier. | ||
| 9 | Appendix D | Concern - Appendix D, Attachment 6a, and 6b list a number of vehicles that are mandatory. |
2- Yes 10 Appendix D Concern - Appendix D, Attachment 3a and 3b list sugested contractor furnished tools.
| 11 | PWS 2.3.2.2 Inactive Strategic Storage | Should Inactive storage also apply to AMARG? | |||
| 12 | PWS 2.4.5.1 Unscheduled Priority | Second sentence discusses timeframe requirements for trouble calls. Sentence reads “Repairs on Routine priority trouble calls shall be completed within 5 business days. Repairs on Immediate priority trouble calls shall be completed within 2 business days.” | The government has reviewed the request. The changes requested do not change the meaning or intent of the paragraph. No material change exists. The PWS will not be changed at this time. | ||
| 13 | Basic+PWS+Questions+PDF.pdf Question #12. | Government response to this question indicates that clarification was added to PWS paragraph 16.1. However, PWS 16.1 has not been modified in Amendment 1, Attachment+1-AGE2+PWS+3-30+Updated.pdf. Please confirm change. | The government believes the answer to the question and the way the PWS is written to suffice. AMARG dispatch and maintenance operation hours shall conicide with the AMARG day shift schedule. | ||

TEP Matrix Solicitation #: FA8224-21-R-0002 Hill AFB Aerospace Ground Equipment 2nd Generation (AGE2) - Dec 2020 - Question/Comment Resolution Matrix ***FOR GOVERNMENT USE*** Government Response

| 1 | Indirect Rates Tab | Fringe row. We anticipate separate Fringe calculations for Hill AFB and AMARG Davis Monthan AFB. | Can a separate line be added covering the separate Air bases and CBAs? | Yes, see updated TEP Matrix. You can adjust this as needed for the fringe. | |
| 2 | TEP Matrix | Notional Quantities (Column D) is not defined. | Is Notional Quantities in hourly units or equipment units? | equipment units | |
| 3 | TEP Matrix | The Q&A for the TEP Matrix referenced an Attachment 5 - AGE TEP MATRIX -Updated. We do not see an updated Attachment 5 in the latest amendment release. | Is an updated Attachment 5 - AGE TEP MATRIX -Updated forthcoming? | This was posted on 1 April 2021 | |
| 4 | Attachment 5 - AGE TEP MATRIX and PWS Paragraph 3.2 | For each location, the contractor shall appoint a Production Manager (primary point of contact for daily operations at each location), Quality Control Manager, TO Librarian, HazMAT Manager, Hazardous Waste Site Manager, Resource Conservation and Recovery Act (RCRA) Manager, Air Quality Manager, Security Manager, Flight-line Driving Program Manager (FDPM), FOD Manager, Voluntary Protection Program (VPP) Manager, and Safety Manager to manage applicable programs in this PWS. The Quality Control Manager shall not be the same person as the Production Manager to preclude a conflict of interest. All other duties listed in this paragraph may be assigned to the same individual at their respective locations. | Concern - The only position listed in PWS paragraph 3.2 that is called out in the Attachment 5 - AGE TEP MATRIX is the Quality Control Manager. The TO Librarian, HazMAT Manager, Hazardous Waste Site Manager, Resource Conservation and Recovery Act (RCRA) Manager, Air Quality Manager, Security Manager, Flight-line Driving Program Manager (FDPM), FOD Manager, Voluntary Protection Program (VPP) Manager, and Safety Manager are not listed in the Attachment 5 - AGE TEP MATRIX. Since they are not listed, there is no means to price these mandatory positions called out in the PWS. |
Question - Will the government add these positions to the Attachment 5 - AGE TEP MATRIX so they can be priced? This question was already asked and answered on PWS Question #10
| The Government does not plan to add each individual title to the TEP. The current effort has been able to price this without each title individually listed. | |||
| 5 | Attachment 9 CBA Hill AFB and Attachment 5 - AGE TEP MATRIX | The Attachment 5 - AGE TEP MATRIX the “Indirect Rates” tab and the “Fully Burden Rate-Profit” tab only have entries for a combined Fringe percentage. | Concern - The Hill CBA calls out specific Health and Welfare and Union Retirement hourly costs rather than a fringe percentage. The Health and Welfare and Union Retirement costs are the same for each labor category and render a fringe percentage a less than optimal method of establishing labor costs for the Health and Welfare and Union Retirement. In addition, the paid time off costs are also based on an hourly cost times a range from 2 weeks to 4 weeks. These costs vary by labor category. The traditional FICA, SUTA, and FUTA would be the same for all labor categories. Worker compensation would vary dependent on labor classification, however the Fringe Costs for FICA, SUTA, FUTA, and workers compensation could still be calculated as a percentage. Due to the very high fringe costs listed in the Hill CBA, the fringe percentage alone could run up to 62% to meet the minimum fringe benefits called out in the CBA. |
| Question - Will the government consider adding rows or columns for hourly costs for Health and Welfare, Union Retirement, and paid time off to enable a more accurate burdened hourly cost? | The government understands there may be a high fringe percentage. It is believed you can calculate the percentage and have an accurate burdened hourly rate. | |||
| 6 | Attachment 9 CBA Hill AFB and Attachment 5 - AGE TEP MATRIX | The Attachment 5 - AGE TEP MATRIX the “Indirect Rates” tab only allows one Fringe percentage to be entered. | Concern - The Hill CBA calls out specific Health and Welfare and Union Retirement hourly costs rather than a fringe percentage. The costs outlined in the Hill CBA are not the same as the AMARG CBA. In addition, the non-union fringe rate is not the same as the Hill CBA or the AMRG CBA. |
| Question - Will the government consider modifying Attachment 5 - AGE TEP MATRIX ‘Indirect Rates” tabs to be 3 separate tabs, one tab for Hill AFB Indirect Rates”, one tab for “AMARG Indirect Rates”, and one tab for “Non-Union Indirect Rates”? | This has been accomplished on the TEP Matrix posted on beta.sam on 4/1/21 | |||
| 7 | Attachment 5- AGE TEP Matrix.xlxs | Attachment 5- AGE TEP Matrix.xlxs | Concern- The AMARG Category I,II, and III are mislabled as Hill AFB on the TEP Matrix tab. |
| Question- Will the government be issuing a new TEP spreadsheet with the AMARG titles corrected? | This has been fixed on TEP Matrix posted on beta.sam on 4/1/21 | |||
| 8 | Attachment 5- AGE TEP Matrix.xlxs | Attachment 5- AGE TEP Matrix.xlxs and Solicitation Section B - Supplies or Services and Prices/Cost. | Concern- The Attachment 5- AGE TEP Matrix.xlxs and the CLIN structure in Section B does not include a CLIN for Transition Materials. |
| Question- Will the government please consider adding a way to list materials purchased during transition? | We will not be adding this information. | |||
| 9 | Attachment 5- AGE TEP Matrix.xlxs | Attachment 5- AGE TEP Matrix.xlxs | Concern- The file name says "DRAFT". Also, the list of labor categories in the tabs includes a "Ground Support Equipment Servicer/Dispatcher." This labor category is not listed in either the Hill AFB or the AMARG Collective Barganing agreement (CBA.) The labor category of "Service Order Dispatcher" is listed in the Hill AFB CBA, but not in the AMARG CBA. |
Question: Will the government accept changes made by the Offerors to the labor categories listed in Attachment 5 - AGE TEP Matrix Draft.xlsx to match the CBAs?
Question: Is the government going to post an Attachment 5 AGE TEP Matrix without “Draft” in the file name? The TEP Matrix posted on 4/1/21 has been updated to match the CBA.
The TEP Matrix file name has been updated as of 4/1/21 and draft has been removed from the file name.
10 Attachment 5 - AGE TEP Matrix Draft.xlsx Attachment 5- AGE TEP Matrix.xlxs Concern- The Indirect Rates tab only allows Offerors to enter one Fringe Rate. The fact is: due to the variances in the Hill AFB and AMARG Collective Bargaining Agreements (CBA), there are two separate and distinct fringe benefits packages for the two CBAs. In addition, the non-Union labor will have a different fringe benefits package. Therefore, there is potential for price proposals to have three or more rates for fringe.
| Question - Will the government consider allowing Offerors to change the formulas to accept additional fringe rates to be priced? | This was fixed on the TEP Matrix posted 4/1/21. | |||
| 11 | Attachment 5- AGE TEP Matrix.xlxs | Attachment 5- AGE TEP Matrix.xlxs | Concern- The Matrix tab column D is labeled "Notional Quantities". It apears that the notional quantity should be "1". |
| Question- What number is supposed to be entered for the "Notiuonal Quantities"? | Notional quantity 1 | ||
| 13 | TEP Matrix | Concern - The Government provided several answers to questions suggesting that the Attachment 5 - AGE TEP Matrix.xlxs file has been changed. Howeer a new Attachment 5 - AGE TEP Matrix.xlxs file has not been posted. |
Question - Is the Government going to post a new Attachment 5 - AGE TEP Matrix.xlxs file?
| Question - Since the update to the Attachment 5 - AGE TEP MAtrix.xslxs has not been posted, will the government consider extending the proposal due date to 23 April, 2021? | Attachment 5- AGE TEP Matrix- updated was posted on 4/1/2021. The proposal was already extended to 16 April 2021 to allow for extended time due to delay in question responses and a new TEP Matix being posted. | |

| Question # | Section L Reference | Discussion | Question/Comment | Sensitivity |
| 1 | Section L, Instruction to Offerors. Paragraph 1.3.9 | "The electronic copies must be submitted in a format readable by Microsoft (MS) Word 2016, MS Excel 2016, and MS-Power Point 2016, as applicable." | Concern - Paragraph 1.3.9 states that …”electronic copies must be submitted in a format readable by Microsoft (MS) Word 2016, MS Excel 2016, and MS-Power Point 2016, as applicable.” |
Question - Will the government accept the 365 version of MS Word, MS Excel, and MS PowerPoint (it is known to be 100% compatible with 2016)?
Question - Would the government reconsider and allow each of the proposal volumes to be submitted (except the MS Excel files) in 100% searchable PDF format?
The offeror may submit the proposal in a 365 version of word, excel, and MS Powerpoint, with knowing this comes with a risk that the government may not be able to read the documents and they will not ask for additonal submissions to fix the error that may occur.
No, this would not allow for hyperlinks and such to work. (For example as identified as being required in section L para 1.3.9 and others).
