Question # Reference Discussion Question/Comment Sensitivity
1 Section I - Contract Clauses
PGI 5315.209-90
Contract security classification is a requirement at the time of award; the offeror must possess, or acquire prior to the the award of a contract, a facility clearance equal to the highest classification states on the contract security classification specification (DD form 254) attached to the solicitation.
I noticed the requirement list below was inserted into the solicitation regarding a facility clearance.
So, would the Government sponsor a facility clearance for the determined awardee prior to award?
The contractor is required to have a security clearance to perform the work on this contract in some areas. The government will sponsor a facility to get a security clearance but will not hold up award for the clearance to be finalized. This is a mission essential service and can not be stopped.
2 Solicitation Section B
Solicitation Section B ‐ Supplies or Services and Prices/Cost and Attachment 5 ‐ AGE TEP MATRIX Draft.
The solicitation Section B ‐ Supplies or Services and Prices/Cost table shows the following columns; Item ‐ Supplies/Service ‐ Estimated Quantity ‐ Unit ‐ Unit Price ‐ Amount.
The Attachment 5 ‐ AGE TEP MATRIX Draft. The TEP Matrix shows the following columns; CLIN ‐ Category 1,2,3 HAFB and Category 1,2,3, AMARG ‐ Total Cat 1 Unit Price ‐ Notional Quantities ‐ Total
Concern ‐ The CLIN Structure in the Solicitation Section B ‐ Supplies or Services and Prices/Cost table is not the same as the Attachment 5 ‐ AGE TEP MATRIX Draft.
Question ‐ Will the government please consider making the TEP Matrix and the Solicitation Section B ‐ Supplies or Services and Prices/Cost to match?
Fixed
3 Attachment 9 CBA Hill AFB
Summary of contract change Between the Bionetics Corporation Hill AFB, UT and Local Lodge 568 International Association of Machinists and Aerospace Workers, AFL‐CIO
Concern ‐ The copy of the CBA provided with the RFP is not complete. It appears to be a summary of recent changes. All Offerors must have a complete copy of the CBA to provide a complete and accurate proposal. The Summary CBA begins with Article 17 and does not include all prior Articles. The incumbent has an unfair advantage over other Offerors of having the entire CBA.
Question ‐ Will the government provide a complete Hill AFB CBA with all Articles?
Updated complete CBA has been attached.
Attachment 9 CBA Hill AFB and Attachment 5 ‐ AGE TEP MATRIX
The Hill AFB CBA lists pay and benefits escalation through 1 April 2022.
Concern ‐ The CBA pay rates and benefit costs do not cover the entire contract period of performance. It is unknown what the pay rates will be beyond 1 April 2022.
Question ‐ Will the government accept and process requests for equitable adjustments (REA) in the period of performance beyond April 2022 when the Union pay and benefits are adjusted through future CBA negotiations?
Yes
5 Attachment 10 AMARG AGE CBA
The “Category Equipment Unit Price” tab shows that the only non‐union positions assigned to AMARG are the Contract Manager, Production Manager, and Quality Manager.
Concern ‐ The Attachment 5 ‐ AGE TEP MATRIX shows a Ground Support Equipment Servicer/Dispatcher in the price, but the CBA does not include a pay rate for this position.
Question ‐ Can the government contact the Union and provide a pay rate for the Ground Support Equipment Servicer/Dispatcher?
Current effort the dispatcher is done by the one of the workers on site. The position has been removed from the CBA labor category within the TEP Matrix

6 Solicitation Section B
Solicitation Section B ‐ Supplies or Services and Prices/Cost. Concern ‐ Solicitation Section B ‐ Supplies or Services and Prices/Cost table now shows the following numbers of AGE equipment;
HAFB Category 1 ‐ 12,576 HAFB Category 2 ‐ 22,314 HAFB Category 3 ‐ 2,994 AMARG Category 1 ‐ 0 AMARG Category 2 ‐ 6,012 AMARG Category 3 ‐ 1,494
We cannot see where these numbers come from. When we look at Appendix D (latest PDF version) the numbers are not even close
Question ‐ Will the government provide the source for the numbers used in Section B?
Question ‐ Are the numbers listed in the "Estimated Quantity" supposed to be the number of AGE Units for each catgegory assigned to each site?
This has been updated again. The estimated quanity is the yearly estimate. In the descritpion there is a estimated quantity for the ordering period
7 Solicitation Section B
Solicitation Section B ‐ Supplies or Services and Prices/Cost. Concern ‐ Solicitation Section B ‐ Supplies or Services and Prices/Cost table now shows that the government expects Offerors to develop a cost per type of AGE Category for the assigned numbers of AGE for each site. This will cause serious problems with Wide Area Work Flow invoice submissions and create significant problems for managing CLINS. It will drive unnecessary and numerous contract modifications when AGE is added or removed from the contract. In short it will create an accounting and management nightmare.
Question ‐ Will the government consider changing the Solicitation Section B ‐ Supplies or Services and Prices/Cost table to units of "months" for each AGE Category, whereby the Base year quantity for CLIN 0001 through 0006 is 60 months and the Option quantity for CLIN 1001 through 1006 is 24 months?
The equipment totals for each category are determined at the beginning of the task order.
Those numbers are fixed and invoiced evenly throughout the task order. Any equipment adds are billed to a separate CLIN for "Adds" and only invoiced once after being added to the contract through an "Add/Change/Delete" Memo provided by the COR.
8 Section B Section B - Supplies or Services and Prices/Cost is provided with estimated quantities for each items.
Are bidders to complete this Section B and return it with their proposals? If so, how are items such as Over and Above (line item 0007), Materials (line item 008), Data Not Separately Priced, line item 0009
None
Section B will not be completed and returned with the proposal. O&A should be priced in the TEP Matrix. Materials is a CRNF clin and will not be calculated in the TEP. Data is Not Seperatly Priced and will not be evaluated in the TEP
9 CBA Hill AFB - IAMAW The CBA is incomplete and starts with Article 17. Critical elements of the CBA have been omitted, which put all but an incumbent contractor at a disadvantage.
Please provide a complete CBA inclusive of all articles. None See updated CBA
10 CBA Hill AFB - IAMAW
The CBA includes a supplemental agreement addressing employer contributions to the IAM National Pension Fund. It is unclear if the supplemental should be added to the IAM National Pension Fund hourly cost. Only an incumbent would have such information, thereby putting other bidders at a disadvantage.
How are the identified additional contributions to be calculated since the Appendix A Wage Rates include hourly costs for the IAM National Pension fund for 2022, and the supplemental, the latter of which only provides a rate provided for 2019?
None
11 Solicitation Page 58 of the Solicitation does not indicate the NAICS code
The NAICS has been identified on each CLIN. The NAICS for this effort is 336413. I am unsure of where it should be put on page 58
12 beta.sam Beta.sam lists the period of performance as five (5) years four (4) months, with an option to extend services for two (2) years. The solicitation lists it from 06 JAN 2022 to 05 JAN 2027.
Please clarify.
The ordering period on this basic contact is 09/15/2021 through 01/05/2027. (5Years 4ish Months) The period of performance for the basic contract is 09/15/2021‐01/05/2028
The ordering period on the option is 01/06/2027‐ 01/05/2029 (2 Years). With a period of performance from 01/06/27‐ 01/05/2030.
